RECCIMMENDATi N(S):
Approve and authorize the Health Services Director, or his designee (Adanna Henry)to execute on
behalf of the County, Novation Contract #74-134-2 with Bi-Rett Corporation, a non-profit
corporation,in an amount not to exceed$41,652, to provide substance abuse detoxification services
(Prop 36) for the period from July 1, 2003 through June 30, 2004. This Contract includes a six-
month automatic extension through December 31,2004,in an amount not to exceed$20,826.
FISCAL IMPACT:
This Contract is funded 100% by State Substance Abuse and Crime Prevention Act (SACPA)(-
Prop 36 funds; No County funds are required.
RACKGRouND/REASON(S)FOR RECOMMENDATION(s):
The ;Substance Abuse and Crime Prevention Act of 2000 (Prop 36) has mandated and funded
Counties to establish Alcohol and Other Drug (AOD) treatment programs for non-violent drug
offenders in lieu of incarceration.
On February 6, 2001, the Board of Supervisors designated the County's Health Services
Department, through its Community Substance Abuse Services Division, as the lead agency in
Contra Costa County responsible for the implementation of Prop 36 treatment efforts.
On December 3, 2002, the Board of Supervisors approved Novation Contracts #74-134-1 and
#74-136.1 with Bi-Bett Corporation for the period from July 1, 2002 through June 30, 2003, (which
included six-month' automatic extensions through December 31, 2003) for the provision of
substance abuse detoxification services in East and Central County.
Approval of Novation Contract #74-134--2 combines similar services provided under the prior
Contracts,'replaces the automatic extensions under the prior Contracts, and,allows the Contractor to
continue providing services through June 30,2004.

RECO MMENDATWN(S):
Approve and authorize the Health Services Director, or his designee (Adanna Henry) to execute
on behalf of the County, Novation Contract #24-872--16 with Bi-Rett Corporation, a non-profit
corporation, in an amount not to exceed $242,086, to provide perinatal and residential treatment
services for women at Wollam House for the period from July 1, 2003 through June 30, 2004.
This Contract includes a six-month automatic extension through December31, 2004, in an amount
not to exceed$121,043.
FISCAL IMpAcT:
This Contract is funded 89.1%by Federal Funds, and 10.9%by County funds.
CE DREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse program supports the Board of Supervisors' "Families that are Safe,
Stable, and Nurturing" community outcome by providing parenting education, stability, and safety
for mothers (and their children) and pregnant women who are alcohol and drug dependent, while
they are in substance abuse treatment. Expected outcomes include delivery of drug-free babies,
decreased use of alcohol, tobacco and other drugs,reduction in the number of relapses, and creation
of a saber social network.
BAICKGRouND/REAsoN(s)FoR REcoMMENDATRoN(s):
This Contract meets the social needs of County's population in that it provides family-centered
alcohol and drug treatment services to pregnant and parenting women, in order to prevent
perinatal substance abuse and improve birth outcomes.
On July 23, 2€02, the Board of Supervisors approved Novation Contract#24-872-14 (as amended
by Administrative Amendment Agreement #24-872-15) with Bi-Beta Corporation for the period
from July 1, 2002 through June 30, 2003, (which included a six-month automatic extension through
December 31, 2003)for the provision of perinatal and residential treatment services.
Approval of Novation Contract #24-872-16 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30,2004.

dba Bay Area Addiction Research and Treatment, a corporation, in an amount not to exceed
$3,200,000, to provide methadone maintenance treatment services for the period'from July 1, 2043
through June 30, 2004. This Contract includes a six-month automatic extension through December
31,2004,in an amount not to exceed$1,600,000.
FISCAL IMPACT:
This Contract is funded 50%Federally funded and 50% State funded.
No County Funds are required.
BACKGROUND REASONS)FOR RECQMMENDATIONN:
On September 10, 2002, the Board of Supervisors approved: Novation Contract #24-979-6 with
Addiction Research and Treatment,Inc.,dba.Bay Area Addiction Research and Treatment(BAART)
for the period from July 1, 2002 through June 30, 2003, which included'a six.-month automatic
extension through December 31, 2003, to provide methadone treatment services through its
Methadone Maintenance Clinics Program (Medi-Cal Drug Abuse Treatment Services) in East and
West County.
These methadone maintenance treatment services are mandated under Sobsky v.Srnoley.
Approval of Novation Contract # 4-979-7 replaces the automatic extension lander the prior
agreement and allows the Contractor to continue providing services through June 30,2004.

for Latino children and their families, for the period from October 1, 2003 through June 30, 2004.
This Contract includes a six-month automatic extension through December 31, 2004, in an amount
not to exceed$77,350.
FISCAL.IMPACT:
This Contract is funded 50%by Federal FFP Medi-Cal Funds, 45%by State EPSDT Funds, 5%by
County, Funds.
CHILDREN'S IMPACT STATEMENT:
This EPSDT Program supports the following Board of Supervisors' community outcomes:
"Children Ready for and. Succeeding in School"; "Families that are Safe, Stable, and Nurturing";
and "Communities that are Safe and Provide a High Quality of Life for Children and Families".
Expected program outcomes include an increase in positive social and emotional development as
measured by the Child and Adolescent Functional Assessment Scale(CAFAS).
BACKGROUND/REASON(S)FOR RECOMMENDATION LS):
This Contract meets the social needs of County's population in that it provides school and
community based mental health services, including: assessments; individual, group and family
therapy; medication support; case management; outreach; and crisis intervention services, to an
underserved Latino population and will result in greater home, community, and school success.
Under Contract #74-218 the Contractor will provide school and community based trental health
services to Latino children and families,through June 30,2004.

November 30, 2006 .
