SPECIFIC REQUESTS;OR RECOMNJIENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) Approve and authorize the Health Services Director, or has designee (Neff Smith, M.D. ) , to execute on behalf of the County, Contract #26-309-4 with Medical Doctor Associates, Inc . , a corporation, in the amount of $55, 000, for the period from November 1, 2002 through October 31, 2003 , for the provision of temporary physicians for Contra Costa Regional Medical Center and Contra Costa Health Centers. FISCAL IMPACT: Funding for this contract is included in the Health Services Department Enterprise I budget . EACKGROUNII/REASON(S) FOR RECOMMENDATION(S) On October 26, 1999, the Board of Supervisors approved Contract #26- 309-3, with Medical Doctor Associates, Inc. , for the period from November 1, 1999 through October 31, 2002 , to present locum tenens physicians to work as temporary employees, to ensure appropriate medical staff coverage for the Geriatric and Psychiatric Units of Contra Costa Regional Medical Center and Contra Cost. Health Centers . Approval of Contract #26-309-4 , will allow Contractor to continue providing temporary physician services, including recruitment services through October 31, 2003 . P.T. , Inc . , dba California Psychiatric Transitions SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Contract Agreement #74-143-2 with C.P.T. , Inc. , dba California Psychiatric Transitions, a Corporation, in an amount not to exceed $58, 400, for the period from October 1, 2002 through June 30, 2003 to provide residential care and mental health services, medication support, individual and group therapy services to County-referred adults at Contractor' s treatment facility. FISCAL IMPACT: This Contract is 100% funded by Mental Health Realignment . SACKGROLTM/REASON(S) FOR RECOMMENDATION(S) : This Contract Tneets the socia-1 needs of County' s population in that it provides a multi-disciplinary treatment program as an alternative to hospitalization for adults who need active psychiatric treatment for County' s :ental health clients. On October 16, 2001, the Beard of Supervisors approved Contract 474- 143 (as amended by Contract Amendment Agreement #74-143-1) with C.P.T. Inc . , (dba California Psychiatric Transition) , for the period. from October 1, 2001 through September 30, 2002, to provide residential care and mental health services, medication support, individual and group therapy services to County-referred adults at Contractor' s treatment facility. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(5) : Approve and authorize the Health Service Director or his Designee (Kathryn. Crazzini) , to execute on behalf of the County, Contract #26- 402-2 with TeleScience International, Inc. , a corporation, in an amount not to exceed $55, 000, for the period from November 1, 2002 through October 31, 2003 , to provide nursing registry services at the Martinez Detention Facility Medical Department . FISCAL, IMPACT: This Contract is funded by the Health Services Department ' s Enterprise BACXgR0=/REAS0N(S) FOR-RECOMMENDATION(S) : For several years the County Inas contracted with nursing registries to provide temporary licensed Fussing personnel to assist Contra Costa Regional Medical. Center and Centra Costa Health Centers during peak loads, temporary absences and emergency situations in critical areas . There is a nationwide nursing shortage, and in spite of persistent efforts to recruit nurses, the Department has experienced great dlfficulty in filling any vacant positions. Therefore., the Department has had to rely heavily on the registry services in order to provide duality nursing care for patients . On December 18, 2001, the Board of Supervisors approved Contract ##26- 4032-1 with TeleScience International, Inc . , to provide nursing registry services at the Martinez Detention Facility Medical Department for the period from the period from November 1, 2001 through October 31, 2002 . FISCAL IMPACT: This Contract is funded 100% by a Federal SAMHSA Grant. BACKGRt 12MIEAS(7►(7►N(5 FOR RECO MNIENI,A_10 (S): For a number of years, Center for Applied Local Research has provided services to the Department with regard to evaluation of services and grant writing. The Homeless Outreach. Project to Encampments (HOPE) Grant from the Federal Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA) mandates evaluation of services provided under the grant. On March 5, 2002, the Board of Supervisors approved Contract #25-037-2 with Center for Applied Local Research for the period from.January 1, 2002 through September 30, 2002. Approval of Contract #25-037-3 will allow the Contractor to continue providing services through September 30,2003.
