SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,to
AMEND the contract with FamiliesFirst, Inc. (#21-388-9)increasing the amount by$90,000
from$746,000 to a new contract payment limit of$836,000 for Family Preservation services
during the period Jelly 1, 2003 through June 30, 2004.
SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND the
contract with FamiliesFirst, Inc. (#21-388-9)increasing the amount by$90,000 from $746,000 to a new contract
payment limit of$836,000 for Family Preservation services during the period July 1, 2003 through June 30,
2004.
FINANCIAL ]IMPACT:
$90,000 State Family Preservation funds: 70% State ($63,000); 30%County($27,000).
CHILDREN'S IMPACT STATEMENT:
This contract supports all five of the community outcomes established in the Children's Report Card: 1)
"Children Ready for and Succeeding in School"; 2)"Children and Youth Healthy and Preparing for Productive
Adulthood"; 3)"Families that are Economically Self Sufficient"; 4) "Families that are Safe,Stable and
Nurturing"; and 5) "Communities that are Safe and provide a High Quality of Life for Children and Families."
RA .'KGROITND•
Intensive Family Preservation, a program of the Family Enhancement Collaborative (FEC),provides intensive,
individualized, in-home family preservation interventions to families at risk for or in the Child Welfare System
(CWS) and ensures that children are safe and prevents potential out-of-home placements. Services are primarily
provided to families in their homes and include individual family service plans, counseling,case management,
safety plans, information, and referral.
Selected from a competitive procurement, Request for Proposal (RFP)#1076, Spring 2003, FamiliesFirst, Inc.
provides FEC services to the Children and Family Services Bureau(CFS). Funding under this contract is being
increased to meet the additional, ongoing demand for Family Preservation services.

RECQ,MMENDATION(S}: APPROVE and AUTHORIZE the Employment and Human Services
Director, or designee, to execute a contract amendment and extension With Opportunity West
effective November 30, 2003, to increase the payment limit by $11,133.35 to a new payment limit
of $31,878.00 and extend the term of the contract from November 30, 2003, to January 31, 2004,
for project management services for the Service Integration Program's North Richmond
Empowerment Collaborative,
FISCAL IMPACT: Funding is fully provided through a grant from the S.H. Cowell Foundation,
BACKGROUND/REASON(S) FOR RECOMMENDATION(S): The North Richmond
Empowerment Collaborative (NREC) is the neighborhood-run arm of the Service Integration
Program and supports the Service Integration Program's goals of bettering the quality of life for
residents of North Richmond, Parchester Village and San Pablo by (1) increasing family
economic self-sufficiency; (2) improving family functioning; and (3) expanding community capacity
to support children and families, Opportunity Vilest is responsible for providing the services of the
NREC Project Manager, who operates all aspects of NREC, including the Verde Involving Parents
(VIP) Program.

Families"by using the labor market information to develop programs to meet the needs of the local labor market
and train individuals to fill the positions.
BACKGROTTND!
This Board Order will authorize the Employment and Human Services Department, on behalf of the Workforce
Development Board,to extend the contract with Workforce Information Group. Contractor was identified
through Request for Interest#198 to provide local labor market information research and to produce a 2003-
2004 Occupational Outlook Report and Training Directory for Contra Costa County and a supplemental Career
Ladder information report. The contract extension will allow for Contractor to complete the project,which was
delayed as a result of delays in contract execution. The contract payment limit remains the same.
