APPROVE and.AUTHORIZE the Employment and Human Services Director,or designee to ACCEPT Office of Juvenile Justice and Delinquency Prevention(OJJDP) Grant funds in the amount of$75,000 for the Truancy Prevention Pilot Demonstration Project for the period of July 1, 2002 through June 30, 2003. C I II,DREN'�,, 1MPAL:T S'TATEMEN'T': The grant supports Children's Report Card Outcomes#1 "Children Ready for and Succeeding in School" and#2 "Children and Youth Healthy and Preparing for Adulthood"by addressing school attendance and academic performance for youth and families. BA CKGRGI TND The OJJDP grant supports the Truancy Prevention Pilot Demonstration Project through John Swett Unified School District,which includes supportive services from the offices of the District Attorney and Sheriff. The project targets positive attendance in the School District's elementary and high schools through outreach to families and services that include, incentive program and awards for improved attendance and academic performance, and supplies for youth and families. The project provides for technical assistance and staff training through workshops and conferences. The project works in coordination with the Weed and Seed Program Strategy in Rodeo and North Richmond. The Weed and Seed Strategy is a community-based crime prevention program that includes four basic elements: law enforcement; community oriented policing; prevention and intervention/treatment; and neighborhood restoration. SPECIFIC REQUEST(S) OR RECOMMENDATION (S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION (S): APPROVE and AUTHORIZE the Community Services Director or designee to accept a Financial Assistance Award from the U.S. Department of Health and Human Services, Administration for Children and Families, in the amount of$601,089 for Head Start/Early Head Start Program supplemental funding for the period from January 1, 2002 through December 31, 2002. FINANCIAL. IMPACT: This award is funded by the U.S. Department of Health and Human Services, Administration for Children and Families (ACF). Funding is included in the Community Services Departments FY 2002-03 Budget. County, as Grantee, is required to generate a 20% non-federal, in-kind, non-cash match in the amount of $150,273. Funding has been awarded in the following categories: category Itemized Total Head Start Supplemental funding, federal COLA: $389,257 $536,662 ' dollars ; QI: $140,732 T & TA: $6,673 Early Head Start Supplemental funding, ' COLA: $47,025 $64,427 federal dollars QI: $15,809 1 T & TA: $1,593 Total $6tf1,0$9 CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. REASONS FOR RECOMMENDATIONSIBACKGROUND: On June 4, 2002, the Board of Supervisors approved the submission of a grant application to the U.S. Department of Health and Human Services, Administration for Children and Families in the amount of $751,362 for Head Start/Early Head Start Grant Funds. A notice of award by ACF granted the County $601,089 in annual payments. Specific Request(S)or Recommendation (S) & Background and Justification RECOMMENDATION (S): APPROVE. and AUTHORIZE the Community Services Director or designee to execute and submit State Standard Agreement #02C-1409, Amendment No. 1 (County Contract #39-800-10) with the California ;tate Department of Community Services and Development to increase the reimbursable amount by $40,766 to a new maximum reimbursable amount of $124,976 for continuing Weatherization Assistance Program Services (WAP) for the period from April 1, 2002 through January 31, 2003. FINANCIAL IMPACT: This contract is Federally funded through the California Department of Community Services and Development. If this contract is approved, funds will be added to the Contra Costa County Community Services Department's FY 2002-03 Budget via an appropriation adjustment. There is no net County cost to this contract. REASONS FOR RECOMMEN©ATI+CJNS/l3ACKGROUND: On May 7, 2002 the Board of Supervisors approved the 2002 Weatherization Assistance Program Services (WAP), State Standard Agreement 02C-1409 with the California Department of Community Services and Development. Approval of State Standard Agreement 02C-1409 Amendment No. 1 will provide additional funds for continuing Weatherization Assistance Program Services (WAP) to program eligible families and individuals in Contra Costa County. s ..
