FISCAL IMPACT The commercial property owners at Pleasant Hill BART recently voted to approve the formation of a County Service Area to fund mandated Transportation Demand Management services in the area. The County Service Area assessment generates$185,004/year. In addition,$25,000 will be funded from Fund 111200- 0380, a trust fund established for Pleasant Hill BART Transportation Demand Management Services. The County has entered into an agreement with the Contra Costa Centre Association to manage the TDM program for the Pleasant Hill BART Station Area each year since 1990. These agreements have historically been funded by the Pleasant Hill BART TDM Fee Account,which was created by a voluntary assessment of the property owners. Recently the property owners in the Pleasant Hill BART Station Area agreed to formalize the annual assessment,and voted to approve a County Service Area with an annual assessment. The Board of Supervisors approved the formation of the County Service Area on June 11,2002. The most recent agreement expired on June 30, 2002. The program offers commute alternative services to station area employees. While there is no mandate requiring participation by employers or any penalty for nonparticipation, the area employers and their employees have been highly participatory in the program. The TDM goals for the program have consistently been met. The project agreement for 2002-2003 covers a 12-month period from July 1, 2002 to June 30, 2003. It continues funding for operating vanpools, for operation a noontime shuttle service to nearby commercial areas,for on-site transit ticket sales, and for marketing and information programs. The combination of these two agreements provided for a monetary contribution on the part of the property owners for childcare mitigation, and for the Contra Costa Centre Association to undertake a Child Care Subsidy Program with the interest earnings on said funds. Funds could also be used for capital contributions to childcare projects that would increase the amount of available childcare space that serves the Pleasant Hill BART Station Area. Contra Costa Centre Association has prepared a Child Care Subsidy Program. The program provides for a subsidy payment to the qualified employees to offset a portion of their childcare costs. The Contra Costa Centre Association anticipates subsidizing only those families whose incomes fall below$45,000 annually. Childcare costs would be reimbursed on a sliding scale. Twenty-five families currently participate in the program. On average, the families pay $150.O0 per week for childcare expenses. The Child Care Subsidy Program reimburses an average of$75.00 per month. FINANCIAL. IMPACT: Costs for workers' compensation claims administration services are funded through the Workers' Compensation Self-Insurance Trust Fuad. BACKGROUND/REASONS FOR RECOMMENDATION: Essential Staffing, Inc. is a firm specializing in workers' compensation claims services. Risk Management currently has three vacant positions to be filled and two adjusters out for significant health reasons. These positions are being filled by Essential Staffing personnel. RECOMMENDED ACTION: Approve and authorize the Chief Information Officer of Department of Information Technology or his designee to execute on behalf of the County an agreement with Greg Peterson to provide services in the amount of$115,000 effective August 16, 2002 through August 31,2003. 11. FINANCIAL, IMPACT: This action if approved will not result in any increased cost to DoIT/Telecommunications. 111. REASON FOR RECOMMENDATION AND BACKGROUND: There are currently 26 Harris telephone switches installed at various locations throughout the County and for the most part these switches operate independently. This lack of networking means the County can't take advantage of the technology the telephone industry has to offer such as,call accounting that provides details on individual telephone station usage and can send alerts about possible abuse and Least Cost Routing where calls made through our switches are routed to save money by decreasing the need for Pacific Bell lines,and priorities can be set in case of emergencies or equipment failures.In addition, there is no way for emergency personnel to determine the specific location of a 911 call from a shared County building because a networking database does not exist. These and other options are available to the County,but first the County has to update it's telephone system by networking all the switches,installing the necessary software and hardware and then do the specialized programming that will enable the County to take advantage of options like: A Countywide Call Accounting System - E911 (Database for the locations of all County numbers) Better teleconferencing options Voice over IP(VOIP) More cost effective call routing (Least Call Routing) 5 Digit Dialing - Caller ID(off and on the County Network) Updating the Countywide system will provide the ability to use these technologies. It also has the potential to save the County money. The installation of a Call Account System alone could save the County a minimum of$100,000 to$200,000 per year. We estimate the cost to upgrade the County's Telephone System to be around$115,000 and will take a minimum of a year. At this point we feel this cost will be recovered by the efficiencies that will be available to the County. Our vendor Teltronics could perform the upgrading of the telephone system,but we have decided to use the services of an individual who is very familiar with the County's equipment through his years of servicing the County's equipment as a result of previous employment with Teletronics. We feel he is the best-qualified person to assist the County with this effort. IV. CONSEQUENCES OF NEGATIVE ACTION: If this request is not approved DoIT/Telecommunications will not be able to upgrade the current system to take advantage of the current technology.
