9 EREAS, DeLois Basnett, has served as Executive Director of the American Lung
Association of the East Bay and Co-chair of the Bay Area Cancer Coalition
RWERE.AS, DeLois Basnett, has provided leadership and forged collaborations with public
agencies, private businesses, community groups, and non-profit organizations to address lung related
diseases, air quality and the environment; and
9'EREAS, DeLois Basnett, served tirelessly as a community representative and rnedia
spokesperson about lung disease and air quality issues and has test%fled before numerous bodies on
behalf of tobacco control and clean air ordinances; and
HEMS, DeLois Basnett, has conducted educational day camps in a medically safe
environment for children with asthma as well as providing educational seminars for health
providers; and
WHERF,4S; DeLois Basnett, was the first Chair and longstanding member of the Contra
Costa. Tobacco Prevention Coalition; and
H EREAS, lung disease and breathing problems constitute the number one killer of infants under
the age of one year, and
WHERF,4S, clean air is vital to lung health, quality of life and a strong economy, and
WHEREAS, lung disease is the third leading cause of death in California.
NOW, THEREFORE, BE IT"RESOLVED that the Board of Supervisors of the County of
Contra Costa, State of California, commends DeLois Basnett for her years of dedicated service,
and
Be It FurMer Resolved that this Board does hereby extend to DeLois Basnett best washes and
continued success in all her future endeavors.

Subject: Proclaiming October 20-26,2002 as)
Lead Poisoning Prevention Week )
WHEREAS, the California Department of Health Services (DHS) estimates that nearly 6,000 children
in Centra Costa County have unsafe levels of lead in their blood; and
WHEREAS, despite very limited screening, the County has identified about 700 lead-poisoned
children, the majority from low-income communities; and
WHEREAS, Contra Costa County's Lead Poisoning Prevention Project has been working since 1953
to identify lead-poisoned children and to provide fallow-up and preventive services; and
WHEREAS, the major premise behind Contra Costa County's Lead Poisoning Prevention Project is to
recognize that lead poisoning is preventable, and that the strategies required to make an impact on
public health begin with the collaboration of many agencies and segments of the community; and
WHEREAS, partners of the Centra Costa County Lead Poisoning Prevention Project include, but are
not limited to, Contra Costa Family and Children's ServiceslHead Start and Early Head Start; WIC
(Special Supplemental Nutrition Program for Women, Infants and Children); Child Health and
Disability Prevention Program; Contra Costa Children and Families Commission; Monument
Community Partnership; Brookside Community Health Center, La Clinica and other community clinics;
Healthy Neighborhoods Project; Childhood Injury Prevention Coalition; Contra Costa Child Care
Council; Health Access Coalition; Pacific Community Services; Welcome Home Baby; Home Visiting
Collaboration; Los Compadres; Latina Women's Leadership Program; Single Parent Resource
Center; and the City of Richmond, Project REAL; and
WHEREAS, despite efforts at education and prevention, residents in Contra Costa County continue to
be poisoned by lead from deteriorated lead-based paint, other sources in the home, workplace
exposure and historical environmental contamination.
NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors does declare October 20-26,2002
as Lead Poisoning Prevention Week in Contra Costa County.

Josanna Berkow for her many years of dedicated
Service to the County of Contra Costa RESOLUTION NO. 2002/625
Whereas, Joeanna Berkow has been serving with dedication as a Commissioner on the family
law bench of the Contra Costa County Superior Court since March, 1992.
Whereas, Josanna Berkow became a Certified Family Law Specialists in order to better serve the
litigants that appear before her in family court.
Whereas, Josanna Berkow was appointed to and served on the Judicial Council Advisory
Committee on Family and Juvenile Law from 9998 to 2000, sharing her knowledge and
experience.
Whereas, Josanna Berkow has chaired the Contra Costa County Advisory Council Against
Domestic Violence since 9895 and has implemented and supported various programs designed
to assist victims of domestic violence.
Whereas, Josanna Berkow received the Outstanding Employer of the Year Award presented by
Golden Gate University in 2001,
Whereas,Josanna Berkow has served tirelessly on various committees and for various
organizations, including the Advisory Board of Kid's Turn, the Judicial Council Family Law
Committee on Child Support guidelines; the Uniform Law Commission; the Califomla Family
Support Council; and the Sacramento Family Support Commission.
Whereas, Josanna Berkow, seeking to reduce children's fears and anxiety about coming to
court, created a teddy beer donation program so that any child appearing in her department can
receive a teddy bear.
Whereas, Josanna Berkow has dedicated countless hours as an educator and faculty member
for several organizations, including the American Academy of Matrimonial Lawyers 2000
Symposium; the East Bay Chapter of the California Certified Public Accountant's Association;
the Contra Costa County Psychological Association; the State Bar of California, Family Law
Sections Institute; the Contra Costa CPA Association; the California Center for Judicial Education
and Research (CJ# R) Family Law Institute; the Centra Costa County Liar Association Family Law
Section, the ABA; the California Family Support Council; and the National Leadership
Conference on Child Support.
NOW, THEREFORE, BE IT RESOLVED THAT the contributions of Josanna Berkow to County of
Contra Costs are recognized and appreciated and that best wishes are extended to her on the
occasions of tenth year of service to the Centra Costa County Superior Court.
