Rupf, Sheriff-Coroner County DATE: November 26, 2001 SUBJECT: Contract for Sale of Property by Auction SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Sheriff, or designee, to sign on behalf of the Countyacontract with PropertyBureau.com to sell certain property through an on-line auction service, beginning December 1, 2001 and continuing until terminated by either the County or PropertyBureau.com. II. FINANCIAL IM'P'ACT: NONE. Ill. BACKGROUNDtREASON(S) FOR RECOMMEN©ATIONfS): Under the terms of the contract, and in accordance with applicable statues and County Ordinance Code requirements, PropertyBureau.com will auction property obtained by the Office of the Sheriff during the normal course of business. Most property offered for sale on the PropertyBureau.com auction site comes directly from law enforcement agencies throughout the United States. All applicable legal prerequisites for the sale of the particular type of property involved will be followed by the Office of the Sheriff. The use of this service will eliminate the need for Office of the Sheriff personnel to list items on line and monitor replies, send items to the purchaser, and collect money. IV. CONSEQUENCES OF NEGATIVE ACTION: Without the contract with PropertyBureau.com, the Office of the Sheriff would not have a method to dispose of surplus property. RACKCi'ROI?ND• The Department selected Ms. Sussman to fill the Long-Term Care Integration Planning Project Manager position as a result of a competitive solicitation in late-2001 (RFI#143). The Project Manager will act as a consultant to the Employment & Human Services Department, the Health Services Department, and a 25 member Project Task Force. The goal of the Project Manager position is to develop a seamless system of long term care services with consumer choice by creating an integrated system of care for seniors and adults with disabilities who reside in the County. Under this Contract, Ernst & Young, LLP, will provide professional services to certify that the Plan' s cost report for FY 2000/2001 was prepared in conformity with 42 CFR. 417, Subparts C and D, Principals of Reimbursement for Provider Costs and the Medicare Health Maintenance Organization/Competitive Medical Plan Manual . This Contract includes a six-month automatic extension through December 31, 2002 , in an amount not to exceed $118, 260 . FISCAL IMPACT: This Contract is funded by State CalWORKs funds through the Department of Employment and Human Services . CHILDREN'S IMPACT STATEMENT: This Alcohol and Drug Abuse program supports the Board of Supervisors ' "Families that are Safe, Stable, and Nurturing" community outcome by providing parenting education, stability, and safety for mothers (and their children) and pregnant women who are alcohol and drug dependent, while they are in substance abuse treatment . Expected outcomes include delivery of drug-free babies., decreased use of alcohol, tobacco and other drugs, reduction in the number of relapses, and creation of a sober social network. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County' s population in that it provides family-centered alcohol and drug treatment services to pregnant and parenting women, in order to prevent perinatal substance abuse and improve birth outcomes . On September 19, 2000, the Board of Supervisors approved Contract #74-078 (as amended by Contract Amendment Agreement #74-0781) , with Bi-Bett Corporation, for the period from July 1, 2000 through June 30, 2001, to provide perinatal residential treatment services to County' s CalWORKs clients . Approval of Novation Contract #74-0782 will replace the six-month automatic extension under the prior Contract, and allow Contractor to continue to providing services, through June 30, 2002 . Approval of Contract 427-352-4 will allow the Contractor to continue to provide services through December 31, 2002 .
