RECOMMENDATIONS:
AUTHORIZE the contribution of$270,800 to the following 13 organizations for projects
approved by the Board of Supervisors on October 1, 2002 (item C.77):
1. African American Academic Achievement Committee (4AC), $15,000
2. Bedford Center, $27,000
3. Bethel Island Municipal Advisory Committee, $20,000
4. City of Oakley, $10,000
5. City of Oakley, $28,000
6. Contra Costa Youth Council, $10,000
7. East County Boys & Girls Club, $25,000
8. East County Midnight Basketball League, $25,000

Appropriations from the Feller Canyon Landfill Mitigation Reserve were approved by the Board
of Supervisors on October 1, 2002 (item C.77) as recommended by the Finance Committee=

BACKGROUND/REASON S FOR RECOMMENDATION(S):
Proposals were evaluated for consistency with the service categories approved by the Finance
Committee in fiscal year 2001-2002.

1. African American Academic Achievement Committee Nonww rofit $15,000
Funding is being contributed to support the activities of the African American Academic
Achievement Committee "FourAC".
2. Bedford Center(Non-profit) $27,000
Funding is being contributed in order to provide scholarships to patients in District V who
are otherwise unable to afford adult medical day care.
8. Bethel Island Municipal Advisory Council $20,000
Funding is being contributed in order to purchase and develop a vacant downtown lot into a
community park.
4. City of Oakley $10,000
Funding is being contributed in order to supplement middle school program activities and
providetransportation home for students living in Bethel Island.
5. City of Oakley $28,0003
Funning is being contributed in order to fund a portion of a School Resource Officer
position at Freedom High School and the two Oakley Intermediate schools. These funds
are being matched by funding from the Liberty Union High School District and the Oakley
Union Elementary School District.
8. Contra Costa Youth Council (Non-profit) $10,000
Funding is being contributed to the "Read to Live" project at the Grin Allen Youth
Rehabilitation Facility.
7. East Countv Bovs and Girls Club (Non-profit) $25,0003
Funding',is being contributed in order to enhance programs for youth that stress cultural
enrichment, health and physical education, citizenship and leadership development, and
social and educational enrichment in East County.
8. bast CountyMidnight Basketball League (Non-profit} $25,03003
Funding is being contributed in order to provide for an evening basketball league for 200
East County Youth.
9. Family Stress Center(Non:profit) $20,000
Funding is being contributed to the Parent Education Program,

Funding is being contributed to the Proud Fathers Program.
11.Junior Achievement of the Bay Area. Inc (Non-profit) $5,000
Funding is being contributed to the volunteer program at Foothill Elementary School, in
Pittsburg.
12.Pacific Community Services, Inc (Non-profit) $20,000
Funding is being contributed toward handicapped accessibility improvements at the facility.
13.Pacific Community Services, Inc (Non-profit) $5,800
Funding is being contributed in order to undertake the restoration of the California Theatre
in downtown Pittsburg.
14.Pittsburg Pre-School and Community Council (Non-profit) $35,000
Funding is being contributed to the Pittsurg Pre-School and Community Council's
mentoring program for at-risk youth aged 8 to 17.
15.Victims of Violent Crime Support (Non-profit) $5,000
Funding is being contributed to the "You are not alone...Community Outreach Campaign".
