RECOMMENDATION:
ADOPT Resolution Number 2002/680 to name the new Head Start and Child Development
facility in Richmond, now under construction at 2730 Maine Avenue in Richmond, The
George Miller III Head Start Child Development Center.
BACKGROUND:
On October 24, 2002 (c. 25), the Beard accepted a record $5.5 million federal award to
build a state-of-the art Head Start and Child Development facility. The project is one of the
largest single construction projects awarded in Head Start program history. Congressman
George Miller facilitated this award to a large extent, and the opinion of all involved in the
process is that without his zealous advocacy for Contra Costa County, the money would
not have been awarded.
Congressman George Miller created critical project momentum through his dedicated and
unwavering support for the growth and development of Contra Costa children and the
Community Services Department Head Start Program.
Part of the "Rosie the Riveter World War II Home Front National Historic Park", the new
Head Start and Child Development Center will replace two buildings in use since World
War II, which originally served children of ship-building mothers. The two-story facility will
house 280 children at a time, boasting ten classrooms and more than 20,000 square feet. All
center classrooms will have high ceilings, abundant natural light and some will have
individual patios. The first floor will host a large conference room/community center for
department and community events. The second floor will support staff and parent activities,
with staff offices, a break room, kitchen, resource library and other amenities.
In 1999, the Board adopted a policy on naming buildings, which states in part that,
generally, a facility shall not be named after an elected public official unless that person is
deceased or unless that individual contributed a majority of the handing that was used to
construct the facility and acquire the land upon which the building is situated. However, in
acknowledgement that the new Head Start and Child Development Center would most
likely not be under construction without the strong assistance of Congressman Miller, it is
appropriate to make an exception in this circumstance.

In the Matter of Naming The County Building
At 2730 Mame Avenue in Richmond the
George Miller III Head Start Child Development Center RESOLUTION NO. x/680
WHEREAS, Congressman George Miller has been a tireless advocate for bettering the lives of children
and fiunilies in Contra Costa County;and
WHEREAS, Congressman George Miller has unflaggingly supported the Contra Costa County
Community Services Department Head Start Program, helping preschool children from low-income
flunilies benefit from a comprehensive program that meets emotional, social, health, nutritional, and
psychological needs; and
WHEREAS, Congressman George Miller helped Contra Costa County secure Head Start funds to
build a new state-of-the-art child development center in Richmond, California in collaboration with the
"Rosie the Riveter World War II Home Front National Park"historic landmark renovation;
WHEREAS, the aforementioned child development center will be a national model for excellence in
child development and early education facilities for generations to come;
NOW, THEREFORE, BE IT RESOLVED that out of appreciation for meritorious service to Contra
Costa County, the building at 2730 Maine Avenge in Richmond site shall officially be named The
George Miller III Head Start Child Development Center.
