Contract is being reduced by $60,000. CHILD EN'S-IMPACT STATFMF,NT! Parent Aide Services support three Contra Costa County community outcomes: "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Safe, Stable and Nurturing", and "Communities that are Safe and Provide a High Quality of Life for Children and Families." Countywide availability of supportive services to parents increases the number of children and youth receiving timely treatment services and increases the stability of out-of-home placements. RAC KGROIAD: The Parent Aide Program provides transportation (e.g. to medical and dental appointments), supervised family visits, and other support services to families in Contra Costa County. Parents receive a wide array of assistance, including information and training on parenting skills, access to childcare resources, nutrition, health care, budgeting, and other training that develops skills and contributes to self-sufficiency. Family Stress Center provides these services to the East and Central County population. The $60,000 contract reduction is in line with budget reductions being implemented by the Department. (#21-726-2) for consulting and support services for the In Home Supportive Services (IHSS) Public Authority Registry in the amount of$39,760 for the period from November 1, 2002 through October 31, 2003. ACTION-- APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a contract with Refined Technologies, Inc. (#21-726-2) for consulting and support services for the In-Home Supportive Services (IHSS) Public Authority Registry in the amount of$39,760 for the period from November 1, 2002 through October 31, 2003. FINANCIAL IMPACT: $39,760: IHSS administrative cost allocation: Net County Cost will be approximately $8,350 (21%) of this contract, the County IHSS share of its administrative allocation. BACKGROUND: Contra Costa County In-Home Supportive Services (IHSS) Public Authority operates a Registry that maintains a computer database on IHSS consumers and potential home care workers and this Registry is used extensively by the Public Authority to make referral and matching services and for other IHSS functions. Refined Technologies, Inc. (RTI) was selected to provide software maintenance and support to the Registry after a competitive bid process (RFI #147) issued by Employment and Human Services. RTI's services include software maintenance and support, data analysis, resolution of CMIPS issues, health plan eligibility analysis, computer system configuration and other related services. These services are crucial to ensure the smooth operations of the Public Authority Registry. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On February 1, 1997 the Local Initiative for Medi-Cal managed care in Contra Costa County was implemented. Local Initiatives are required to include traditional Medi-Cal providers from the community in their provider networks . This Contract is necessary to meet State mandates to expand the number of community providers for the Local Initiative, along with a Department of Corporations audit finding that requires formal contracts with low volume providers . Under Contract x#27-159-2 , the Contractor will provide professional primary care services to Health Plan members through August 31, 2003 .
