RECOMMENDATIONS
Authorize the Community Development Director or his designee to execute a contract
amendment with Environmental Science Assoc in an amount up to $15,000.00 to increase the
current maximum from$50,000.00 for a new contract maximum of$65,000.00 from
November 13, 2002 through June 30, 2003 for continuing"Diversion Program Implementation
Assistance" services.
FISCAL IMPACT
The cost is covered by revenue received from Waste Collection Franchise Fees.
BACKGROUND/REASONS FOR RECOMMENDATIONS
ESA is assisting the Community Development Department in implementing waste reduction
programs to comply with the California Integrated Waste Management Act(also known as
AB939). Among the programs ESA is implementing is the Business Waste Reduction
Program which primarily consists of providing outreach and technical assistance to help
businesses in the unincorporated areas reduce their waste disposal and increase source
reduction, reuse and recycling.

RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Kathryn Grazzini) , to execute on behalf of the County, Contract #26-
316 with U. S. Nursing Corporation, a corporation, in an amount not to
exceed $3, 000, 000, for the period from November 12, 2002 through May
31, 2003 , to provide nursing registry services for Contra Crista
Regional Medical Center.
FINANCIAL IMPACT:
This contract is included in the Health Services Department Enterprise
I budget .
REASONS FOR RECOMMENDATIONS/BACKGROUND:
For several years the County has contracted with registries to provide
temporary medical professionals to assist Contra Costa Regional
Medical Center and Contra Costa Health Centers during peak loads,
temporary absences, and emergency situations . There is a nationwide
nursing and healthcare staff shortage, and in spite of persistent
efforts to recruit nurses and other healthcare staff, the Department
has experienced great difficulty in filling any vacant positions .
Therefore, the Department has had to rely heavily on the registry
services in order to provide quality nursing care for patients.
Under Contract #26-316, U. S . Nursing Corporation will provide
temporary nursing services, as requested by the Department, to cover
an anticipated strike, through May 31, 2003 .

SUBJECT: Arbitrage Rebate Calculation Agent Contract

RE MMENDATIONS:
1. APPROVE and AUTHORIZE the County Administrator or his designee to amend the
contract with BondLogistix, LLC for arbitrage rebate calculation services to increase the
contract by $25,350, to a new payment limit of $50,000 and to extend the term of the
contract from January 1, 2003 to December 31, 2003.
FINANCIAL IMPACT:
Arbitrage rebate calculation agent services are required to calculate rebate liability on various
County bond issues. Under federal tau law, this liability is determined for each County tax-
exempt bond issue based on the amount of interest earnings that have accrued on bond
proceeds over time. While the County is allowed to keep interest earnings up to the rate of
return of the initial bond offering, any earnings above this bond rate must be rebated to the
federal government every five years.
The Capital Facilities and Debt Management staff of the County Administrator's office monitor
interest earnings for various County bond issues and periodically orders reports from
BondLogistix so that the appropriate amount of interest earnings can be set aside to pay
future rebate costs. Given that the fee associated with a rebate liability analysis is charged
out proportionately to various County departments based on their share of the funds from a
particular bond issue, the net County cost for this contract are negligible.

APPROVE and AUTHORIZE the Community Services Director or designee to execute
contract #38-764-1 with Nulinx International Inc. in the amount of $75,500 for the
development of a customized, Internet-based, server platform for family and child
assessments for the period from July 1, 2002 through January 31, 2003.
FINANCIAL IMPACT:
This contract is federally funded by the Head Start Basic Grant. Funding for this contract is
included in the Community Services Department's FY 2002-03 budget. There is no net
County cost to this contract. The contract is part of an agency consortium for Head Start IT
development.
CHILDREN'S IMPACT STATEMENT
The Community Services Department Head Start Program supports two of Contra Costa
County's community outcomes: "Children Ready for and Succeeding in School" and
"Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering
comprehensive services, including high quality early childhood education, nutrition, health,
and social services, along with a strong parent involvement focus, to low-income children
throughout Contra Costa County. The overall goal of the program is to bring about a
greater degree of social competence in preschool children from low-income families.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Administration for Children and Families (ACF), and the California Department of
Education, both require that family and child assessments be conducted on each family
within the program. The family and child assessment is a method of collecting data on a
family's progress toward self-sufficiency and the child's progress for school readiness. The
Contra Costa County Community Services Department currently collects and reports on
family and child assessments manually. Approval of this contract will provide for the
development of a customized, Internet-based, server platform for collecting and reporting
on family and child assessments,which will result in a more efficient process.
On September 9, 2002 the Board of Supervisors approved this contract. However,there is a
need to add HIPAA (Health Insurance Portability and Accountability Act) security
requirements and HIPAA confidentiality requirements to the clauses of the contract.
Additionally, we needed to clarify copyright of tools used and therefore the clause on
copyright changed substantially to specify which tools are used, and which other tools are
not used, and subsequently deleted from contract language.

RECOMMENDED ACTION:

$400 - Options for Recovery allocation: 15% County ($60), 50% Federal, 35% State.
CHILDREN'S IMPACT STATEMENT:
This contract directly supports all five of the community outcomes established in the Children's Report Card:
1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for
Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe,
Stable, and Nurturing"; 4) "Communities that are Safe and Provide a High Quality of Life for Children and
Families."
BACKGROUND:
Contractor serves as Early Intervention Outreach Specialist (EIOS) by providing liaison services between
Children and Family Services staff and Community Substance Abuse staff, including outreach and
intervention services to individuals and families with substance abuse problems. Services under this contract
assist parents referred to Juvenile Court to seek treatment for substance abuse, participate in parenting
classes, and gain knowledge of the Child Welfare System. Contract is being amended to allow for an
additional $400 in the mileage and expense budget in anticipation of contractor performing more outreach
and travel.
