SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to AMEND contract with Ms. Evelyn Aguilar (#21-438-6), Early Intervention Outreach
Specialist, increasing payment limit by $18,900 from $35,000 to a new payment limit of
$53,900, for the period July 1, 2002 through June 30, 2003.

RECOMMENDED ACTION!
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND
contract with Ms. Evelyn Aguilar (#21-438-6), Early Intervention Outreach Specialist, increasing payment

CHILDREN'S IMPACT STATEMENT:
The Early Intervention Outreach Service Specialist position supports all five of Contra Costa County's
community outcomes: (1) "Children Ready for and Succeeding in School", (2) "Children and Youth Healthy
and Preparing for Productive Adulthood"; (3) "Families that are Economically Self Sufficient"; (4) "Families
that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life
for Children and Families". The Early Intervention Outreach Specialist provides services designed to
ameliorate the problems that lead to the removal of children from substance-abusing parents.
BACKGROUND:
Early Intervention Outreach Specialists (EIOS) provide liaison services between Children and Family
Services staff and Community Substance Abuse staff, which include outreach and intervention services to
individuals and families with substance abuse problems. Services under this contract assist parents referred to
Juvenile Court to seek treatment for substance abuse, participate in parenting classes, and gain knowledge of
the Child Welfare System. Contractor has been providing these services on a part-time basis; however, we
have received additional allocation for contractor to work on a full-time basis effective November 2002 and
this contract is being amended to increase the payment limit by $18,900 as a result of this status change.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND

FINANCIAL IMPACT:
$400 - Options for Recovery allocation: 15% County ($60), 50% Federal, 35% State.

This contract directly supports all five of the community outcomes established in the Children's Report Card:

RECOMMENDATION(S):
Approve and authorize the Health Services Director or his designee (Donna Wigand)to execute on
behalf of the County, Novation Contract #24-213-37 with Desarrollo Familiar, Inc., a non-profit
corporation, in an amount not to exceed$273,651,to provide information and referral, consultation
and education,and outpatient mental health services for West.Contra Costa County(Familial Unidas
Counseling Center)for the period from July 1, 2002 through June 30, 2003. This Contract includes
a six-month automatic extension through December 31,2003, in an amount not to exceed$136,826.
FISCAL IMPACT:
This Contract is funded 15%by Federal Medi-Cal Revenue and 85%by Mental Health Realignment.
BACKGROUNDIREAS N(S)FOR REC MMENDATION� 1:
On February 5, 2002, the Board of Supervisors approved Contract#24-213-36 for the period from
January 1, 2002 through June 30, 2002, which included a six-month automatic extension through
December 31, 2002, for the provision of information and referral, consultation and education, and
outpatient mental health services for West Contra Costa County (Familias Unidas Counseling
Center).
Approval of Contract#24-213-37 will allow the Contractor to continue providing services through
June 30, 2003.

RECO ENDATION(S) :
Approve and authorize the Health Services Director or his designee (Wendel
Brunner, M.D. ) to execute, on behalf of the County, Contract #25-039-1 with
Opportunity West, a non-profit organization, in an amount not to exceed
$132 , 000, to provide temporary emergency shelter and services to homeless
youth in crisis, for the period from September 30, 2002 through September
29, 2003 .
FISCAL IMPACT:
This Contract is funded loot by Federal funds .
CHILDREN'S IMPACT STATEMENT:
This Runaway and Homeless Youth Program supports County' s "Children and
Youth Healthy and Preparing for Productive Adulthood" and "Communities that
are Safe and Provide a High Quality of Life for Children and Families"
community outcomes by providing temporary shelter and services to homeless
youth in crisis, to stabilize their situation and possibly reunite the youth
with their families .
BACKGRomm/REASON(S) Fog RECdMMENDATION(5) :
This Contract meets the social needs of County' s population in that it
provides shelter and services at a drop-in center, including food, clothing,
counseling, and other support services to Contra Costa youth between the
ages of 14 and 17 .
On April 23, 2002, the Board of Supervisors approved Contract #25-039 with
Opportunity West for the provision of a basic center to provide temporary
shelter and services to homeless youths in crisis, for the period from April
1, 2002 through September 29, 2002 .
Approval ,of Contract #25-039-1 will allow the Contractor to continue
providing services through September 29, 2003 .

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee (Milt
Camhi) , to execute on behalf of the County, Contract #27-264-5 with East Bay
Nephrology Medical Group, a Corporation, in an amount not to exceed $65, 000,
for the period from October 1, 2002 through September 30, 2003 , for
provision of professional Nephrology/Internal Medicine services for the
Contra Costa Health Plan.
FISCAL IMPACT:
This Contract is funded by Contra Costa Health Plan (Health Plan) member
premiums . Costs depend upon utilization. As appropriate, patients and/or
third party payors will be billed for services .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S} :
The Health Plan has an obligation to provide certain specialized
professional health care services for its members under the terms of their
Individual and Group Health Plan membership contracts with the County.
On February 5, 2002, the Board of Supervisors approved Contract #27-264-4
with East Bay Nephrology Medical Group, from October 1, 2001 through
September 30, 2002 .
Approval of Contract #27-264-5 will allow the Contractor to provide
professional Nephrology/Internal Medicine services to Contra Costa Health
Plan members, through September 30, 2003 .
