RECOMMENDATIONS
ACCEPT report and APPROVE recommendation from the Community Development Director on the
Richmond Parkway Transit Center boundary reorganization affecting uninhabited territory in the
unincorporated area, as proposed by the City of Richmond,in an application before the Contra Costa
LAFCO.
FISCAL IMPACT
None. The annexation to the City of Richmond would not result in a loss or a shift in property tax
revenue because the territory proposed for annexation,which is owned by the California Department
of Transportation, does not generate property tax revenue. The transit center property would be
transferred from the state to the City of Richmond and retained for public purposes.

BACKGROUND/ REASONS FOR RECOMMENDATION
The City of Richmond has submitted an application to Contra Costa LAFCO for a boundary reorganization for
the Richmond Parkway Transit Center. The boundary reorganization affects uninhabited territory in the
unincorporated area that includes a portion of the transit center, improved roadways, and a freeway overpass
located near Blume Drive and Richmond Parkway. The City of Richmond's request to amend the Sphere of
Influence for Pinole and to annex the territory is scheduled for Contra Costa LAFCO's November 20, 2002
meeting.
The City of Richmond is proposing to annex the entire transit center property to pursue plans to construct a 700-
800 space parking structure at the Richmond Parkway Transit Center to alleviate a parking shortage and
congestion problems created by commuters using this facility. All of the land involved in this annexation is
owned by the California Department of Transportation (CALTRANS).
CALTRANS and the City of Richmond are engaged in negotiations to convey the transit center property to the
City for the purpose of developing and operating the parking garage under the auspices of the City of Richmond
Parking Authority. In order to develop the parking garage under the City's auspices the affected land area must
be within the incorporated city limits.
Pursuant to Section 56425(b)of the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000,the
City of Richmond contacted the Community Development Department to meet and confer about the proposed
boundary reorganization involving an amendment to the Sphere of Influence and annexation of the
unincorporated territory into the City of Richmond. The Community Development Director and staff met with
Leveron Bryant, Assistant City Manager, City of Richmond, on October 16, 2002 to review the proposed
boundary reorganization. The department advised Mr. Bryant that the territory proposed for annexation is
designated as"Public/Semi-Public"(PS)under the County General Plan,and the proposal to develop a publicly
operated parking garage on the transit center property would be consistent with this General Plan land use
designation.
Section 56425(b) of the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000, includes a
provision that "the city and county should attempt to reach an agreement on the boundaries, development
standards,and zoning requirements within the sphere to ensure that development occurs in manner that reflects
the concerns of the affected city and is accomplished in a manner that promotes the logical and orderly
development of areas within the sphere".
The department recommends that the Board of Supervisors find and agree that the change in Sphere of
Influence and the eventual annexation of this territory to the City of Richmond would result in logical and orderly
development since the proposed boundary reorganization is for the sole purpose of facilitating development of
publicly owned parking garage on the transit center property.
It is further recommended that, in lieu of a formal agreement between the County and City of Richmond as
described in Government Code Section 56425(b), this Board Report should be forwarded to Contra Costa
LAFCO as the County's understanding and agreement with the City of Richmond's Richmond Parkway Transit
Center Boundary Reorganization application.
