Recommended Action: APPROVE and AUTHORIZE the Public Works Director to execute, on behalf of Contra Costa County, an amendment to the consulting services agreement with Diaz, Diaz and Boyd Inc., increasing the payment limit from $50,000 to $75,000 effective from December 31, 2001 to December 31, 2002, for real property appraisal services in connection with the State Route 4 West Cap Project. Consequences of Negative Action: The County would be unable to retain the services necessary to complete the assigned project in a timely manner. All of the project's costs will be funded through Community Development Block Grant funds, Load Funds,and/or Redevelopment Funds. 111. Reasons for Recommendations and Background: Applying for and obtaining grants allows the County to construct more improvements than would be possible without obtaining grant funds. The Bayo Vista area Curb Ramp Phase I project consists of installing curb ramps at intersections in the Bayo Vista Housing Authority area, in the Rodeo area. The curb ramps are needed to facilitate the movement of people in wheel chairs, and mobility impaired pedestrians along the streets of the Bayo Vista area. IV. Consequences of Negative Action: Failure to approve the submittal of this application will eliminate a potential funding source and possibly delay the construction of the project. Financial impact: There will be no financial impact to the General Fund. All of the projects will be funded through Transportation Development Act Grant Funds, Road Funds. Ill. Reasons for Recommendations and Background: Applying for and obtaining grants allows the County to construct more improvements than would be possible without obtaining grants. The following is a brief description of each of the projects listed above. The Olympic Boulevard Pedestrian Path will construct a 5'wide asphalt concrete pedestrian path along the shoulder of Olympic Boulevard between the existing path on the south side of Olympic Boulevard at Tice'Valley Road, and the path on the north side of Olympic Boulevard at Pleasant Hill Road. The connecting path will be constr ucted on the south side of Olympic from Tice Valley to Newell Court. At Newell Court, a cross walk and signage will direct pedestrians to the north side of Olympic where the new path will continue west to Pleasant Hill Road. A split rail wood fence will be constructed along the length of the path to prevent vehicles from crossing the path to access West Newell Avenue from Olympic Boulevard. The Pomona Street Bike Lanes and Sidewalk Phase l project will replace an existing asphalt concrete path and a wood retaining wall with concrete curb and sidewalk and a wood-steel retaining wall on Pomona Street between Rolf Avenue and 3rd Avenue. This path is in front of the John Swett High School and the Carquinez Middle School. The students of both schools use Pomona Street as access to the schools. The Bicycle Safety Education Project is administrated by the Health Services Department and provides a wide range of bicycle safety programs throughout the county. IV, Consequences of Negative Action. Failure to approve the submittal of these applications will eliminate a potential funding source and possibly delay the construction of the projects.
