PROGRAM SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: ACCEPT report prepared by the County Probation Officer on efforts being made in Contra Costa County to systematically confiscate weapons and illegal drugs from convicted felons, and SUPPORT efforts of the Probation Department to secure grant or other funds to expand these efforts. BACKGROUND: On September 10, 2002, the Board of Supervisors referred to the Internal Operations Committee review of Los Angeles County Probation Department's D.I.S.A.R.M. Program to assess to what extent similar efforts are being made or can be made in this county. On November 4, 2002, the IOC received the attached report from County Probation Officer Steve Bautista on Contra Costa County's efforts and resources dedicated to confiscating weapons and illegal drugs from convicted felons. Also attached are chilling photographs of weapons confiscated by Probation Department staff working either alone or in concert with local law enforcement agencies. The IOC believes that these efforts deserve the maximum support the Board can muster within the County's own fiscal constraints and towards assisting the Probation Department to secure grant or other outside funding to bolster the current effort. To this end, the Committee has asked the County Probation Officer to advise the Board of outside funds being pursued by the Department. The request came as a result of a DISARM program being administered through the Los Angeles County Probation Department. The Los Angeles County Probation Department received special funding to implement a program whereby Probation Officers would partner with local law enforcement agencies and focus on conducting probation searches to remove illegal weapons from adult probationers. The question was submitted as to what is Contra Costa County Probation doing with regard to any program that is similar. The Probation Department is pleased to inform to LO. Committee that Contra Costa has continued to be aggressive in the practice of field supervision of probationers both adult and juveniles who have been placed on formal probation. Since 1998, two deputies in particular have focused on the searching of probationer's homes for illegal weapons. These two deputies have partnered with the United States Marshal's Fugitive Apprehension Task Force,FAST, which was developed to work with federal, state and local agencies throughout the bay area. Other members of this FAST force are the United States Marshall, U.S. Secret Service, U.S. Postal Inspection Service, Alcohol Tobacco and Firearms, Immigration Service, HUD, Social Security Administration,California Department of Corrections,California Department of Corrections Parole, California Youth Authority, Alameda County Sheriff's Department, Alameda County District Attorney's Office, Oakland Police Department, Alameda Police Department, Fremont Police Department,Berkeley Police Department,Emeryville Police Department,Albany Police Department, San Francisco Police Department,Hayward Police Department,San Mateo County Sheriff's Office, Vallejo Police Department, San Rafael Police Department, Bureau of Narcotic's Enforcement and of course the Contra Costa County Probation Department. The Probation Department is pleased to report that they have been involved in the confiscation of over one hundred and twenty guns out of West County since 1998. Attached for review are copies of photos that were taken of the weapons that have been confiscated. Many ofthese guns have been taken from probationers that are members of West County gangs. On the photographs you will se reference to SOD, a Sons of Death gang, COB, Color of Blood gang, RTC, Richtown Crips, PJT, Project Trojans, 13's, Surenos, 14's, Nortenos. My apology for the poor quality of the photographs however,these photographs should be sufficient to inform the I.O. Committee of the type of weapons that the Probation Department in conjunction with other law enforcement agencies is removing from probationers. Every one of the weapons shown has been confiscated during a search ofprobationers where Probation Officers either initiated the search or participated in the search. Due to confidentially, names have blocked out under some of the photos that are submitted. One can readily see many of the weapons have been modified from their original condition to be readily concealed. Nine millimeter hand guns have been confiscated,sawed-off shotguns,sawed-off.22 caliber rifles,tech-nine fully automatic pistols have been confiscated (this weapon is a fully automatic weapon which has the capacity to fire many rounds in just a few seconds). Along with the firearms confiscated,significant caches of ammunition and bullet-proof vests have also been found. Given the clientele and the confiscated material, one becomes aware that the individuals the Probation Department is supervising in the field are serious in their commitment to violence. Operations such as this weapons confiscation could be significantly enhanced if the Probation Department received a field supervision enhancement to it's existing resources. Please bear in mind that these weapons have primarily been the result of two deputies and their collaboration with sister law enforcement agencies. I hope that this information is beneficial to this committee and serves as an indicator of what can be done with resource allocation. Thank you for your time and interest. PROGRAM C-13y SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RE00MMENDATION: REFER to the Internal Operations Committee review of Los Angeles County Probation Department's D.I.S.A.k.M. (Developing Increased Safety through Arms Recovery Management) Program to assess to what extent similar efforts are being made or can be made in this county. BACKGROUND: I received a letter (attached) from Los Angeles County Supervisor Michael D. Antonovich, dated July 31, 2002, describing a collaborative program recently instituted in Los Angeles County among the Probation Department, Sheriff, and local law enforcement agencies in which weapons and illegal drugs are systematically confiscated from convicted felons. According to Supervisor Antonovich, nearly 50% of these felons were in violation of the terms of their probation. No costs ar`e identified for the program in the letter. I would like the Internal Operations Committee to work with County staff and the Los Angeles County Chief Probation Officer to get more information about the D.I.S.A.R.M. Program, its affect on the community, and its costs and savings, and to explore to what extent similar efforts are being made or can be made in this county. Therefore, I recommend that Supervisor Antonovich's letter be referred to the Internal Operations Committee for further consideration and report back to the Board of Supervisors.
