AK"'ROVE and AUTHORIZE the Community Services Director or designee to
execute and submit State Standard Agreement #0B-5159, Amendment No. 2
(County Contract #39-806-16) with the California State Department of Community
Services and Development to increase the reimbursable amount by $317,101 to a
new maximum reimbursable amount of $719,457 for continuing Love-income
Home Energy Assistance Program Services (LIHEAP) for the period from January
2002 through December 31, 2002.
FINANCIAL. IMPACT:
Ttlis contract is Federally funded through the California Department of Community
Services and Development. Funding for this contract is included in the Contra
Costa County Community Services Department's FY 2002-03 Budget. There is no
,tet County cost to this contract.
REASONS FOR RECO?MMENDATIONS1I3ACKGROUND:
On February 5, 2002 the Board of Supervisors approved the 2002 Low-Income
Home Energy Assistance Program (LIHEAP), State Standard Agreement 0213-
5159

5150 (and subsequent amendment #1 on May 21, 2002) with the California
Department of Community Services and Development. Approval of State
Standard Agreement 028-5159 Amendment No. 2 will provide for continuing Low-
Income Home Energy Assistance Program services to program eligible families
and individuals in Contra Costa County.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
A. APPROVE the Director of the Health Services Department or his designee to
execute and submit an application along with the necessary certifications and assurances to the
US Department of Health and Human Services Administration for Children and Families
(ACF), Family and Youth Services Bureau for funding from Runaway and Homeless Youth
programs for development and operation of transitional housing for youth ages 18-21 in Contra
Costa County.
B. AUTHORIZE the Director of the Health Services Department or his designee
to accept up to $1.000.000 over a five year project period in Runaway and Homeless Youth
grant funding and enter into a contract with US Department of Health and Human Services to
perform all responsibilities in relationship to receipt of the funding and contracted provisions
for the operation of the program beginning FY 02-03.
FISCAL IMPACT:
The funds requested from Runaway and Homeless Youth Transitional Living Program is necessary for the
development and operation of a transitional housing program for homeless young adults. Funds already
allocated to the Homeless Program administration will be used to satisfy the ten percent (10%) applicant
match required by the Runaway and Homeless Youth grant. In addition. in-kind resources have been
leveraged from other public entities such as the Employment and Human Services to support the project.
No additional County funds are required.
BACKGROUND:
The County Homeless program is seeking funding through the Transitional Living
Program for Runaway and Homeless Youth to support transitional housing for youth ages 18-
21 in Contra Costa County. The goal of this program is to provide housing, educational and
vocational opportunities. and life skills over an 18-month period to 6 young homeless young
people per year that will enable them to become self-sufficient. productive adults.

The development of this program will build upon our continuum of services for
youth and will enable young adults accessing our youth shelter to transition to more stable
housing while continuing to receive much needed support.
Understanding the need for community support, the County Homeless Program has
taken the time and effort to solicit opinions and gather support from community based
organizations and public agencies in regards to a transitional living program for youth. The
County Homeless program has successfully garnered support from Shelter. Inc., West
Contra Costa Unified School District, Housing Authority of Contra Costa County, and
Opportunity West --all of whom support the County Homeless Program's effort to
develop a transitional services for homeless youth.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
A. Approve ,and Authorize the Health Services Director, or his designee, to develop and transmit
an application along with the necessary certification and assurances to the County Community
Development Block Grant (CDBG) for the renovation and improvement of the Central County
Shelter for Adults and Families located in Concord.
B. Authorize the Director of Health Services or his designee, if awarded, to accept up to $52,215 in
County CDBG funding and enter into a contract with the County Community Development
Department to perform all responsibilities in relationship to receipt of the funding and contracted
provisions for FY 2002-2003.
FISCAL IMPACT:
The 25% match requirement for CDBG funding will be met by funds committed by the City of
Walnut Creek for improvements to the shelters. No additional County funds are required at this
time.
BACKGROUND:
The CentralCounty Shelter, located at 2047 Arnold Industrial Way, was built in the early 1990's
to accommodate 50 homeless individuals in need of food and shelter, Since that time, the
services have been expanded to provide a more comprehensive package that includes case
management, healthcare screenings, information and referrals to mental health and substance
abuse services, and housing search assistance. In November 2000, the shelter was augmented
to Support homeless families in the County who needed assistance.
Last year, the County renovated the Brookside Shelter in Richmond, CA. It is now time to make
improvements to the facility in Concord that will benefit the adults and children residing in that
facility, Renovations and improvements are needed for the health and safety of all residents and
to provide functional adequacy of the Emergency Shelter for Adults and Families.

RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Agreement #28-
702, (#47-722) with Contra Costa Children and Families Commission, to pay
the County $604, 000, for the period from July 1, 2002 through June 30,
2003 , for the Home Visiting Program.
FINANCIAL IMPACT:
Approval of this Agreement will result in $604, 000 from the Contra Costa
Children and Families Commission for the Home Visiting Program. No County
funds are required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
The Children & Families Commission has adopted a Home Visiting strategy
which has been developed through extensive collaboration and planning
with representatives of nine home visiting programs in Contra. Costa
County. The goal of the Home Visiting Program plan is to assure that
children, ages 0-5, in our communities are healthy and have access to
quality preventive well-child primary care.
Three certified sealed copies of the Board order should be returned to
the Contracts and Grants Unit .

BACKOROtFND ZREAS0X(S) FOR RECOMMENDATION(S) :
The Contra Costa Children & Families Commission, in collaboration with
the County' s Family, Maternal and Child Health Programs will coordinate
and administer the Tobacco Education Project to support healthy home and
community environments free of tobacco smoke and substance abuse by
family members . This Project will coordinate existing tobacco cessation
efforts and develop collaborative countywide efforts to reduce environ-
mental tobacco smoke exposure among children, ages 0-5 .
