SUBJECT: 2003 Work Plan of the Better Government Task Force
SPECIFIC REQUEST(S) OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION
RECOMMENDATION($):
1. REQUEST the Better Government Task Force to focus on public information/outreach and recruitment
of a Public Information Advisor in 2003.
2. REQUEST the County Administrator's Office to apply the normal procedures for recruitment of new
Better Government Task Force members.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
As Chair of the Better Government Task Force, I recently met with the Task Force staff to discuss recruitment
to fill existing Task Force vacancies. We anticipate that interested candidates will want to know about the Task
Force responsibilities and its focus over the next year.
So that staff can respond to these questions, and to also respond to the Board's request for an annual work plan
from each of its boards and commissions, we have identified two important tasks for the Better Government
Task Force for the coming year.

> Public Information/Outreach—The County has adopted an excellent program on training and outreach
for board and commission members and staff on the Better Government Ordinance and its requirements.
We would extend the scope of this effort by reviewing our current public information/outreach efforts to
ensure that the public is also appropriately informed about the Ordinance and its requirements. Over the
next year,the Task Force would report back its recommendations to the Board of Supervisors.
➢ Public Information Advisor-The Better Government Ordinance provides for a Public Information
Advisor who acts as a pro bono ornbudsperson to mediate any dispute regarding implementation of the
Better Government Ordinance. At this time,both the Public Information Advisor position and the
alternate position are vacant. In the past,the Better Government Task Force has been responsible for
recruiting, screening and recommending nominees to the Board of Supervisors. We would like to focus
on filling these positions in 2003.
There may be other issues that arise during the meetings of the Better Government Task Force which would
augment its work plan or be incorporated into future work plans. If so,the Task Force would return to the
Board of Supervisors to receive its approval for such changes.
The Task Force has begun the recruitment process for new members. We are asking that nominations from
nominating bodies and applications for general public positions be received no later than January 15, 2003.
