SUBJECT: Approval of Contract#23-299-1 with the City of El Cerrito
SPECIFIC REQUEST(S)OR RECOMMENDATION &BACKGROUND AND JUSTIFICATION
RECOMMEN TDATION{S):
Approve and authorize the Health Services Director, or his designee (Art Lathrop) to execute on
behalf of the County, Contract #23-299-1 with the City of El Cerrito, a municipal government, in
an amount not to exceed$30,000, to provide first responder fire paramedic services by the El Cerrito
Fire Department within the City of El Cerrito and the Kensington Fire Protection District for the
period from November 1, 2002 through October 31, 2003.
FISCAL IMPACT:
There is no County General Fund impact. Subsidy payments are funded under CSA EM-1
(Measure H)
BACKGROUND/REASON(S)FOR RECOMMENDATIONS):
E NDATION{S):
On February 13, 2001, the Board of Supervisors approved Contract #23-299 with the City of El
Cerrito for the period from January 1, 2001 through October 31, 2002, for the provision of first
responder fire paramedic services by the El Cerrito Fire Department within the City of El Cerrito and
the Kensington Fire Protection District. This paramedic engine program has been developed as a
joint effort by El Cerrito Fire Department (which provides fire service to the Kensington Fire
Protection District), American Medical Response (AMR), and the ContraCosta EMS Agency to
provide a rapid paramedic response in the Kensington area,including portions of the El Cerrito hills.
The incremental annual cost of providing an engine-based paramedic program at the Kensington fire
station is approximately $30,000. AMR has agreed to provide $30,000 annual funding for this
program through subsidy reductions. In return, calls to the Kensington area are excluded from the
10-minute, 95% response time standard, which AMR must meet in the urban portions of Nest and
East County; however, the Contractor is required to meet AMR's 20-minute, 95% response time
standard in effect for rural areas of the County.
Approval of Contract #23-299-1 will allow the Contractor to continue providing services through
October 31, 2003, coinciding with the AMR Contract Extension approved by the Board of
Supervisors on August 13, 2002, These extensions allow time for the development of a plan for
integrating fire paramedic first responder services in those areas where emergency ambulance
services are currently provided by private ambulance.

RECOMMENDATIM(S) :
Approve and authorize the Health Services Director, or his designee
(Wendel. Brunner, M.D. ) to execute on behalf of the County, Contract
#28-705 with the City of Hercules, Recreation and Community Services
Department, to provide congregate meal services for County' s Senior
Nutrition Program, for the period from October 1, 2002 through Tune
30, 2003 , This contract includes a three-month automatic extension
through September 30, 2003 .
FISCAL IMPACT:
No County cost is included.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that
it provides an average of 40 meals per day, five days per wee; , for
senior citizens at the Hercules Senior Center.
Approval of Contract 28-705 will allow the Contractor to provide
congregate meas services for County' s Senior Nutrition program
through June 30, 2003 .

RECOMMENDATION(S) :
Approve and authorize the Health Services Director to execute on
behalf of the County, Contract Amendment Agreement #22-828-1 with
Lewis G. Pascalli, Jr. , effective September 30, 2002, to increase
the total Contract Payment .Limit by $64, 130 from $64 , 000 to a new
total payment "Limit of $1.28, 130, and to extend the term of" the
agreement through March 31, 2003 .
FISCAL IMPACT:
This Contract is 1.00% funded by County and Industry fees .
EA.CKdROUND/REASON(S) FOR RECOMMENDATION(S) :
On May 26, 2002 , the Board of Supervisors approved Contract #22- 328
with Lewis G. Pascalli, Jr. to direct, manage, and administer the
Hazardous Materials programs under the general directions of the
Health Services Director with regard to the Hazardous Materials
Programs, including, but not Limited to managing subordinate
supervisors and professional/technical staff., and provide technical
guidance and training to staff, for the period from April 1, 2002
through September 30, 2002 .
Approval of Contract Amendment Agreement x#22-828-1 will extend the
term of the agreement, allowing the Contractor to provide additional
services through March 31, 2003 .
