BACKGROUND: On February 6, 2001, the Board referred to the:.Internal Operations Committee (IOC) consideration of, and funding;opportunities for, County participation in afterschool programs. The Beard also asked that the IOC review the County Cultural Plan for opportunities to support afterschool programs and linkages. , Development of recommendations to strengthen the County's afterschool system was the main focus of the Policy Forum's After School Task Farce in 2000. The IOC indicated that it wished to establish the County as a stakeholder in the afterschool system, since the County is impacted', by the effects of the lack of afterschool activities, such:as by juvenile crime, teen pregnancy, etc. As a stakeholder,the County could facilitate the development of collaborative programs led by community--based organizations and involving schools, cities, law enforcement and Gathers. Based on recommendations of the After School Task Force, County staff developed a concept paper for an afterschool pilot program. The Board of Supervisors, during the 2001-2002 Budget Hearings, allocated $590,000 ($540,000 in TANF Incentive Funds and $50,000 in General Funds)to fully develop and implement the program. Contra Costa County, in collaboration with the vilest County, Pittsburg, Mt. Diablo and Antioch school districts, submitted an Afterschool Learning and Safe Neighborhoods Partnership Grant Application in the amount of$1.5 million. Unfortunately, due to projected State budget deficits, this grant opportunity is in jeopardy and awards may not be made pending the outcome of State budget deliberations. The !OC continued to work with County staff'to refine the pilot program concept. Through reports and discussions in March,June, August, October and December, the IOC worked closely with County staff to frame the afterschool programinitiative by identifying existing services and funding sources that might be integrated into a Countywide program. County departments were surveyed to identify expenditures on youth-related activities that might b coordinated with afterschool programs and new funding opportunities,either through expansion of existing funding streams or through new sources such as foundationsor philanthropic organizations. Staff from the County Administrator's Office provided a summary of current linkages between County programs and local schools,a listing a major State and Federal funding sources for afterschool programs, materials collected from a joint legislative committee informational hearing on afterschool programs, an inventory of programs in the main CalwORKS districts (Antioch, Pittsburg,'Mt. Diablo unified Schaal District and West Contra Costa Unified School District)that can partner with the County to provide afterschool programs, a comprehensive assessment of afterschool programs in the targeted areas, discussion of potential"afterschool;;partners and issues in the County, and a program outline. On August 7, the Board of Supervisors approved the Aftersehool4All initiative. The County Administrator's Office conducted a recruitment for a part-time Aftersc ool4A11 Coordinator, and selected a Kathi McLaughlin to serve in this capacity. On December 4 the Board of Supervisors authorized the Employment and Human Services Director to issue two requests for proposals; one in the amount of$150,000 for comprehensive afterschool programs and one in the amount of $340,000 (requiring $300,000 in matching funds) that focuses on health services that can be provided through afterschool programs. The IOC recommends that the Family and Human Services Committee be requested to follow-up on the award of grants under the initiative and implementationofafterschool programs, since afterschool services are consistent with the mandate of the Family and Human Services Committee..
