Contract No. 02-00070 proposes to reimburse the County $61,828 for work activities relating to the enforcement of pesticideregulations. BACKGROUND: The County Department of Agriculture enforces Pesticide Regulations and Worker Safety Regulations pertaining to pesticide use. The State reimburses the County for regulatory activities which exceed historical levels. Specifically, the County may be called upon to provide assistance in the areas of plan review, inspections, and zoning/building violation investigations. These tasks will be performed on an as needed basis. The County Building Inspection Department already provides building inspection services in adjacent County communities. This coupled with the relatively low volume of service demand are factors that allow the County Building Inspection Department to assist the City without increasing its current capacity. While the City of Albany is in Alameda County, the area is adjacent to other county service areas, namely Kensington and El Cerrito. BID staff sometimes travel through Albany to go to Kensington The Contra Costa County Building Inspection Department will provide the services consistent with the guideline and procedures of the City of Albany and applicable cedes. The Department will work closely with the City's Community Development Department in the implementation of the building inspection services. This will require temporary reassignment of one employee, but the Department does not anticipate the need to augment Department staffing level. TO: BOARD OF SUPERVISORS ` �'�' �;. The County has been providing services to the City since April of 2001. The City is requesting an increase in the scope of the services by adding Counter Services to the list of services provided by the Department. Currently, the Department provides assistance in the areas of plan review, inspections, and zoning/building violation investigations. This enhancement to the services provided to the City will require temporary reassignment of one employee, but the Department does not anticipate the need to augment Department staffing level. Contra Costa County Building Inspection Department will provide the services consistent with the guideline and procedures of the City of El Cerrito and applicable codes. The Department will work closely with the City's Community Development Department in the implementation of the building inspection services. Being the largest building department in the County, the Department has the technical ability and experience to perform all essential tasks associated with the function. Specifically, the County may be called upon to provide assistance in the areas of plan review, inspections, and zoning/building violation investigations. These tasks will be performed on an as needed basis. The County presently provides building services through the Department's East County satellite office located in Brentwood, and it would be a convenient station to provide services to the city. This agreement will further strengthen the relationship between the City of Brentwood and the County. Contra Costa County Building Inspection Department will provide the services consistent with the guideline and procedures of the City of Brentwood and applicable codes. The Department will work closely with the City's Building Inspection Department in the implementation. This project will require the addition of one Building Inspector It.
