FISCAL IMPACT The recommended action would convert a loan for establishment of the Contra Costa Centre Association's Transportation Demand Management (TDM) program to a grant. The funds were originally loaned to the Contra Costa Centre Association from the assessment district proceeds received in 1983 and 1988. The underlying assessments were paid by the members of the Centra Costa CentreAssociation—the commercial property owners within the Pleasant Hill BART Station Area. TDM programs are an essential aspect of the Pleasant Hill BART Station Area Specific 'Plan implementation program. The Centre Association's program has been established and in place for over 15 years. The TDM program is achieving its specified goals in terms of reducing the usage of single occupied vehicles by area employees. The loan of$77,000 made in 1986 was from funds derived from the formation of assessment districts 1983-1 in 1985-3. The loan was for start up costs to establish the TDM programs. The parties paying the assessment are the members of the Contra Costa Centre Association. All assessments have been paid off or are being paid off and are current. The 1985 action contemplated that the loan for start up of the TDM program could be forgiven in the future. On December 5, 2001 a letter was received from the Contra Costa Centre Association requesting that the loan be forgiven. This will enable the Centre Association to devote its funds to maintaining the transportation the TDM program as well as the child care program that.they currently administer for area employees. A process has been initiated to provide an ongoing source of revenue for the continued operation of the TDM program through the establishment of a County service area. The County service area will be in place on or prior to July 1, '2002, thereby providing a seamless transition to a permanent funding source for the TDM programs.
