SUBJECT: Approval to Execute a Grant Award Agreement with the US Department of Justice for Funding of
Planning Strategies in Community Prosecution Project in the Amount of$ 74,981 for the Period
May 1, 2002 through April 30, 2003
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
Approve and authorize the District Attorney to execute a grant award agreement, and any extensions or
amendments thereof, pursuant to guidelines, with the US Department Justice for funding of a Planning
Strategies in Community Prosecution Project in the amount of$ 74,981 for the period May 1, 2002 through
April 30, 2003 (Federal funds).
FINANCIAL IMPACT:
The grant application will fund costs of temporary project interns and attorney time to plan a community
prosecution effort with the City of Concord. Supplantation is prohibited.
REASONS FOR RECt71VIMENDATIONIBACKGROUND:
The Planning Strategies in Community Prosecution project represents the planning of a pilot community
prosecution initiative in Central County. The City of Concord has been single out by the US Department of
Justice as a national demonstration city in Community Oriented Policing and has received the prestigious
James Q. Wilson award from the Regional Community Policing Institute. Because of that City's leadership
in this program area, which includes a previously evaluated, fully implemented community policing
program, the District Attorney has the unique opportunity to measure the added effect the District Attorneys'
participation has on a Community Oriented Justice solution to crime. Under this grant, the District Attorney
will assess with the Concord Police Department the type of calls T the program, conduct meetings

Failure to approve the recommendation will result in the inability of the District Attorney to

RECOMMENDATION {S�:
APPROVE and AUTHORIZE the Community Services Director or designee to
execute and submit Standard Service Agreement 47-720 with the Contra Costa
Children and Families Commission in the amount of $243,000 for Herne Visiting
Program Services for the period from July 1, 2402 through June 30, 2003.
FINANCIAL, IMPACT:
This contract is funded through the Proposition 10 allocation administered by the
Children and Families Commission. Funding for this contract is included in the
Community Services Department's FY 2042-03 Budget. There is no net County
cast to this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra
Costa County's community outcomes: "Children Ready for and Succeeding in
School" and "Families that are Safe, Stable and Nurturing." These outcomes are
achieved by offering comprehensive services, including high quality early
childhood education, nutrition, health, and social services, along with a strong
parent involvement focus, to low-income children throughout Contra Costa
County. The overall goal of the program is to bring about a greater degree of
social competence in preschool children from low-income families,
REASON'S FOR RECOMMENDATIONS/BACKGROUND:
The Home Visiting Program goal is, in partnership with parents, caregivers,
communities, public and private organizations, advocates and county government,
to foster the optimal development of children, zero to five years of age. The
program supports a comprehensive, integrated set of sustainable programs,
services and activities designed to improve the health and well-being of children,
advance their potential to succeed in school, and strengthen the ability of their
families and caregivers to provide for their physical, mental and emotional growth.
Approval of this contract will allow the Community Services Department to provide
Home Visiting Program Services to program eligible families and children in
Contra Costa County.

SUBJECT: APPROVE and AUTHORIZE the Director, Employment & Human Services Department, or
his designee, to ACCEPT on behalf of the Workforce Development Beard, an extension of the
U.S. Department of Labor H-IB Skills Training Grant (#29-094) for allied health training and
entry-level job placement from Jane 30, 2002 to June 30, 2003 with no change in payment limit.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
APPROVE and AUTHORIZE the Director, Employment & Human Services Department, or his designee, to
ACCEPT on behalf of the Workforce Development Board, an extension of the U.S. Department of Labor H-1 B

This action will directly support the third outcome, "Families that are Economically Self-Sufficient".
Activities upon award of the grant will provide allied health training and entry-level job placement.

In 2000, Kaiser Permanente of Northern California and SEIU Local 250 asked the 'Workforce Development
Board of Contra Costa County to act as the fiscal agent of the grant and to provide,job candidate referrals to
Kaiser Permanente facilities through the County One-Stop Career Center system. The allied health training
and skills upgrades offered through the SEIU Local 250 and Kaiser Permanente Career Training Partnership
and paid for through this grant provide possible avenues for their employees to move to Registered Nurse
and other allied professions. In turn, entry-level positions in Kaiser facilities are made available to the
County One-Stop Career Center system for client referral.
The Department of Labor extended the term for the County to receive this grant. This action will allow
EHSD to receive funding to continue the HIB Visa Skills Training Program.

APPROVE AND AUTHORIZE the Employment and Human Services Director, or designee to APPLY for
and ACCEPT East Bay Community Foundation grant funds in the amount of$260,350 for a senior mobility

If approved, County to receive $250,350 in Foundation funds for a three-year grant period. All required match to
be provided by non-County funds.
RAC KGROILND•
In September 2000,the Contra Costa County Long Term Care Integration Pilot Project(LTCIPP) found
transportation systems for seniors and adults with disabilities to be"complex and fragmented" and a point
person could not be identified in the county system with an understanding and overview of the entire system of
transportation options.
The objectives of the proposed Senior Mobility Program are to assist the elderly and disabled to utilize existing
transportation services, identify gaps in transportation services; work with existing agencies and resources to
bridge the identified gaps in transportation services, develop new and/or expanded transportation services
including identifying additional financial resources; and, develop and manage contracts and agreements with
transportation service providers.
The program will require outreach to County transportation providers,consumers and case managers to develop
a baseline of information on existing transportation services and to understand the transportation issues facing
elderly and disabled consumers. As a result of the identification of transportation system gaps and consumer
issues, appropriate new and expanded transportation systems may be developed and implemented to serve
seniors and disabled in Contra Costa.County.

Approve and authorize the Health Services erector or his designee
(Wendel Brunner, M.D. ) to execute, on behalf of the County, Grant
Agreement (Amendment No.4) #28-647-3 (Grantor' s 41.000044) with the
Public Health Institute, to amend Contract ##28-647 (as amended by
428-647-1 and ##28-647-2) , effective August 32, 2002, to extend he
term of the Agreement through August 31, 2003 and to increase lite
total Payment by $165, 000 from $390, 000 to a new Contract Payment
Limit. of $555, 000, for the Development and Capacity-Building Project.

Approval of this Grant Agreement Amendment will increase funding from
the Public Health Institute by $165, 000 not to exceed a total of
$555, 000, to carry out the purposes specified in the Partnership for
the Public' s Health. (PPH) Development. and Capacity-Building Grant .
This is the third year of a four-year- project . No County funds are
required.
REASONS FO -RF
On May 23, 2000, the Board cf Supervisors approved Grant Agreement
#28-647 (as amended by Grant Agreement Amendments #28-647-1 and #28-
647-211 with the Public Health Institute, for the period from April 1,
2000 through August 31, 2002 , to assist the Department in developing
a ;strategic action plan to create an effective, responsible, and
sustainable public health system in Contra Costa County. Approval of
Grant Agreement (Amendment) #28-647-3, will add funds, extend the
team of the Agreement through August 31, 2003 , and make technical
ad. ustments to the Scope of Work.
Three certified and sealed copies of the Board order should be
returned to the Contracts and Grants Unit .
