BACKGROUND: Many new mothers abandon their newborn babies, often in trash bins and other highly inappropriate places. The result is often the death of the baby or serious health problems for it. With this in mind, the Legislature has passed the Safe Haven Law, which allows mothers to take their newborn babies to any hospital, or other place designated by the local Board of Supervisors, to protect the baby's health and at the same time offering immunity from any prosecution for child abandonment. For the 200,000 residents of East Contra Costa County, the only eligible hospital, without additional Board designation, is the Sutter Delta Hospital in Antioch. This is a considerable distance from outlying areas, especially for those mothers without private transportation. Approval of this referral by the Board of Supervisors would allow the Family and Human Services Committee to review the feasibility of additional locations countywide and propose additional locations for designation as a "safe haven".
