REASONS FOR RECOMMENDATION/BACKGROUND: The purpose of this project is to provide safe routes to schools and public transit bus stops through the construction of sidewalks and pedestrian paths. The project consists of roadexcavation, and widening, installing storm drain pipes and inlets with bicycle friendly grates, extending existing drainage pipes, installing asphalt concrete (AC) pedestrian path and AC dike, curb, gutter, and sidewalk, American with Disabilities Act (ADA) curb ramps, installing retaining walls, removing and replacing manholes and retaining walls, adjusting utilities, manholes, drainage inlets, and mailboxes, conforming driveways, backfilling and grading to conform,re-striping the road, and tree removal. (Figures 1-3) 2. Project Description: The purpose of this project is to provide safe routes to schools and public transit bus stops through the construction of sidewalks and pedestrian paths. The project is located on Pacifica Avenue from Anchor Drive to Driftwood Drive. The project consists of road excavation, and widening, installing storm drain pipes and inlets with bicycle friendly grates, extending existing drainage pipes, installing asphalt concrete (AC) pedestrian path and AC dike, curb, gutter, and sidewalk,American with Disabilities Act(ADA)curb ramps,installing retaining walls, removing and replacing manholes and retaining walls, adjusting utilities, manholes, drainage inlets, and mailboxes, conforming driveways, backfilling and grading to conform, re-striping the road,and tree removal. One lane will remain open at all times during construction. Peal property transactions, including right-of-way acquisition may be necessary in support of this project. In support of the installation of a pedestrian path, a retaining wall (approximately between 2ft.and 8ft.in height by 225 ft. length)and/or embankment will be constructed on the north side of Pacifica approximately 400 ft. west of Mariners Cove Drive. On the south side of Pacifica Ave., , approximately 370 feet east of Driftwood Drive, a fence and retaining wall need to be removed and replaced with a retaining wall (approx. between. 2 ft and 8 ft. by 330 length). (Fig. 3) Also on the south side of Pacifica Ave., across (south)from Wharf Drive, a drainage inlet will be installed to tie into an existing culvert; and the existing drainage pipe will be extended in order to tie into the new drainage inlet. On the north side of Pacifica Ave., approximately 450 feet east of Mariners Cove Drive, an existing 48-inch diameter drainage pipe will be extended approximately 12 feet into the existing minor tributary creek. Loss of aquatic and riparian habitat will be replaced at a stream area located nearby, in accordance with applicable regulatory permits within one year of installation of the stormdrain pipe. Additional run off caused by additional impervious surfaces will be treated in accordance with the Municipal NPDES permit. In order to minimize damage to trees, any roots exposed during excavation will be cut cleanly and tree branches and shrubbery may need trimming throughout the project. Approximately,thirty-one non-native trees [less than 6" Diameter at Breast Height(dbh) each)and; 8 eucalyptus (between 6"dbh—40"dbh), 4 palms (between 6"dbh - 20" dbh), and 1 pepper(approx. 12"dbh) may need to be removed in support of this project. Trees may provide nesting habitat for birds. To ensure these species are not impacted by the project,the County will either: 1)trim and/or remove all trees that will be impacted by the project in the late fall or winter of the year prior to construction, or 2) conduct pre-construction surveys for these species prior to construction. If the second option is chosen and nesting birds are identified during the surveys, construction will be delayed until the young have fledged. 3. The Contra Costa Board of Supervisors RESOLVES that: On the basis of a traffic and engineering survey and recommendations thereon by the County Public Warks Department's Traffic Engineering Division, and pursuant to County Ordinance Code Sections 46-2.002-46-2.012,the following traffic regulation is established (and other action taken as indicated): Rescind previous Traffic Resolution No.3886 for Reef Point Court(Road No. 1785B), Rodeo area. The existing resolution declares that parking is prohibited at all times, except for vehicles of the physically handicapped persons, on the east side of Reef Point Court (Road No. 17858), Rodeo area, beginning at a point 200 feet south of the south curb line of Reef Point Drive, and extending southerly a distance of 25 feet. This parking prohibition is no longer necessary.
