DATE: January 15, 2002 SUBJECT: CDBO Public Service Proposal — Service Integration Substance Abuse/Mental Health Component SPECIFIC REQUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION RF COMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to submit a proposal to the Contra Costa County Community Development Department for $ 15,000 to continue supporting a Substance Abuse/Mental Health component of the Service Integration Program. BACKGROUNDtREASON(S) FOR RECOMMENDATION(S): The Service Integration Teams(SIT) provides integrated services from the County Departments of Employment and Human Services, Health Services, and Probation to the communities of Bay Point, North Richmond and "Old Town" San Pablo. Services provided Include employment services, CaNWORKstFood Stamps/MediCai, Child Welfare, Public Health, Children's Mental Health, Probation and linkage to the public schools. This proposal would support the continuation of the SIT Substance and Adult Mental Health Services, initiated in the fall of 1998, and support the SIT program's on-going collaborative partnership with New Connections, a behavioral health care services agency. Substance abuse and adult mental health services are a critical need in the SIT communities. The incorporation of these services into the SIT program's integrated services program model allows families in the SIT communities to be served in a comprehensive and holistic manner. The CDBG proposal will provide a full-time Substance Abuse and Mental Health Counselor to provide families living in Bay Point, North Richmond and "Old Town" San Pablo with pre-treatment, assessment and referral services. The counselor will also provide training and consultation services to SIT staff, multiplying services to SIT families and the communities at a decreasing cost of services per person served. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): The Service Integration Team (SIT) Program provides integrated services of the County departments of Employment and Human Services, Health Services, and Probation to the communities of Bay Point, North Richmond and "Old Town" San Pablo. Services provided include Employment Services, CalWORKs/Food Stamps/MediCal, Child Welfare, Public Health, Children's Mental Health, Probation and linkage to the public schools. In May 1998, the Bay Point SIT established the Bay Point Works Community Career Center. This proposal would support the continuation of this community-run Employment Center. Bay Point has the highest unemployment rate in East Contra Costa County. The Spring 2000 Contra Costa County Children's Report Card reports the unemployment rate in Bay Point to be 6.0 %. Bay Point has a strong need for employment-related services. The Bay Point Community Career Center has developed new services and resources for Bay Point residents since its grand opening in April 1998, and it is viewed as a positive asset for the community. The Career Center's membership surpasses 2,000 residents. This CDBG proposal will staff positions at the Career Center filled by Bay Point residents. These positions support a neighbor-to-neighbor strategy of moving community resideZinte workf ce and up the job ladder to long-term self-sufficiency. Agreement #28-584 with the Regional Center of the East Bay (RCEB) , to pay the County a maximum of $9, 006 in start-up funds for development of an Adult Social Recreation Program in Concord (George Miller Center - East) , effective April 15, 2001; and 2 . Agreement #28-684-1 with RCSB, at the rate of $15 . 88 per direct service hour, for the period from January 1, 2002 through December 31, 2002 , to implement the Adult Social Recreation Program pilot project at George Miller Center East . FINANCIAL IMPACT: The total funded amount under this Agreement will be determined by the number of direct service hours provided by the County. The projected amount is $83 , 370 . No County funds are required. BACKGROUNDLREASON(S) FOR RBCOMMENDATI ON(S) : The George Miller Centers, located in Richmond and Concord, have provided education and therapeutic services to Contra Costa County residents with developmental disabilities, since 1968 . This Program will allow the George Miller Center to develop an Adult Social Recreation Program for up to twenty-five (25) developmentally disabled Contra Costa County adults, through December 31, 2002 . The Grantor has requested to be held harmless and indemnified as part of their standard for approval of this Agreement with the County. Except for funding this Project, RCEB will have no direct involvement in the implementation of this Project . Therefore, in the view of County Risk Management this indemnification will create a minimal potential loss . The Health Services Department desires to expedite approval of the Agreement as written. Department of Health Services, for the period from July 1, 2001 through June 30, 2002, for HIV laboratory testing services provided by the County' s Public Health Laboratory. This Standard Agreement provides a maximum amount not to exceed $50, 000 during the term of the Agreement . FISCAL IMPACT: Under this Agreement the State will pay the County on a fixed price of $95 per HIV viral load test. The maximum amount payable to the County will not exceed a total of $50, 000 . No County funds are required. B CKGRg1M/REASQNN(S) FORR.ECt3 E,Ni3ATION(S) : On September 19, 2000, the Board of Supervisors approved Standard Agreement #28-609-3 (#00-90582) with the State Department of Health Services, for the period from July 1, 2000 through June, 30, 2001, for $69, 100 in State funding, to provide virus load testing. Under Standard Agreement #28-609--4 (State #01-15948) , this project will provide viral lead testing services to the County' s AIDS Program, as well as to ether county health department AIDS programs . The testing is funded by the State Office of AIDS which is providing this service to HIV infected persons who are not Medi-Cal eligible, do not have private insurance, and who otherwise could not afford this service. Viral Load Testing is important in prognosis and management of antiviral therapy.
