SUBJECT: APPROVE AND AUTHORIZE AN AMENDMENT TO THE CONSULTING SERVICES
AGREEMENT WITH CONSOLIDATED ENGINEERING FOR THE JUVENILE HALL
CONSTRUCTION PROJECT (WH228F)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
1. APPROVE and AUTHORIZE the County Administrator, or designee, to execute an amendment to the
Consulting Services Agreement with Consolidated Engineering Laboratories to increase the payment limit
by $185,000 to a new payment limit of $476,950 for testing and inspection services at the Juvenile Hall
construction project.
2. APPROVE and AUTHORIZE the County Administrator, or designee, to issue written authorizations for
extra work to the above referenced contract, provided that the cumulative cost for all such authorizations
does not exceed $25,000.
FINANCIAL IMPACT:
The testing and inspection contract will not result in a financial impact to the County. These services are
budgeted for the project.
BACKGROUND:
On June 1, 2001 the County Administrators Office entered into an agreement with Consolidated Engineering
Laboratories for building code mandated testing and inspection of the Juvenile Hall Expansion and Family Law
construction projects. The County selected Consolidated Engineering after conducting an open solicitation for
testing and inspection services. Consolidated provided the lowest priced proposal coupled with the highest
technical qualifications.
The first amendment to the base contract raised the estimated quantity of hours to reflect the actual workload
demands of each project. This second amendment continues the testing and inspection services for concrete
block, concrete testing, rebar and steel inspections, along with other tests mandated by the building code and
the County's Building Inspection Department for the Juvenile Hall Expansion project. The slower than
expected pace of construction requires a continuation of services through July 2003. Therefore,additional
costs for these services may be recoverable from the general contractor. Testing and inspection services are
no longer required for the Family Law Center construction project. P----

Authorize the Community Development Director or his designee to execute a contract
amendment with EDAW, Inc. in the amount of$5,000.00 for continuing EIR services. This
amendment, effective October 23, 2002 increases the contract amount from $106,669.00 to
$111,669.00.
FISCAL IMPACT
The cost is covered by revenue received from application fees paid by the applicants.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department has contracted with EDAW, Inc. for this EIR work.
This contract amendment would allow the services to continue and increases the contract by
$5,000.00 to a new total of$111,669.00.

RECOMMENDATIONS
APPROVE and AUTHORIZE the Community Development Director, or his designee, to
execute a contract with Scheldegger & Associates through September 30, 2003, for an
amount not to exceed $180,000.00, to prepare an Environmental Impact Report for
proposed transfer station, expanded recycling and landfill height increase at the West
County Landfill (County File # LP022026).
FISCAL IMPACT
No impact to the County General Fund. The cost of the consultant contract is being
paid by applicant fees.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department(CDD) has selected Scheidegger&Associates
the environmental Consulting firm that will prepare an analysis of the potential
environmental impacts of the proposed amendment of the land use permit(County File #
LP 022026)for the Bulk Materials Processing Center(BMPC) located at the West Contra
Costa Sanitary Landfill(WCCSL).A proposed landfill height increase at the WCCSL is also
to be evaluated. The applicant for this proposed project is Republic Services, Inc.

RECOMMENDATION:
Approve and authorize the County Administrator, or designee, to execute a contract amendment to the
contract with Kathi McLaughlin for Afterschool4AII Coordinator services, to change the Insurance Liability
provision of the General Conditions from $500,000 to $300,000, with no change in the term of the contract or
the payment limit. (100% TANF Incentive funds). (All Districts)
FISCAL IMPACT:
Funding is provided by the Employment and Human Services Department existing budget, TANF incentive
funds.
CHILDREN'S IMPACT STATEMENT:
Research and development of recommendations for County participation in the Afterschool system primarily
supports two of Contra Costa's community outcomes: "Children Ready for and Succeeding in School" and
"Children and Youth Health and Preparing for Productive Adulthood", by helping support programs and
services devoted to the academic achievement, social development, health and safety of the County's
children during the time of day when research shows children are most at risk of harm or unhealthy behavior
choices. Expected outcomes of an improved Afterschool system can include reduced teen pregnancy,
juvenile crime and improved school attendance and performance,
BACKGROUND:
Upon reevaluation of the risk, it was determined that this level of insurance coverage was sufficient given the
nature of Ms. McLaughl`€n's work for the County as the Afterschool4AII Coordinator

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDED ANION:
APPROVE and AUTHORIZE the Sheriff, or designee, to execute a Contract Amendment on
behalf of the County for$12,000.00 with Dennis Mallory to provide Background Investigation
Services for a new payment limit of$73,000.00 with no change to the contract term.
II. FINANCIAL IMPACT:
NONE. Funding for Background Investigation Services is included in the Office of the Sheriff's
budget.
III. SACKGROUNDIREASON(S) FOR RECOMMENDATION S3:
The Office of the Sheriff is required to conduct background investigations for all candidates
for safety positions as well as for many sensitive civilian positions. There are hundreds of
applicants annually who seek employment with the Office of the Sheriff and require a back-
ground investigation. Current recruiting efforts and the need to ensure that the applicants
meet the high standards of the Office of the Sheriff have resulted in a higher number of pre-
employment investigations. The contractor is a certified Computer Voice Stress Analyst.
This component of the testing process, much like the polygraph, is an essential tool in the
background investigation. The contractor has the experience and shill necessary to assist
with the critical screening of prospective employees.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the applicant screening process is not completed in a timely manner, the Office of the
Sheriff risks losing qualified applicants to other competing agencies.
