SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
EXECUTE a contract (#21-570-4) with Family Stress Center in the amount of$70,300 for
Family Preservation and Support Program (FPSP) post-adoption support group and childcare
services, for the period from October 1, 2002 through September 30, 2003.

RECOMMENDED-ACTION
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE
contract (#21-570-4) with Family Stress Center in the amount of$70,300 for Family Preservation and
Support Program (FPSP) post-adoption support group and childcare services, for the period from October 1,
2002 through September 30, 2003.
FINANCIAL IMPACT
$70,300: 100%Federal Family Preservation and Support Program funding:No County Costs.
CYNILDRENIS IMPACT STATEMENT
This contract directly supports two of Contra Costa County's community outcomes: "Families that are Safe,
Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and
Families."

On June 15, 1999,the Board approved the Family Preservation and Support Program(FPSP)plan for Contra
Costa County as approved by the Executive Committee of the Policy Forum. FPSP is designed to help families
at risk or in crisis by providing a comprehensive continuum of services to children and families. As part of
the FPSP, Family Stress Center was contracted to provide post-adoption support groups and childcare in
East, West, and Central County to parents who have adopted children. Their services include the facilitation
of support groups for parents, children's therapy groups, individual case management, childcare,referral service
and the development of client-initiated and self-led support groups.

RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Contract
x#22-852 with Greater Richmond Interfaith Programs (GRIP) , for the
period from September 1., 2002 through August 31, 2005, in an amount
not to exceed $30, 000, to act as fiscal agent for the Asthma
Project-Community Advocate Stipends.
FISCAL IMPACT:
This Contract is 100a funded by the California Endowment and the
Robert Wood Johnson Foundation.
BACKGROUND/REASON(Su) FOR RECOMMENDATION(Sl :
Under Contract #22-852, Contractor will act as the fiscal agent to
administer funds to pay hourly stipends to approximately ten (10)
to fifteen. (15) community advocates, who will conduct 150 hours of
community services, including 40 hours of training for the Community
Action to Fight Asthma (CAFA) Project . The County' s Community
Wellness and Prevention Program staff will supervise all community
advocates and approve all expenditures .

RECOMMENDED .ACTION:
Approve and authorize the Health Services Director, or his designee
(Kathryn Grazzini) , to execute, on behalf of the County, Contract #26-
379-4 with Fernando Garcia (dba Life Saver Education) , a sole
proprietor, in an amount not to exceed $50, 000, for the period from
August 1, 2002 through July 31, 2003 , to provide instruction of
Cardiopulmonary Resuscitation (CPR) courses for selected Contra Costa
Regional Medical Center staff .
FINANCIAL IMPACT:
Funding for this Contract is included in the Health Services
Department ' s Enterprise 1 budget .
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On September 25, 2001, the Board of Supervisors approved Contract #26-
379-2 (as amended by Contract Amendment Agreement #26379-3) with
Fernando Garcia dba Life Saver Education, for the provision of
instruction of American Heart Association-approved Cardiopulmonary
Resuscitation (CPR) courses including, but not limited to, Basic Life
Support, Advanced Cardiac Life Support (ACLS) and Advanced Pediatric
Cardiac Life Support (APCLS) Courses for Contra. Costa Regional Medical
Center staff, for the period from August 1, 2001 through July 31., 2002 .
Approval of Contract #269-379-4 will allow the Contractor to continue
providing CPR services through July 31., 2003 .

Since August 2002 Fernando Garcia has continued to wide mandatary Advanced Cardiac Life
Support(ACLS),Basic Life Support(BLS),and Pediatric Advanced Life Support(PALS)courses at
Contra.Costa Regional Medical Center and Health Centers. Unfortunately,through errs in mail
delivery,there was a delay in renewing Mr. Garcia's contract.
Retroactive approval of this request to amend contract#26.379.1 is rewired to cover the service
activities that have been provided.. Approval of this request for retroactive contract approval will result
in a total payment limit of$50,000.

#26-370-2 , to revise the payment previsions with no change in the

BACKGROUND/REASON(a) FOR RECOMMENDATION(S) :
On September 11, 2001, the Board of Supervisors approved Contract
#26-370-2 with Rick De Los Santos (Dba 229 Omega Courier Services) ,
for the period from July 1, 2001 through June 30, 2003 to provide
courier services to the Contra Costa Regional Medical Center and
Contra Costa Health Centers with regard to pick-up, transporting,
and delivery of Laboratory specimens, transmittals and pharmacy
medications .
-Approval of Contract Amendment Agreement #26-370-3 will allow
Contractor to provide additional services, including night and
weekend courier services, through June 30 , 2003 .

RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Mary Foran) to execute on behalf of the County, Contract Amendment
Agreement #25-521--3 with Mary Sanchez, a self-employed individual,
effective October 1, 2002, to amend Contract #25-521-1 (as amended
by Contract Amendment Agreement #25-521-2) , to increase the total
Contract Payment Limit by $13, 300 from $20, 300 to a new total
payment limit Of $33 , 600, and to extend the term of the Contract
through September 30, 2003 .
FISCAL IMPACT:
This Contract is federally funded by a Community Development Block
Grant . No County funds are required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S)_:
7n May 2001, the County Administrator approved and the Purchasing
,Services Manager executed Contract #25-521-1 (as amended by Contract
Amendment Agreement #25-521-2) , with Mary Sanchez, for the period
from July 1, 2001 through October 31, 2002, to provide technical
assistance to the Department with regard to the implementation of
the Literacy Assistance Project .
Approval of Contract #25-521-3 will allow the Contractor to provide
additional hours of service through September 30, 2003 .
