Cheng, M.D. , (Specialty: Anesthesiology) , to amend Contract #26-987, effective December 1, 2001, to extend the term of the Contract through June 30, 2002 and to increase the total Contract Payment Limit by $204, 000, from $66, 000 to a new total payment limit of $270, 000 . FISCAL IMPACT: Cost to the County depends upon utilization. As appropriate, patients anal/car third party payors will be billed for services. BACKGROUND/REASON(S) FOR RECOMMENDATIONS : On October 23 , 2001, the Board of Supervisors approved Contract #26- 987 with Anthony C. Cheng, M.D. , for the period from October 1, 2001 through December 31, 2001, to provide professional Anesthesiology services, including consultation, training, medical procedures, clinical coverage and on-call coverage services for the General and Obstetric Units for patients at Contra Costa Regional Medical Center. Approval of Contract Amendment Agreement 26-987-1 will allow Contractor to provide additional services through June 30, 2002, while negotiations for a multi-year renewal Contract continues . SPECIFIC REQUEST($)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director or his designee (Patrick Godley) , to execute on behalf of the County, Contract #23-267-3 with Epstein Becker & Green, P.C. , for the period from December 1, 2001 through November 30, 2002 , unless sooner terminated as provided in the Contract, for the provision of specialized legal services related to managed care issues . FISCAL IMPACT: Contractor shall be paid a fee rate of not less than $95 . 00 per hour nor more than $425 . 00 per hour in accordance with the Contractor' s usual and customary hourly billing rates for its services, as approved by the Health Services Director or his designee. The Contractor will also be reimbursed for travel on behalf of the County, as approved in advance by the Health Services Director or his designee, and for miscellaneous expenses actually incurred in the provision of Services under the Contract . This Contract is funded by Enterprise I in the Health Services Department ' s budget . BACKGROUND/REAS QN(S) FCR RECOMMENDAT I(7N(S) s Epstein Becker & Green, P.C. , has one of the largest national law practices devoted to health care law. Their clients include HMOs, PPOs, IPAs, group health insurers, hospital systems and a variety of other managed care related companies. In addition to their background in managed care litigation, they have extensive expertise in health care transactional and regulatory law, including issues involving the Knox-Keene Act, Medicare issues and a wide variety of subscriber and provider contract issues . On November 16, 1999, the Board of Supervisors approved Contract ##23--267 (as amended by Contract Amendment Agreements #23-267-1 and #23-267-2) with the Contractor for the period from December 1, 1999 through November 30, 2001, to provide the Department with temporary specialized legal services regarding Managed Care issues, including the, Medi-Cal Local Initiative Health Plan contract and ongoing litigation concerning Health Plan rate issues . This Contract includes a six-month automatic through December 31, 2002, in an amount not to exceed $48,735. FISCAL IMPACT. This Contract is loot Federally funded. CHXLDPCXN 1 S IMPACT STATFM=: This Alcohol and Drug Abuse treatment program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and Families" community outcomes by providing individual, group, and family counseling; substance abuse education; rehabilitation support services; and substance abuse prevention services. Expected outcomes include . ncreased knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery. SACKGROMM/REASON(S)_FOR RECOMENDATICIN(S l : This Contract meets the social needs of County's population in that it provides a specialized substance abuse treatment and counseling services so that addicted adolescents are provided an opportunity to recover from the effects of alcohol and other drug use, become self-sufficient, and return to their families and communities as productive individuals. On December 12, 2000, the Board of Supervisors approved Novation Contract #74-024-1 with Center Point, Inc. , for the period from January 1, 2001 through June 30, 2001 (which included a six-month automatic extension through December 31, 2001) for the provision of residential substance abuse treatment and outpatient after care counseling services for County-referred adolescents and their families. Approval of Contract #74-024-2 will allow the Contractor to continue providing residential substance abuse treatment services through ,lune 30, 2002.
