RESOLUTION HONORING JACK GARCIA RESOLUTION NO. 2002/33
UPON HIS RETIREMENT FROM THE
GOODWILL INDUSTRIES OF THE
GREA'T'ER EAST BAY, INC.
WHEREAS, Jack Garcia led Goodwill Industries of the Greater East Bay through a stellar period of
distinguished service to the County of Contra Costa and its citizens in the performance of workforce
development programs; and
WHEREAS,Jack Garcia's association with the East Bay Goodwill in an executive capacity encapsulated a
period of thirteen years during which nearly 12,000 men and women were placed into competitive employment,
over 33,000 people were provided assistance in finding a job and vocational services were delivered to over
72,000 individuals,and
WHEREAS, Jack Garcia's first year as Chief Executive Officer of Goodwill Industries of the Greater East Bay
saw the agency honored by the Contra Costa Board of Supervisors as the County's Non-profit Organization of
the Year, and subsequent commendation issued to the agency for its workforce developments in 1999 and;
WHEREAS, Sack Garcia spearheaded the expansion of the Goodwill Job Training and Placement Center in
Antioch to provide a comprehensive source for a full range of workforce development programs and services in
the East County, and
WHEREAS, Jack Garcia applied the highest standards of retail excellence to the network of Goodwill thrift
stores with outlets in Antioch,Concord, El Sobrante, Pinole,Pittsburg,Pleasant Hill,Richmond and Rodeo to
provide quality merchandise at affordable prices for County residents, while at the same time creating and
expanding paid training opportunities for county residents with handicaps to employment; and
WHEREAS, January 20, 2002 marks Jack Garcia's retirement from the position of Chief Executive Officer of
Goodwill Industries of the Greater East Bay.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County does
hereby commend lack Garcia for his impressive accomplishments and public service.

W,I R.LAS Chief.l ficheal E. Phalen is retiring from the City of Pleasant Hill after 31 years of
exemplary service; and
WHEREAS Chief Aficheal E. PAden's dedicated service included three gears as a Police Officer
u;ith the City of 'walnut Creek before becoming a Police Officer with the City of Pleasant Hill in
1970; and
WHEREAS, he was promoted through all of the Police Department ranks and was appointed Chief
of Police in July of 1996; and
WHEREAS Chief Phalen contributed to the betterment of the Police Department by earning AA,
BA, and MA college degrees; and
WHERE4,5 his career has included assignments in the Investigations, Patrol, and Services Divisions;
and
WH.LRE45, Chief Phalen has taught criminal justice and recruit training courses at Diablo
Valley College, Los Medanos College and College of the Redwoods; and
tME) S, he has been instrumental in working uA4 a variety of community groups and
organizations.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors does hereby thank
with sincere appreciation CAiefAficheal E. Phalen for his 31 years of dedicated service to the City
of Pleasant Hill and Contra Costa County.

RESOLUTION HONORING RESOLUTION NO. 2002/ 4
CAESAR PERALES AS
LAFAYETrE CHAMBER
OF COMMERCE BUSINESS
PERSON OF THE YEAR
WHEREAS, Caesar Perales currently serves as a volunteer Treasurer of the Chamber of Commerce and the
Lafayette Arts and Science Foundation, and
WHEREAS,Caesar Perales has helped to create programs of mutual support between the two prominent local
organizations and has been a voice for the support of local businesses whom they solicit for donations; and
WHEREAS, Caesar Perales has aggressively worked with the Lafayette Arts and Science Foundation to help
strengthen local schools which has helped the Chamber's mission of"enhancing the quality of life in Lafayette"
and;
WHEREAS, Caesar Perales opened his own practice in Lafayette twelve years ago and with his move to
Lafayette changed his volunteerism efforts from a larger scale to local organizations as well as an array of
activities supporting his three children. Be has volunteered to coach a variety of girls and boys L1vI5?A
teams; and
WHEREAS, In Caesar Perales own words, "is driven by what is right...what makes sense".
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County does
hereby honor

HWEW 'A5 Lieutenant,jack M. Harper is retiring from the City of Pleasant .Hill Police
Department and
4WER,A95 LieutenantJack M.. Harper's dedicated service included three years in the Army as
a Military Police Sergeant and a Reserve Police Officer with the City of Mountain View before
becoming a Police Officer with the City of Pleasant Hill in 1973; and
RHERE9S, he was promoted to the rank of Police Corporal in 1980, to Police Sergeant in 1982,
and Police Lieutenant in 1995; and
94�ffM5; Lieutenant Harper contributed to the betterment of the Department by earning both
AA and BA college degrees and with his Spanish speaking skills that were frequently called upon; and
VGHER 0 his career has included assignments in the Investigations, Patrol, Traffic, and Training
Divisions; and
9WERE S Lieutenant Himer has been instrumental in the training of police recruits and
officers in Domestic Violence and in Ethics, and he has served on a number of local and state
commissions to prornote better training on these important topics, and
U ERS; he has been actively involved in the community as a member of the Pleasant.Hill Lions,
Fourth of July Commission, and CASA, and was twice President of the Police Association;
NOW THERE,,1;ORF, BE IT RESOLVED that the Board of Supervisors sloes hereby thank
with sincere appreciation Lieutenant,jack Mlarper for his 28 years of dedicated service to the
City of Pleasant Hill.

Officer with the City of Los Altos before becoming a Police Sergeant with the City of Pleasant Hill in
1970, and
