Approval of Novation Contract ##74-128.1 with
Charis Youth Center
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION t S Y:
Approve and authorize the Health Services Director or his designee (Donna
Wigand) to execute on behalf of the County, Novation Contract ##74-1281 with
Charis Youth Center, in an amount not to exceed $136, 875, for operation of
an intensive day treatment program for Seriously Emotionally Disturbed (SED)
adolescents, for the period from July 1, 2001 through June 30, 2002 . This
Contract includes a six month automatic extension through December 31, 2002 ,
in an amount not to exceed $68, 438 .
FISCAL IMPACT:
This Contract is funded 48 .65% by Federal Medi-Cal and 51 . 35% by State EPSDT
funds .
Contractor will bill Medi-Cal through the current County system under the
Rehabilitation Option for all eligible services, and the Federal Financial
Participation will accrue to the County.
CHILDREN'S IMPACT STATEMENT:
This mental health day treatment program supports the following Board of
Supervisors' community outcomes : "Children Ready For and Succeeding in
School" ; "Families that are Safe, Stable, and Nurturing" ; and "Communities
that are Safe and Provide a High Quality of Life for Children and Families" .
Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that it
provides mental health day treatment for wards of the court to reduce the
need for hospitalization.
On July 24 , 2001, the Board. of Supervisors approved Contract ##74-128, with
Charis Youth Center to provide an intensive day treatment program for
Seriously Emotionally Disturbed (SED) adolescents, for the period from March
21, 2001 through June 30, 2001 (which included a six-month automatic
extension through December 31, 2001) .
Approval of Novation Contract #74-128-1 replaces the six-month automatic
extension under the prior Contract, allowing Contractor to continue
providing services through June 30, 2002 .

Desarrollo Familiar
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND ANZ3 JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Contract
Amendment Agreement #22-403--15 with Desarrollo Familiar, effective
November 1, 2001, to amend Contract #22--403-13 (as amended by
Contract Amendment Agreement #22-403-14) , to decrease the Contract
Payment Limit by $5, 308 from $179, 530 to a new total payment limit
of $174,222 .
FISCAL IMPACT:
This Contract is Federally funded, by the State through the Ryan
White CARE Act, through an intergovernmental agreement with Alameda
County, who is the Grantee of these funds . No County funds are
required.
BACKCROUNDIREASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that
it provides health and support service case management and referrals
to County residents living with HIV/AIDS to improve and/or maintain
their health status and promote stability in their lives .
On April 3, 2001, the Board of Supervisors approved Contract
#22-403-13 (as amended by Contract Amendment Agreement #22-403-14)
with Desarrollo Familiar, for the period March 1, 2001 through
February 28, 2002 , to provide support services to West Centra. Costa
County residents with HIV disease.
Approval of Contract Amendment Agreement #22-403-15 will reflect the
removal of one month' s salary for the Mental Health Coordinator
position and allow the Contractor to continue providing services
through February 28, 2002 .

RECOMMENDATION(S)-:
Approve and authorize the Health Services Director, or his designee
(Frank Puglisi, Jr. ) , to execute on behalf of the County, Contract
Amendment Agreement #26--203-16 with Nor--Cal Medical Temps, effective
January 1, 2002, to amend Contact #26-203-15, for the provision of
temporary help (pharmacists and technicians) at Contra. Costa Regional
Medical Center and Contra Costa Health Centers . This amendment
increases the Contract Payment Limit by $50, 000, from $200, 000 to a new
total Payment Limit of $250, 000 .
FISCAL, IMRACT•
This Contract is included in the Health Services Department ' s Enterprise
I budget .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S)
On April 24 , 2001, the Board of Supervisors approved Contract #26-203-15
with Nor-Cal Medical Temps, for the period from April 1, 2001 through
March 31, 2002, for temporary help during vacations, sick leave, and
temporary absences of County pharmacists and technicians, as well as
during periods when permanent positions were vacant .
Approval of Contract Amendment Agreement #26-203-16 will allow the
Contractor to provide additional temporary coverage, through March 31,
2002 .

(Specialty: Anesthesiology) , to amend Contract #26-893-5, effective
December 1, 2001, to extend the term of the Contract through June
30, 2002 and to increase the total Contract Payment Limit by
$207, 000, from $66, 000 to a new total payment limit of $273 , 000 .
FISCAL IMPACT:
Cost to the County depends upon utilization. As appropriate,
patients and/or third party payors will be billed for services .
BACKGROUND/REASON(S) FOR RECOMMENDATIONS:
On October 23 , 2001, the Board of Supervisors approved Contract #26-
893-5 with Robert J. Lindsay, M.D. , for the period from October 1,
2001 through December 31, 2001, to provide professional
Anesthesiology services, including consultation, training, medical
procedures, clinical coverage and on-call coverage services for the
General and Obstetric Units for patients at Contra Costa Regional
Medical Center.
Approval of Contract Amendment Agreement #26-893-6 will allow
Contractor to provide additional services through June 30, 2002,
while negotiations for a multi-year renewal Contract continues .
