APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND the
contract(421-727-1)with Michael D. Lantry Consulting, a contract for technical consulting and project
management support services, increasing the contract amount by$667,200 from $603,660 to a new contract
payment limit of$1,270,860 for the period April 1, 2001 through June 30, 2002.
FINANCIAL�IMPACT,.

Michael Lantry Consulting provides technical consultation and management support for CalWIN ensuring the
department technical infrastructure effectively handles CalWIN requirements and the management of the project
complies with contractual requirements. Consultation services support Employment and Human Services
Department(EHSD)technical staff including assessment of policies and procedures, recommendation and
implementation of best practices, and guidance.
EHSD contracted with Michael Lantry Consulting in March 2001 in the amount of$24,948 for CalWIN
technical consultation and management support. The contract was amended in May 2001 extending the contract
services through June 30, 2002 and increasing the payment limit to $603,660. Contractual services are currently
utilized in C3131S and Process Assessment. The complexity of data warehouse development requires utilizing
the skills and knowledge of a Data Warehouse expert to assist with the development of the system. Process
Assessment focuses on Information Technology functions and performance. The complexity and
interrelationships of Information Technology functions require additional commitment of contractual resources.
The support for C3I3IS, CalWIN including the creation of the in-house project team beginning January 2002,
and expansion of the Process Assessment keeps the project on tract, improves the project function, and assists
with change management activities.

CHILDRE IS IMPACT SIATEMENT:
This action will directly support the third outcome on the Children's Report Card, "Families that are
Economically Self-Sufficient". Contract activities provide job searches and potential employment for in-
school youth participants and also for those receiving follow-up services.
BACKGROUND:
On July 24, 2001 (c.81) the Board of Supervisors authorized EHSD to contract with the Contra Costa County
Office of Education in the amount of$630,000 for youth development programs for in-school youth.
This amendment adds funds to cover additional services, which include the costs of 12-month follow-up
services for youth who recently exited the Office of Education youth development program, and actual
expenses incurred by the Office of Education for its summer program.

APPROVE Change Order No. 14 to the Contract dated September 12, 2000 for construction of the New
County Office Building at 4549 Delta Fair Boulevard, Antioch with Roek Construction, Stockton,
California and AUTHORIZE the Director of General Services to execute the Change Order, which
provides for installation of office landscape partitions and increases the Contract Price by$81,372.16 for a
total Contract Price of$6,504,906.96.
11. FINANCIAL IMPACT
There are sufficient funds in the plant acquisition account to cover Change Order No. 14.
Ill. REASON(S) FOR RECOMMENDATION I BACKGROM
The Employment and Human Services Department has purchased office landscape partitions for
approximately 205 workstations in the new county office building at 4549 Delta Fair Boulevard, Antioch.
This Change Order No. 14 adds the installation of those workstations to the contract. It was not possible
to include this installation work in the original bid documents because the final workstation design was
not known at that time. It is in the County's interest to have the installation work as part of the building
construction contract because the cabling and electrical hook-up of the workstations is included in that
contract.

RECOMMENDATION
APPROVE and AUTHORIZE the Director of Human Resources, or designee, to execute a
contract amendment with Venturi Staffing Services, AppleOne Employment Service,
TAC Staffing Services, and TSU Staffing, Inc., to extend the term from December 31,
2001 through July 31, 2002 and increase the payment by $750,000.00 to an new
payment limit of $4,100,000.00 to provide temporary help to County agencies,
departments or offices.
BACKGROUND
The County frequently requires temporary help to assist County agencies, departments,
or offices during peak loads, temporary absences and emergency situations. It is in the
economic interest of the County to provide such temporary help by contract with
temporary help firms since they include all insurance coverages in their rates, thus
reducing future County liabilities. Temporary help obtained under these contracts may
not be used in place of employees in the case of a labor dispute or for more than 90
days for any single instance of peak load, temporary absence or emergency situations
as governed by State law.
