BACKGROUND:
The Advisory Council on Equal Employment Opportunity was established in July 1991 to
serve as an advisory committee to the Board of Supervisors regarding the implementation of
the County's Affirmative Action Plan, to review the Affirmative Action Program, and
recommend actions to facilitate attainment of the County's goal for affirmative action. In
December 1991, the Board added a seat to the Council for a representative of labor who is
involved in training programs and appointed Jonothan Dumas to that seat. Mr. Dumas has
served on the Advisory Council since his original appointment in 1991.

On October 7, 2002, the Advisory Council nominated Jonothan Dumas for reappointment to
the Council after conducting a recruitment from which only two applications were received
and one of the two was subsequently withdrawn. The IOC approved the nomination.
However, upon verification of the pending vacancies, staff learned that a Board-established
term limit precluded Mr. Dumas's appointment without further consideration. On November
4, the IOC reconsidered Mr. Dumas's nomination in light of the term limit, and recommends
that the Labor Involved in Training seat definition be broadened to be more inclusive and
that a new recruitment be conducted based upon the broadened seat definition to attract a
wider array of candidates. We are recommending that Committee and Advisory Council staff
make a recommendation to our Committee in December on a new seat definition that would
include schools, for example. In recognition of the need for the Council to fill its vacant
seats, we recommend that Mr. Dumas be reappointed on an interim basis pending a new
recruitment. Mr. Dumas consented to this arrangement at our meeting.
Advisory Council staff also requested that the IOC consider redefining the Minority Owned
Business seat. Therefore, we also recommend that staff prepare a new definition for that
seat for the IOC's consideration in December.

Conservation District Board of Directors pending the completion of final interviews in
December:

BACKGROUND:
In September, 2002, the County was contacted by the CCRCD requesting the Board of
Supervisors to make appointments to fill two Board of Directors seats whose terms of office
are due to expire on November 30, 2002. This request was made pursuant to a 1998
CCRCD resolution ordering that all future directors shall be appointed by the County Board
of Supervisors in lieu of election (Public Resources Code Section 9314). If the Board of
Supervisors fails to make the appointments within 60 days after the expiration of the terms,
or by approximately January 29, 2003, then the District Board of Directors may make the
appointments.
The Board of Supervisors maintains a policy to consider all interested candidates for seats
it appoints. The CCRCD recruited and received three applications for the two vacant seats,
including two from incumbents.
On November 4, 2002, the IOC interviewed two of the three applicants for the Resource
Conservation District vacancies. Since the third applicant was unable to be present and
there is adequate time within the Board's constraints to reschedule an interview, the IOC
recommends reappointing the incumbents on an interim basis pending the outcome of the
final interview. The IOC will return to the Board of Supervisors in December with its final
recommendation.

Personal Experiences,Skills and Interests
Education/Background:
I was born and raised in Pleasant Hill and attaxted school at Gregory
Gardena Elementary,Valley View Middle.School and Ygna+cio Valley High
School.After highschool I spent two years in Hawaii working in
construction,horticulture and as a newspaper writer.r then attended
,Diablo Valley Colleges for a year sold a half,and transfesrr d to the
University of Minnesota,Twin Cities into their Department of
Agriculture,Food and Environmental Sciences.
Vile earning my degree in Environmental Science I received two
competitive research grants.The first was to research the effects of
drainage on the soils of restored prairie pothole wetlands.The second
grant allowed me to do freshwater biological research,specifically on
the off"of aquatic nutrients on the development of zooplanhon.
The bulk of my upper division course work was in classes fcecusing on
soil and water such as Hydrology and Water Quality,Aquatic Toxicology,
Soil Morphology and Conservation. While these classes did include a
strong technical base,theme was a groat deal of emphasis on"real life"
problem solving,identifying stakeholderrs in environmental issues,
per fmmi ing cosVbecefet analyses and proposing solutions that find
compromise between the various stakeholders. While the emphasis of my
college course work focused on the environment,it was not looked at to
the exclusion of other economic,agricultural and industrial concerns.
I graduated in June of 1997 with a degree in Environmental Sciences,
emphasis in Soil and Water Resources,Magna Cum Laude.I was accepted
into the doctoral program in Ecology at the University of California
Davis to do fireishwateer ecology research.I was also asked to join Sigma
Xi,the Scientific Research Society. Instead of entering into the
doctoral program I chose to get real-life experience in the
ee►viMUMesntal field.
Since leaving school I have worked as an Aquatic Toxicologist in an

Environmental Consulting laboratory,at which I did work for various
industries and environmental groups in Contra Costa County(e.g..Tosco,
Shell,EBMUD and the San Francisco Estuary Institute). I have also
worked as a Quality Control chemist at Dexter Aerospace,an industrial
production facility in Bay Port.
Occupation/Employer
I currently work for the But Bay Municipal Utilities District as a
Senior Water System Inspector in the System Water Quality unit.A large
part of my current work is collecting and analyzing data relating to the
water quality of the three large local reservoirs used by EBMUD;
Briones,San Pablo and San Leandro.I regularly collet and analyze
waw from the variousr tnUtancs within their respective watersheds,
review the data stud make suggestions on ways to mitigate pollution from
both urban and rural non-point sources of pollution.I am required to be
familiar with how various land-use practices affect water quality and
the regulatory agencies that monitor this data(e,g..California EPA,
California Department of Health Services and the Regional Water Quality
Control Board.
Community Activities:
In the past I have volunteered at the John Muir National Historic Site
as their resident beekeeper. On
sevetal occasions I have given talks about beekeeping and bee biology at
Bidwell Elementary,lack London Elementary and a few Cub Scout troops.I
briefly interned at Co an George Millers Office.I fnunded, and
was vice-president of the University of Minnesota Bicycle Club.
I worked one summer with Educational Talent Search,a federally funded
Trio program(associated with Head.Start)that encourages high school
students from low-income families to attend college.I have occasionally
volunteered with Big Br�othe r Big Sisters.As a Resident Assistant at
the University of Minnesota resistance halls I organized and implemented
a fiend-raiser for the Ronald McDonald House that raised a significant
amount of money and helped set a world-record for collection of pop-tabs
(they were recycled,the money going to charity).
I am an active volunteer with the Contra Costa County Sheriffs Office,
Search&Rescue team.I respond to requests for mutual aid throughout
the state of California to assist in looking for lost hikers,
Alzheimer's patients,runaways or other missing persons.As a volunteer
I will also be available to assist in case of major disasters
(earthquakes,terrorist attacks)under the Office of Emergency Services.
For the last two years I have served actively as an Associate Director
for the Contra Costa County Resource Conservation District.I have
developed a good working relationship with other RCI)Directors and
Associate Directors,as well as RCD and NRCS staff.Because my

educational and professional background are so closely aligned with the
mission statement of the RCD I have endeavored to provide my technical
and policy expertise when needed,as well as including my opinions and
advice during board meetings. I regularly attend scheduled board
meetings as well as attending meetings of other public agencies as an
RCD representative.
Special Interests:
I would like to impress upon those who read this application that all of
the:professional,educational and volunteer endeavors I have done have
been a manifestation of my curiosity and interest in the natural world.
This world not only includes that whim we commonly call"nature,"trees,
streams,fish,and frogs.It includes us as humans;where we live,where
we work and how we play.The interface between these two not so
difftrent worlds is where we need to make choices carefully and
thoughtfully.This is why I am interested in volunteering as a Director
to help build consensus based plans to preserve and enhance the
environment we live in.

REAPPOINT the following individual as the Board of Supervisors' representative to the East
Bay Regional Park District's Park Advisory Committee to a two-year term ending December
31, 2004:

BACKGROUND:
The East Bay Regional Park District Park Advisory Committee was established in July 1974
to assist in the development of the District's master plan. The PAC consists of 14 members
nominated by the District Board of Directors, and one member from each of the following:
Alameda County Mayors' Conference, Contra Costa County Mayors' Conference, Alameda
County Board of Supervisors, Contra Costa County Board of Supervisors, Contra Costa
Chapter of the Special Districts Association, Alameda Chapter of the Special Districts
Association, and one organized labor representative.
Frank Jurik is currently serving a second term as the Board of Supervisors representative.
Mr. Jurik's term will expire on December 31, 2002. The PAC has a six-year continuous term
limit, therefore, Mr. Jurik may be appointed to one more term. A letter from Mr. Jurik
indicating his desire to serve another term is attached.
The Committee approved the reappointment of Mr. Jurik to a new two-year term ending
December 31, 2004 at its November 4, 2002 meeting and now proffers its recommendation
to the Board.

Approve the appointment of the following individual to the Chevron Seat on the North Richmond Center for
Health Advisory Board to a term expiring December 31, 2002 and appoint to a full three year term expiring
December 31, 2005 as recommended by the North Richmond Center for Health Advisory Board.

Background:
The North Richmond Center for Health Advisory Board was establish in April 1992 pursuant to a settlement
agreement with General Chemical Corporation following a major toxic release incident in July 1993. The
advisory board comprises 15 appointees including one alternate. We currently have five vacancies.
The Advisory Board for the Center for Health is satisfied that Chevron has advertised the seat and accepts the
recommendation of Mr. Warren.
