BACKGROUND/REASONS FOR RECOMMENDATIONS
On September 24, 2002 the Board of Supervisors designated by Resolution an amended
Redevelopment Survey Area for the Downtown EI Sobrante Redevelopment Project. Consideration of a
Redevelopment Plan will ultimately include preparation/certification of an Environmental Impact Report
(ETR)pursuant to Section 15050 of the California Environmental Quality Act("CEQA")Guidelines. The
CEQA Guidelines require that when a project requiring an EIR is to be carried out or approved by more
than one public agency(the County and the Redevelopment Agency),one of the public agencies must
be designated the Lead Agency, The recommended actions would designate the County as the"Lead
Agency" and the Redevelopment Agency as the "Responsible Agency" pursuant to the CEQA
Guidelines.
