FINANCIAL IMPACT: The funds are federal monies that are being passed through the State of California, Department of Social Services. There is no county match required. The distribution is as follows: FY 2003/04: $300,000 FY 2004/05: $600,000 FY 2005/06: $650,0300 FY 2006/07: $650,000 FY 2007/08: $650,000 CHILDREN'S IMPACT STATEMENT This action impacts five of the community outcomes: 1) Children Ready for and Succeeding in School; 2) Children and Youth Healthy and Preparing for Productive Adulthood; 3) Families are Economically Self-Sufficient; 4) Families that are Safe, Stable and Nurturing; and 5) Communities are Safe and Provide a High Quality of Life. BACKGROUND: The state Child Welfare Redesign came out of a three-year planning process with a statewide stakeholders' group. The Redesign Plan is now being implemented in 11 counties (known as "Cohort I") in California. Through a competitive process, Contra Costa County's Employment and Human Services Department's Children and Family Services Bureau has been designated as one of these Cohort 1 counties to implement the State's vision for Child Welfare Redesign. The first part of this plan is due to CDSS no later than December 29, 2003; the second part of the Plan is due no later than June 1, 2004. In Order to develop both parts of the County Plan Guideline, Memorandum(a) of Understanding(s) will need to be signed between CRSS and Contra Costa County EHSD. By authorizing the Director to sign any such documents, the process can be that much more expedited to receive the Cohort I funds. As Federally mandated, the Area Agencies on Aging are responsible for the administration of all services funded by the(SAA.National Caregiver Support Program. The increase of$2,555 to the total allocation reflects additional funds received from the:Administration on Aging for Federal Fiscal Year(FFY) 2003 from the federal allotment process and funds carried over from Fiscal Year 2002-2003. BAC�KGR ITND: The County's Employment and Human Services Department's Workforce Development Board is applying for a three-year(3)H4B Grant as the fiduciary agent for a regional partnership, The Bay Area High Technology Consortium,which includes the Alameda.County Workforce Investment Board(WIB), City of Oakland WIB, the City of Richmond WIB, San Mateo County WIB, the San Francisco Private Industry Council, two major local employers,Bank of America and IBM,and participating small companies. The Consortium intends to train approximately eight hundred(800) incumbent workers in high-end technology skills to support regional employers in addressing the skill needs among their high-end information technology(IT)workers;provide job opportunities for dislocated workers to enter high-end IT occupations including networkengineers, systems administrators,programmers, and database administrators; and reduce the need to sponsor and recruit H-1 B visas holders in these occupations. REASONS FOR RECOMMENDATIONS/BACKGROUND: Of the approximately 3,000 children served by the Contra Costa County Community Services Department, approximately 75% live at Federal Poverty Level or below. The remaining 25% live at or below the State poverty level. Approximately 12% of these children have disabilities. We would like to target those living at or below poverty level. The Share the Spirit funds will be used to supplement their holiday needs. We wish to provide 70 of our neediest families with gift certificates so they may purchase items that most closely meet their individual cultural needs during the holiday season(with a no-alcohol stipulation). Each family will receive one each: Target/Walmart 70 gift certificates @a $50.00 each=$3,500.00 Albertsons/Safeway 70 gift certificates @ $50.00 each= $3,500.00 Total: $7,000.00 The Community Services Department Child Development Division supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School” and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health to low-income children throughout Contra Costa County. Health Services. Contra Costa County has long been concerned about hospitalization and deaths due to teed injury. The problem of teens driving under the influence, speeding, and not wearing seat belts is one of the County's Most severe unmet injury prevention needs. In 2001, Richmond ranked #1 in the state for underage driving under the influence of California cities in it's size category. The goal', of the project is to increase awareness among teens and parents and to reduce the number of persons under 21 years of age, involved in injury' collisions . Ginger Marieiro, Contracts Administrator Costa DATE: December 2, 2003 ounty #� SUBJECT: Approval of Standard Agreement #28-600--6 with the California Department of Education SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION REC9WENDW) Approve and authorize the Health Services Director to execute, on behalf of the County, Standard Agreement ##28-600-6 (Stage ##2434) with the State Department of Education, to pay the County an amount not to exceed $984, for the period from June 1., 2003 through September 30, 2003, to provide health and sanitation inspections of the fond service operations for the Summer Food Service Program (SFSP) . FISCAL IMPACT: Approval of this Agreement will result in a maximum reimbursable amount of $984 from the State for the Summer Food Service Program. No County funds are required. REASONS FOR RECMEHM19XIBACEGUM: The State Department of Education operates summer ' feeding situ throughout the State of California. to assist families who are working while their 'children are not in school. However, the State does not have enough staff to perform the food service safety evaluations that are needed at each site, and have traditionally relied on the County environmental health staff to provide these services. Approval of Standard Agreement #28-600-6 will allow the County to be reimbursed for the continuation of these services through September 30,' 2003 .
