SUBJECT: APPROVE and AUTHORIZE the Public Works Director to execute a contract with Kleinfelder,
Incorporated to act as General Manager of the Blackhawk Geologic Hazard Abatement District,
Danville area. (District III)Project No. 7760-6X5147
Specific Request(s)or Recommendation(s)&Background&.Justification
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Public Works Director to execute a contract with Kleinfelder,
Incorporated in the amount of$715,000($120,000 for remainder of Calendar Year(CY)2002,$315,000 for
CY 2003, and $280,000 for CY 2004) to act as General Manager of the Blackhawk Geologic Hazard
Abatement District(CHAD), for the period September 5, 2002 to December 31, 2004, Danville area.
II. Financial Impact:
There will be no impact to the General Fund. The Blackhawk GRAD is funded through revenues generated
by County Service Area M-23, and the Blackhawk GHAD will fund 100% of the contract.

III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Contra Costa County Public Works Department, who acts as a liaison between the District and the
Board of Directors under the provisions of a Joint Exercise of Powers Agreement dated April 22, 1986
(Resolution 86/211), initiated an effort last fall on behalf of the Board of Directors to seek qualification
statements and proposals for consultant support services for the Blackhawk CHAD for calendar year 2002
and beyond. The process has been completed and the Department is prepared to recommend award of a
contract for the remainder of calendar year 2002, and calendar years 2003 and 2004 to Kleinfelder,
Incorporated.
The Public Works Department will be recommending modifications to the existing Joint Exercise of Powers
Agreement(JEPA)between the County and the CHAD. If these changes are approved,they could impact
the Scope of Services and contract language with Kleinfelder, Incorporated. However, it is recommended
that the Board execute an agreement to facilitate continued management of the CHAD and should
modifications to the current contract be necessary,a revised contract will be submitted for Board approval at
that time.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the Consulting Service Agreement is not approved, the CHAD will have a lapse in management and
oversight of GRAD activities.
