Ms. Zhanar Verzi was selected in November 2002 after a competitive bid process (Request for Interest# 172) to work as Information Systems Programmer Analyst for the Information Technology(IT)Division of Employment and Human Services Department. The IT Division supports the technicalneeds of the entire department, including application development services. Ms. Verzi has been primarily working on migrating existing web applications to a new Server and Database and supporting the Application Development Group with various other projects. This Board Order will authorize EHSD to extend the term of Ms. Verzi's contract for another six (6)months, from December 31, 2003 through June 30, 2004, in order to allow the completion of several pending IT projects. SPECIFIC REQUEST{S)OR RECOMMI NDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Contract #74-188-1 with Youth Homes, Inc., a non-profit corporation, in an amount not to exceed $400,000, to provide Therapeutic Behavioral Services (TBS) for the period from July 1, 2003 through June 30, 2004. This Contract includes a six-month automatic extension through December 31,2004 in an amount not to exceed$200,000. FISCAL IMPACT: This Contract is funded 50%by Federal FFP Medi-Cal Funds, 45%by State EPSDT funds, and 5% by Mental Health Realignment. CHILDREN'S IMPACT STATEMENT: This program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale(CAFAS). BACKGROUND/REASON(S)FOR RECOMMENDATION(S): The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to establish a mandated program to provide Therapeutic Behavioral Services (TBS) to children ages 0-21 years of age, who participate in the Early and Periodic, Diagnosis, and Treatment (EPSDT) Supplemental Specialty Mental Health services. This program will provide services to eligible Medi-Cal beneficiaries under 21 years of age who meet;the Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the criteria for needing these services. On January 7, 2003, the Board of Supervisors approved Contrast #74-188 with Youth Homes, Inc.,for the period from January 1, 2003 through June 30,2003,which included a six-month automatic extension through December 31, 2003, to provide ;Therapeutic Behavioral Services(TBS)to County referred clients,ages 0-21 years of age. BACKGROUND ZREASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County' s population in that it provides mental health day treatment for wards of the court to reduce the need for hospitalization. On December 17, 2002, the Board of Supervisors approved Contract #74-128-2, with Charis Youth Center to provide an intensive day treatment program for Seriously Emotionally Disturbed (SED) adolescents, for the period from July 1, 2002 through June 30, 2003 (which included a six-month automatic extension through December 31, 2003) . Approval of this Novation Contract #74-128 .3 replaces the six-month automatic extension under the prior Contract, allowing Contractor to continue providing services through June 30, 2004 . This Contract includes a six-month automatic extension through December 31, 2004 in an amount not to exceed$43,680.
