SUBJECT: APPROVE AND AUTHORIZE A CHANGE ORDER TO RENOVATE THE FORMER E WARD
LABORATORY FOR MEDICAL SUPPORT SERVICES (0927 -WH609B)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONISI:
APPROVE and AUTHORIZE the County Administrator or Designee, to execute Change Order No. 38 with
Lathrop Construction Associates, Inc. Benicia, California, to renovate the former E ward laboratory for use
by medical support services staff at a price of $272,740.00. This change order will increase the total
contract price from 16,978,361 to $17,251,101.
FINANCIAL IMPACT:
Adequate funds to support this change order are included in the project budget, which is funded through Contra
Costa County Public Financing Authority, Series 2001 B, Lease Revenue Bond proceeds.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
The new Martinez Health Center provides replacement space for the obsolete Specialty North Building at the
Contra Costa Regional Medical Center. Construction of the new parking lot adjacent to the Health Center
requires demolition of Specialty North. The medical support staff, located in Specialty North, are designated to
relocate to a new office space that will be constructed in the former E Ward laboratory. This renovation work
was planned and budgeted as a change order to the Martinez Health Center project in order to eliminate large
contingencies normally incorporated into the base bids for this type of remodel work. The Contractor and
Engineer have collaborated on the design of the renovation resulting in a cost - effective solution for the
remodel. The Contractor's final negotiated price falls below independent estimates prepared by the
Construction Manager.

BACKGROUND-
Ms. Smith is the interim coordinator for the Weed and Seed Program(W&S), with duties of a primary manager
and primary staff to an inter jurisdictional board of directors for crime intervention-prevention program(s) for at
risk youth. W&S requires collaborations between designated at risk communities and public and private entities
to "weed"the communities from violent offenders and to "seed"them with beneficial programs for community
residents.
During the period in which a frill time W&S Coordinator is sought, Ms. Smith will remain in the position to
complete continuing grant applications and assure funding and reporting requirements are met.

Contra Costa County is one of seventeen California counties jointly contracting for Welfare Case Data
System services. The hoard of Supervisors first approved a two-year contract with Electronic Data Systems
(EDS) in 1991 and has renewed the contract annually since 1993 to fund County participation.
This amount covers the operating casts and additional requests for reports and programming related to the
State-mandated Ca1WIN Program conversion.

This action will directly support the third outcome, "Families that are Economically Self-Sufficient".
Activities under this contract will provide an avenue for job search and potential employment for
participants.
R A CKGROUND n
On June 15, 1999 (Item# C.123), on February 27, 2001 (Item 4 C.90) and again on June 26, 2001 (Item
#C.82) the Board of Supervisors authorized the execution of an interagency agreement with the Contra Costa
County Office of Education for line charges, technical support and Internet access for the EASTBAY Works
One-Stop Career Centers in Contra Costa County and the City of Richmond. Telephone line charges and
Internet access fees for the One-Stop Career Centers in the City of Richmond will be covered in this
agreement with CCCOE but will be offset by savings through another agreement with the Richmond
Workforce Investment Board.
This action will enable the County to continue to provide internet access and connectivity to the One-Stop
Career Centers through the Office of Education server until the Department assumes internet access and
connectivity responsibilities.

Approve and authorize the Health Services Director, or his designee,
(Jeff Smith, M.D. ) to execute on behalf of the County, Contract #26-
997 with Martha S. Kosovich, M.D. , a self-employed individual,
(Specialty: Radiology) , in an amount not to exceed $290, 000, for
the period from November 1, 2002 through October 31, 2003, for the
provision of professional Radiology physician services for patients
at Contra Costs. Regional Medical Center.
FISCAL IMPACT:
Cost to the County depends upon utilization. As appropriate,
patients and/or third party payors will be billed for services .
BACKGROUND/REASON(S) FOR RECOMMENDATIONS :
For a number of years the County has contracted with Medical and
Dental Specialists to provide specialized professional services
which are not otherwise available in its hospital and clinics.
Under Contract ##26-997, Dr. Martha S . Kosovich will provide
Radiology physician services, including, but not limited to,
consultation, administration, on-call coverage, and clinic coverage
through October 31, 2003 .
