Approve and authorize the Health Services Director to execute on behalf of the County, Contract
Amendment Agreement #23-316-1 with The Data Systems Group (DSG), a corporation, effective
August 14, 2002, to amend Contract #23316, to increase the Contract payment limit by $100,000,
from$200,000 to a new total of$300,000 and extend the Contract term through August 14,2003.
FISCAL IMPACT:
This Contract is revenue offset through the combined use of Federally Qualified Health Center
revenues and the Federal CAP grant.
On August 14, 2001, the Board of Supervisors approved Contract#23-316 with The Data Systems
Group for the period from August 15, 2001 through August 14, 2002, to license, install, and
support Electronic Claims and Remittance System software.
Approval of Contract Amendment Agreement #23-316-1 will allow the Contractor to continue
providing services through August 14, 2003.

RF.COMMENDATION
1. APPROVE the use of Western Placer Unified School District's bid to purchase two modular
buildings for the Community Services Headstart Program. One modular building will be used as
a Home Base Center at the George Miller Center, 3020 Grant Street, Concord and one modular
building will be used as a Staff Resource Center at the Antioch Fairgrounds, 1203 W. Tenth
Street, Antioch.
2. AUTHORIZE the Director of General Services to "piggyback" on the Western Placer Unified
School District's bid and EXECUTE a separate purchase order for each modular building,
including concrete foundation, from Gary Doupnik Manufacturing, Inc.
FINANCIAL NCIAL IMPACT
The cost to purchase the two modular buildings, including concrete foundation, for the Concord and
Antioch Headstart Centers is $209,175.00 and $205,339.00, respectively.
The Administration for Children and Families, under the Department of Health and Human Services,
was awarded a Head Start Expansion Grant in October 2001 of which $710,000.00 has been
allocated for the George Miller Home Center and $586,000.00 has been allocated for the Staff
Resource Center at the Antioch Fairgrounds. An appropriation adjustment transferring grant revenue
will be processed by the Community Services Department to fund the purchase of the modular
buildings and associated project improvements.

BACKGROUND
The Community Services Department, the Department of General Services, and the County
Administrator's Office have been meeting to coordinate the best ways to add Headstart facilities for
the Community Services Department. In order to expedite the building fabrication and installation
process of the modular buildings at the George Miller Center and Antioch Fairgrounds, it was
determined that use of the Western Placer Unified School District's competitive public bid would
enable the County to complete the project in the most cost effective and efficient manner.
Purchase of the modular buildings through the use of Western Placer Unified School District's bid will
reduce the length of time to implement additional Headstart programs for which the Community
Services Department receives federal funding.

1. APPROVE the Second Amendment authorizing extra work under the Consulting Services
Agreement dated January 31, 2002, with Facilities Design Group for additional design and
construction document services to Relocate the Police Academy, 340 Marina Boulevard,
Pittsburg for the Sheriff Coroner's Office. The Second Amendment increases the scope of
services and increases the Payment Limit from $25,000.00 to $32,400.00.
2. AUTHORIZE the Director of General Services to execute the Second Amendment to the
Consulting Services Agreement and to issue written authorizations for extra work, in addition to
the authorization for the Second Amendment, provided that the cumulative total cost for such
additional authorizations shall not exceed $3,200.00.
FINANCIAL I IMCT
Project costs are budgeted in the Sheriff Law Enforcement Training Center Enterprise Fund
(142000).
BACKGROUND
On January 31, 2002 the Director of General Services approved a consulting services agreement for
design and construction document services to relocate the Police Academy. Facilities Design Group
was selected to provide the required services based upon successfully providing similar services for
other County projects.
The First Amendment extended the Completion nate from August 31, 2002 to November 30, 2002.
The Second Amendment increases the scope of work to provide additional design, construction
administration, and inspection services relative to the construction phase of the project.

SECOND AMENDMENT TO CONSULTING SERVICES AGREEMENT
TO RELOCATE THE POLICE ACADEMY,

I. Effective mate and Partiec: Effective October 1,2002,Facilities Design Group(herein called"Consultant"),a Sole Proprietorship,and the County
of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows:
2. Pnrpoc : On January 31,2002,the parties entered into a contract entitled"Consulting Services Agreement,"referred to as the"Agreement,"which
covers design and construction document services to relocate the Police Academy, 340 Marina Boulevard,Pittsburg. The parties desire to further
amend the Agreement to expand the scope of service and to increase the payment limit accordingly.
3. Amendments to Ag ton :
A. In the Agreement,Section I(c),change the Payment Limit from$25,000.00 to$32,400.00,an increase of$7,400.00.
B. In accordance with Section 14 of the Agreement provide the following:
Provide additional design, construction administration, and inspection services related to the construction phase of the Police Academy,
Pittsburg.
4. Effect:
Subject to the revisions made by this and any prior amendments,the Agreement shall remain in full force and effect.
