SUBJECT: Montalvin Manor Redevelopment Plan Adoption
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
As the Board of Supervisors ADOPT Resolution designating Contra Costa County as the lead agency
and the Contra Costa County Redevelopment Agency as the responsible agency for the preparation of a
Redevelopment Plan for the Montalvin Manor Project Area; and
As the Governing Board of the Contra Costa County Redevelopment Agency ADOPT Resolution
designating Contra Costa County as the lead agency and the Contra Costa County Redevelopment
Agency as the responsible agency for the preparation of a Redevelopment Plan for the Montalvin Manor
Project Area.
FISCAL IMPACT
None. No General Funds are being used for redevelopment plan adoption expenses.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On August 6, 2002 the Board of Supervisors designated by Resolution a Redevelopment Survey Area
for the Montalvin Manor Redevelopment Project. Consideration of a Redevelopment Plan'will ultimately
include preparation/certification of an Environmental impact Report(EIR)pursuant to Section 15050 of
the California Environmental Quality Act("CEQA")Guidelines. The CEQA Guidelines require that when
a project requiring an E1R is to be carried out or approved by more than one public agency(the County
and the Redevelopment Agency),one of the public agencies must be designated the Lead Agency. The
recommended actions would designate the County as the "Lead Agency," and the Redevelopment
Agency as the "Responsible Agency" pursuant to the CEQA Guidelines.
