Specific Request(S) or Recommendation (S) &Background and Justification RECOMMENDATION S): APPROVE and AUTHORIZE the Community Services Department Director or designee to submit a funding application to the State Department of Community Services and Development in an amount up to $15,000 for Low-Income Home Energy Assistance Program Services (LIHEAP) for the period from January 1, 2003 through December 31, 2003. FINANCIAL IMPACT: Approval of this grant application by the State Department of Community Services and Development will provide funding for the period January 1, 2003 through December 31, 2003. There is no net County cost needed for this contract. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Low-Income Home Energy Assistance Program (LIHEAP) leveraging incentive program rewards LIHEAP grantees that have acquired nonfederal home energy resources for low-income households, expanding the effect of their federal LIHEAP funding. Approval of this grant application and subsequent award will allow the Contra Costa County Community Services Department to apply additional funds to its LIHEAP program serving program eligible families and individuals throughout Contra Cost County. FINANCIAL IMPACT: Funding is through the California Department of Education. If application and subsequent contract is approved, funds will be included in the Community Services Department's budget for FY 2003-04. There is no net County cost needed for this contract. CHILDREN'S IMPACT STATEMENT: The Community Services Department Child Development Division supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition,and health services to low-income children throughout Contra Costa County. REASONS FOR RECOMMENDATIONSBACKGROU1'ND: Contractual agreements between the County and the California Department of Education are renewed annually until either the County or the California Department of Education decides to terminate funding. The County is required to apply annually for renewal in order to continue receiving reimbursement for general childcare and state preschool services provided. Rather than submit separate applications for renewal of each individual California Department of Education Agreement (+CPRE, GCTR, GWAP, FCTR), the State allows the County to submit a comprehensive application for renewal. Approval of this application by the California Department of Education will result in $6,797,704 in reimbursable funding, which will allow the Community Services Department to continue to provide general childcare and state preschool sorvices to program eligible children. Department of Health and Human Services to Ryan White Title III Early Intervention Planning SPECIFIC REQUEST(S)OR RECOMMENDATION(5)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and Authorize the Health Services Director or his designee (Wendel Brunner, M.D. ) to accept on behalf of the County as follows : 1 . Grant Award #28-637-2 (5-H76-HA-00618-03) with the U. S . Department of Health and Human Services (Health Resources & Services Administration) in an amount not to exceed $250, 000, for the period from September 30, 2002 through September 29, 2003, for the Ryan White Title III Early Intervention Planning Grant; and 2 . Grant Award #28-637-3 (6-H76-HA-00618-01) with the U. S . FISCAL IMPACT: Acceptance of these Grant Awards will result a total of $325, 000, from the U. S. Department of Health and Human Services (Health Resources & Services Administration) to expand primary care services to low income and uninsured individuals with HIV in West Contra Costa County. No County funds are required. BACXGROUNDIREASON(S) FOR RECOMMENDATIONS : West Contra Costa County has been hard hit by the AIDS epidemic with 25% of those living with AIDS residing in the City of Richmond. Unfortunately, a large percentage of those living with HIVJAIDS are of low income having to rely on Basic Adult Care (BAC) for their medical care, or forced to pay for their medical care, because they do not qualify for BAC services. The goal of this program is to allow the Health Services Department to expandoutpatient medical services to low income HIV positive recipients of medical services in West Contra Costa County through September 29, 2003 . Two certified copies of the Board order should be returned to the Contracts and Grants Unit . This amendment, effective November 13, 2002 increases the contract amount from$25,000.00 to $53,000.00. FISCAL IMPACT The cost is covered by revenue received from application fees paid by developers. BACKGROUND/REASONS FOR RECOMMENDATIONS The Community Development Department has contracted with Michael Henn since August 6, 2001 for Current Planning Staff assistance. This contract amendment would allow the services to continue through March 31, 2003 and increases the contract by$28,000.00 to a new total of$53,000.00. The proposed contract amendment adds $28,00.00 to the contract amount which is being recovered, or will be recovered, from developer/applicant fees for land use applications submitted for review and processing. FISCAL IMPACT None. All costs are covered by fees collected from applicants . BACKGROUND/REASONS FOR RECOMMENDATIONS Darwin Myers Associates provides geotechnical review services for land use projects requiring geology reports or where topographical or geological concerns are present. The work provided by Darwin Myers Associates includes performing initial CEQA assessment and geotechnical issues, reviewing geology reports submitted by applicants, reviewing grading plans and providing guidance on other geotechnical issues.
