Ujima Family Recover Services
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOFZIENDATION(S :
Approve and authorize the Health Services Director, or his designee (Chuck
Deutschman) to execute on behalf of the County, Novation Contract #74-084 -2
with Ujima Family Recovery Services, in an amount not to exceed $490,412,
to provide CalWORKs Perinatal Treatment services for women at The Rectory,
for the period from July 1, 2001 through June. 30, 2002 . This Contract
includes a six--month automatic extension through December 31, 2002, in an
amount not to exceed $21.8, 394 .
FISCAL I;HP111CT:
This Contract is loot funded by State CalWORKs funds through the Department
of Employment and Hunan Services.
CHILDREN' S IMPACT STATEMENT:
This Alcohol, and Drug Abuse program supports the Board of Supervisors'
"Families that are Safe, Stable, and Nurturing" community outcome by
providing parenting education, stability, and safety for mothers (and their
children) and pregnant women who are alcohol and drug dependent, while they
are in substance abuse treatment. Expected outcomes include delivery of
drug-free babies, decreased use of alcohol, tobacco and other drugs,
reduction in the number of relapses, and creation of a sober social. network.
BAC CGRtOL3I DlREA.SOX(S) FOR RECQIi-=NDATION(S) :
This Contract meets the social needs of County' s population in that it
provides family-centered alcohol and drug treatment services to pregnant and
parenting women, in order to prevent perinatal substance abuse and improve::
birth outcomes .
On October 17, 2000, the Board of Supervisors approved Contract #74-084 (as
amended. by Contract Amendment Agreement #74-084-1) with Ujima Family
Recovery Services, for the period from. July 1, 2000 through June 30, 2001,
which included a six--month automatic extension through December 31, 2001,
for the provision of perinatal residential treatment services for CalWORKs
participants at Contractor' s facility known as The Rectory.
Approval of Novation Contract #74-084-2, will replace the six -month
automatic extension under the prier Contract and will allow Contractor to
continue providing services through June 30, 2002 .

Seneca Residential and Day Treatment Center, Inc .
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Donna
Wigand) to execute on behalf of the County, Contract Amendment Agreement
#24-602-19, effective November 1, 2001, with Seneca Residential and Day
Treatment Center, Inc. , to amend Contract #24-602-18, to increase the total
Contract Payment Limit by $437, 500 from $73, 500 to a new total payment limit
of $51.1, 000, and to add a six-month automatic extension through December 31,
2002 , in an amount not to exceed $191, 625 .
FISCAL IMPACT:
This Contract is funded 100. by Federal Medi-Cal and State EPSDT funds .
CHILDREN'S IMPACT STATEMENT:
This Mental. Health Program supports the following Board of Supervisors '
community outcomes : "Children Ready For and Succeeding in School" ;
"Families that are Safe, Stable, and Nurturing" ; and "Communities that are
Safe and Provide a High Quality of Life for Children and Families" .
Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional.
Assessment Scale (CAFAS) .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that it
provides a multi-disciplinary treatment program as an alternative to
hospitalization for minors who need active psychiatric treatment for acute
mental, emotional or behavioral disorders .
On June 19, 2001, the Board of Supervisors approved Contract #24-602-18 with
Seneca Residential and Day Treatment Center, Inc. , for the period from July
1, 2001 through June 30, 2002, for the provision of intensive day treatment,
mental health, medication support, crisis & case management services for
County-referred minors .
Approval of Contract Amendment Agreement #24-602-19 will allow the
Contractor to provide additional services, including services for Medi-Cal
eligible County-referred minors, through June 30, 2002 .

behalf of the County, Contract Amendment Agreement # 6-394-3 with
Healthcare Financial Staffing, to amend Contract #26-394-2,
effective January 1, 2002, to increase the total Contract Payment
Limit by $98, 000 from $202, 000 to a new total payment limit of
$300, 000 .

Effective July 1, 2000, Medicare began to reimburse the County under
the Ambulatory Payment Classification (APC) system for all Medicare
clinic and emergency visits and outpatient surgeries . The APC
reimbursement system requires correct, verifiable capture and
Current Procedural Terminology (CPT) coding of all procedures and
International Classification of Diseases (ICD-9) coding of
diagnoses . CPT coding is very complex and, depending upon the type
of billing form. required (HCFA 1500 or UB92) , different CPT codes
may need to be applied. In addition, all charges must logically
flow to one of the coded CPT procedures .
On May 22, 2001, the Board of Supervisors approved Contract #26-394-
2, with Healthcare Financial Staffing, for the period from July 1,
2001 through June 30, 2002, to provide qualified professionals to
assist the Department with implementation of the APC system for the
County' s Medicare papulation.
Approval of Contract Amendment Agreement #26-394-3, will allow
Healthcare Financial Staffing to continue to provide services
through June 30, 2002 .

Robert A. Hardy, M.D. , effective at the close of business on
January 1, 2002 .
FINANCIAL IMPACT:
Funding for this Contract was included in the Health Services
Department 's .Enterprise 1 budget .
REASONS FOR RECC3MMENDATIONS/BACKGROTJND
On June 20, 2000, the Beard of Supervisors approved Contract #26-
917-9 with Robert A. Hardy, M.D. , for the period from July 1, 2000
through June 30, 2003, to provide Ophthalmology services,
including consultation, proctoring, acting as a surgical
assistant, performing surgical procedures, and ran-call coverage
services to the Contra Costa Regional Medical Center and Contra
Costa Health Centers .
Since November 1993, the County has been contracting with Dr.
Robert A. Hardy to provide professional Ophthalmology services for
Contra Costa Regional Medical Center. Since July 2000, the
Department has not utilized the Ophthalmology services of Dr.
Robert A. Hardy, nor has Dr. Hardy provided services under this
Contract . Approval of Cancellation Agreement ##26-917-10 will
allow County and Contractor to mutually terminate Contract ##26-
917-9 with Robert A. Hardy, M.D.

On December 2001, the County Administrator approved and the
Purchasing Services Manager executed Contract #23-320 with
Compliance Solutions, LLC, for the period from October 1, 2001
through June 30, 2002, for the provision of consultation and
technical assistance to the Department with regard to implementation
of the DSG Electronic System.
Approval of Contract Amendment Agreement #23-320-1 will allow
Contractor to provide an additional level of services with regard
to the Commercial Billing Backlog Project, through June 30, 2002 .

Approve and authorize the Health Services Director, to execute on behalf of
the County as follows :
1. Cancellation Agreement #26-980-1 with John L. Kronick, M.D. , effective
on the close of business on December 31, 2001; and
2 . Contract #26-980--2 with John L. Kronick, M.D. , (specialty: Orthopedic
Surgery) , for the period from January 1, 2002 through December 31,
2002, in an amount not to exceed $136, 200, for the provision of
professional Orthopedic Surgery services.
FISCAL IMPACT
Cort to the County depends upon. utilization. As appropriate, patients
and/or third party payors will be billed for services ,
8ACKGROUND/REA SON(S) FOR RECOMENDATION(8) :
On January 9, 2001, the Board of Supervisors approved Contract #26-980 with
John L. Kronick, M.D. , for the period from January 1, 2001 through December
31, 2003 , to provide professional Orthopedic Surgery services, including,
but not limited to, consultation, training, on-call coverage services, and
medical and/or surgical procedures for Contra Costa Regional Medical and
Contra Costa. Health Centers.
Due to a reduction in hours of Orthopedic services provided by the
Contractor, the Department and the Contractor have mutually agreed to
renegotiate the Contract Payment Provisions and the term, to reflect the
intent of the parties, which will allow the Contractor to be paid a fee-
for-services instead of a monthly rate. Therefore, in accordance with
Paragraph 3 . (Term) of the Contract, the Department and Contractor have
agreed to a mutual cancellation. of Contract #26-980 . .Approval of
Cancellation Agreement #26-980-1 will accomplish this termination.
Under Contract #26-980-2, Contractor will provide professional Orthopedic
Surgical services, including, clinical coverage, consultation, training,
on-call coverage services, and medical and/or surgical procedures through
December 31, 2002 .
