APPROVE and AUTHORIZE the Sheriff, or his designee, on behalf of the County to extend the
terga of the contract with Manning & Marder, LLP, for the period of July 1, 2002 to December 31,
2002, with no increase to the payment limit.

The Office of the Sheriff maintains a Policy and Procedures Manual for employees. Manning and
Marder were contracted to revise the Manual because of their expertise in current risk
management approaches to law enforcement policies. The input of Manning and Marder is
critical to the optimum outcome of this project.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Without expert consultation, the Office of the Sheriff will not be able to complete the project
with the assurance that current risk management approaches have been fully incorporated in
the Policy and Procedures Manual. This could result in an increased liability risk for the
County.

SUBJECT: Contract ArmendrmentiConsultant for Integrated Justice Information Strategy Plan
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Sheriff, or designee, to execute a Contract Amendment
on behalf of the County with Kenda Systems, Incorporated, to extend the contract for
consulting services to develop a Justice Information Strategy Plan to a revised
expiration date of March 15, 2003 with no increase in the payment limit.
11. FINANCIAL IMPACT:
The cost of this contract will be paid for with dedicated computer replacement funds.
Ill. BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
There is no technology in place to allow the immediate sharing of vital law enforcement
information between the Office of the Sheriff and other jurisdictions within the County. In
collaboration with other criminal justice agencies within the County the implementation of
an integrated criminal justice information system to address this need has been identified.
The Contractor will facilitate the creation of both short-tern and long-term strategies for
this implementation. The Justice Automation Advisory Committee will be the executive
board to this project, All Contra Costa County Criminal Justice agencies will be Invited
to participate in the system and in the development of operational requirements. The
Contractor will also provide recommended cost sharing arrangements between the
participating agencies. The initial assessment of the project requirements determined that
the original contract terra would not be sufficient for the completion of the identified goals.

designee, to EXECUTE a contract with Mr. Joel Flamand (#21-799-1) in the amount of$31,700
to provide operational support in the management of EHSD transportation programs and services
for the period of December 1, 2002 through June 30, 2003,

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to
EXECUTE a contract with Mr. Joel Flamand (#21-799-1) in the amount of$31,700 to provide operational
support in the management of EHSD transportation programs and services for the period of December 1, 2002
through June 30, 2003.
FINANCIAL, IMPACT:
CalWORKs; 15% County, 85% Federal.
CHILDREN'S IMPACT STATEMENT:
This contracts supports the following Children's Report Card community outcomes: (3) "Families that are
Safe, Stable and Nurturing", (4) Families that are Economically Self Sufficient, and (5) Communities that are
Safe and Provide a High Quality of Life for Children and Families" by assisting CalWORKs participants
with transportation needs to secure and maintain unsubsidized employment.
BACKGROUND:
The Welfare-to-Work Transportation Plan was designed by the Transportation Alliance to address overall
county transportation issues, including job development in transportation services and the unmet transportation
needs of CalWORKs families. The plan presented recommendations for wide ranging program(s)development
and implementation.
Mr. Flamand will provide operational support in the management of EHSD transportation programs and
services. He will have two primary responsibilities,to serve as loan coordinator for the development and
implementation of an auto loan program for CalWORKs recipients and to serve as a liaison to the contractor's
dispatch center for the Demand Response Transportation Services Program.
EHSD continues to design, develop and implement innovative transportation programs to meet the needs of the
population(s) served by the Department. The complexity of transportation programs requires specialized
staffing with expertise in program implementation, program design, transportation and personal skills to
monitor and manage diverse programs and serve diverse populations. �•

$75,000 Office of Juvenile Justice (Award# 2000-MU-FX-0017) and Weed and Seed Grant Funds;
100% Federal grant funds. No County cost.
CHILDREN'S IMI"A T STATEMENT:
This contract directly supports three community outcomes established in the Children's Deport Card: "Children
Ready For and Succeeding in School"; "Families that are Safe, Stable and Nurturing"; and"Communities that
are Safe and Provide a High Quality of Life for Children and Families." This contract targets positive attendance
of students enrolled at Hillcrest Elementary School and John Swett High School through outreach and linkage
of students and families to services designed to improve attendance and family participation in education.
BACKGROUND!
The Truancy Reduction Prevention Project is funded through the U.S. Office of Juvenile Justice and
Delinquency Prevention (OJJDP). OJJDP funds assist local communities in the implementation of effective
intervention programs that improve the juvenile justice system to protect public safety, hold offenders
accountable and provide treatment and rehabilitative services to the needs of families and youth.
Funding of this contract will provide for Truancy Program professional staff, travel and supplies to deliver
direct services to youth to prevent truancy, address academic improvement, and increase family participation in
education.

October 8 , 2002 (C. 55) which approved Contract Amendment Agreement
26-429-2, with J & C Nationwide, to accurately reflect the
effective date for the Amendment of October 1, 2002 .

BACKGROUN/REASON(S) QR R.ECOMMEXDA` 101(S)_:
For many years the County has contracted with registries to provide
temporary qualified personnel to assist the Department during peak
work loads, temporary absences and emergency situations .
On October 8, 2002 , the Board of Supervisors approved Contract
Amendment Agreement #26-429-2 with u & C Nationwide, effective
November 1, 2002 , to provide additional hours of recruitment of
temporary physician services to cover vacation, sick leave, and
extended leave relief for County-employed physicians at the Contra
Costa. Regional Medical. Center and Main. Detention Facility through
December 31, 2003 .
.Approval of this Board Order will allow the Department to correct
Board order C. 55, dated October 8, 2002 to reflect the actual invent
of the parties, and allow the Contractor to provide the additional
services, effective October 1, 2002 .
