ACKNOWLEDGE that the Board of Supervisors referred thirty-three issues to the Family and Human Services Committee(FHS)for their review and consideration during the 2003 calendar year. 11. DIRECT the Health Services and Employment and Human Services Departments to explore the viability of implementing a one-stop application for health and social services programs offered by the County and REFER to the Family and Human Services Committee for review. 111. ACCEPT the recommendation to close the following eleven referrals for which there are no outstanding policy issues for FHS review and/or consideration: a) Referral#34--Additional Child Care Facilities for Employees b) Referral#46--Community Mental Health Center c) Referral#47--Use of Proposition 99 Tobacco Tax and Master Settlement Agreement Revenues d) Referral#48--Incentives to Promote Preventive Health Behaviors e) Referral#49--Proposition 36--Substance Abuse and Crime Prevention Plan f) Referral#54--Integrated County Organized Health Systems g) Referral#59--Siting of Unlocked Facilities in Contra Costa County h) Referral#60 --Safe Haven Law i) Referral#61 --HIV Prevention j) Referral#63 --Center for Community Based Organizations k) Referral#64--Community Action Plan BACKGROUND/REASONS FOR RECOIVIMENDATIONfS): Between January and December 2003,the Board of Supervisors referred five new issues to the Family and Human Services Committee(FHS)in addition to 27 referrals carried forward from the 2002 year. The FHS Committee heard reports on 25 of the issues referred.In many cases the FHS provided oversight and guidance on issues; in others it recommended funding allocations for Board approval. In still others,it considered and made recommendations to the Board on memberships/appointments to committees and advisory bodies. Seven referrals were not brought to FHS for discussion during the year. These referrals include: a) Referral#11—Oversight of the Work of the Policy Forum This referral was not brought to FHS for discussion due to the fact that the Policy Forum has been reassessing its purpose and strategies for the coming year. We anticipate reporting on the outcome of this assessment in the spring 2004. b) Referral#13—Children and Family Services Program Budget Due to staffing reductions and loss of key personnel,the production of the 2003-2004Children and Family Services Program Budget was deferred for one year. This referral will be brought back to FHS in 2004. c) .Referral#34—Additional Child Care Facilities for Employees This referral was last discussed in December 2041. Since that time,the efforts have been on hold due to funding constraints. This referral is being recommended for closure. d) Referral#47—Use of Proposition 99 Tobacco Tax and Master Settlement Agreement Revenues This referral was last discussed in October 2002. At the end of the 2002 year it was decided to maintain the referral to FHS in case any additional issues arose,however,none have. This referral is being recommended for closure, e) Referral#49--Proposition 36—Substance Abuse and Crime Prevention Plan The original referral was made to provide oversight to the implementation of Proposition 36 and the County's revised plan for the Substance Abuse and Crime Prevention Act. When this item was heard in February 2002 all issues were resolved,but the Committee requested a follow up. This follow up was provided in October 2002. This referral is being recommended for closure. f) Referral#54--Integrated County Organized Health System The last discussion on this referral took place in August 2002. Since that time,the State is no longer supporting this health care plan model. Other counties who had previously implemented this model are no longer being funded. Therefore,the effort has been dropped. This referral is being recommended for closure. g,1 Referral#65—Advisory Council on Domestic Violence This is a new referral. The information requested will not be completed until spring of 2004. This referral will be heard at that time.
