HomeMy WebLinkAboutMINUTES - 01082002 - C90 TO: BOARD of SUPERVISORS - $ `.` Contra FROM: INTERNAL OPERATIONS COMMITTEE - Costa DATE: JANUARY 8, 2002 County SUBJECT: STATUS OF IMPLEMENTING MULTI-LANGUAGE CAPABILITIES OF THE COMMUNITY ALERT NETWORK SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ACCENT report on the status on the implementation of the multi-language capabilities of the Community Alert Network, and REFER to the 2002 Internal Operations Committee continued monitoring of this project: BACKGROUND: The Internal Operations Committee was asked by the Board to receive updates from, and provide additional direction to, the Health Services'Department, Hazardous Materials Division (HazMat) on the implementation of the multi-language capabilities of the Community Alert Network. The Committee received status reports in March, May, August and December, and has worked with HazMat and the Laotion Organizing Project (LOP) in defining the scope and securing;funds'' for the project. Funding commitments have been received in the amounts of $100, 00 from the California Air Resources Board and $40,000 from the Bay Area Air Quality Management Board. Acquisition of this funding will enable the Department to proceed with the first phase of the multi- language messaging project, entitled "The Implementation of the Laotion Language Pilot of the Emergency Telephone Ring Down System"'. The project consists of the following components:, aminstration, hiring, training, workplan development,'publicity, database development, test, updating/maintenance, and evaluation. HazMat, in conjunction with the LOP recruited widely for a project coordinator, interviewed seven applicants and selected Haeng Tooaly, Of the Laotion community to lead the project. It is anticipated that it will take one to two months to recruit and'select'outreach staff for the project, three to four months to collect the necessary data., and one to two months to test the data. Therefore, it is recommended that this item'be kept on referral for ongoing monitoring by the Internal Operations Committee.
