BACKGROUND:
The Affordable Housing Finance Committee was established in June 1995 and is responsible
for working with the Community Development Department to develop recommendations of
Supervisors concerning the allocation of project funds among eligible affordable housing
investment programs and projects. The Affordable Housing Finance Committee replaced both
the HOME Technical Review Committee and the Housing and Community Development
Advisory Committee.
The Committee has nine members, including six members of the HOME Technical Review
Committee. The Internal Operations Committee reviews nominations for appointment to the
three County and three Community seats. The Internal Operations Committee, at its December
13, 2001 meeting, reviewed and approved the nominations to appoint Jeanette Dinwiddie-
Moore and Janet Bruce to the Affordable Housing Finance Committee, and now proffers this
recommendation to the Board of Supervisors.

The purpose of this memorandum is to forward to you the following recommendations from the
Affordable Housing Finance Committee (AHFC):
• appoint Janet Bruce as a Community Representative on the AHFC for a term ending
on June 30,2004
• appoint Janet Dinwiddie-Moore as a Community Representative on the AHFC for a
term ending on June 30, 2002
Background
The Affordable Housing Finance Committee advises the Board of Supervisors on the annual
allocation of approximately $4.5 million in HOME Investment Partnership Act (HOME) and
Community Development Block Grant(CDBG)funds for affordable housing development in Contra
Costa County. These funds are allocated to the County on an annual basis by formula through the
U.S. Department of Housing and Urban Development.
The Committee consists of nine members, including:
• three city representatives (one each from East, Central and"Nest County)
• three county representatives; and
• three community representatives.
The three city representatives are nominated by the cities in each subregion of the County and
approved by the Board of Supervisors.Nominations for county and community representatives are
solicited by the Community Development Department. All county and community representative
appointments to the AHFC are reviewed by the Internal Operations Committee(IOC)and referred to
the Board of Supervisors for approval. AHFC terms are for three years. A current AHFC roster is
attached for your information (Attachment A).
Recommendation of these actions by the Internal Operations Committee and approval by the Beard
of Supervisors will fill all existing vacancies on the Affordable Housing Finance Committee.

1964-1974 Worked with special needs populations, disabled and elderly, Alameda
County Social Services Department and O.E.O. Program,Los Angeles, CA
1984 volunteered with Contra Costa Legal Aid Services on a class action suite requiring
County General Assistance to pay benefits to persons with no address (homeless).
Interviewed and collected affidavits from persons directly affected, and eventually the
lawsuit was won.
1985 -Helped to establish the Richmond Souper Center,a lunch time meal program,
which continues to operate, serving an average of 150 meals per day to anyone hungry,
utilizing a corps of 300 volunteers. Continued to serve as volunteer, and later,first paid
Program Director. Via an advisory board, helped to establish a permanent site, a
permanent sponsor,and stable funding.
1988-1999 Helped to establish, along with Volunteers of America and Contra Costa
County,the first County homeless shelter occupying the State Armory facility in
Richmond. Over 100 beds for single men and women.
1991-1992 Served as Program Director at Brookside Shelter, County operated men's
shelter located in North Richmond, 64 beds.
1992-1996 Served as Program Director Mountain View House,Martinez, first County
Transitional Housing Facility for homeless families, operated by Shelter Inc.
1997 Helped to establish GRIP West County Resource Center, first Multi-Service Center
in Contra Costa County serving entire general homeless population with wide array of
services. Currently, continue to serve as Center Program Director.

Program and stay home full tithe with my daughter.
I am.interested in this position for several reasons. First,it is my aspiration to serve as a full

My primary interest stems from having participated in the City of San Mateo's First-Time
Buyers' Program, under which I purchased a 1-bedroom, I-bath condominium in 1992. I was
also fortunate enough to receive the last Mortgage Credit Certificate available that year. I was
elected to the board of Gateway Commons Owners' Association, a 105-unit complex at 221 and
223 So, Fremont Street, San Mateo, and served a full term as secretary.
In 1998, my husband and I moved from San Mateo to a 2-bedroom, 2-bath Hayward condo,
where I served as secretary of Anderly Court Homeowners' Association(24 units). In early
2000, we purchased a 3-bedroom, 2-bath house in the Hilltop area of Richmond. I have worked
in Richmond since June 2001, and in Pleasant Hill during the previous four months. Called for
jury duty in October 2000, I served in a two-weep Superior Court trial in Martinez.
My interest in becoming a member of the AHFC stems from my broad-based knowledge and
experience in this field, particularly in affordable housing programs. I would welcome this
opportunity to be part of the process that enables qualified 'individuals and families to establish a
literal home base in their community, thus assuring our County's continued diversified growth
and development.

Was responsible for maintaining and updating the eligibility list for the BMR Program by
issuing applications, conducting interviews, and screening applicants on the basis of their
income and live-or-work qualifications. Scheduled appointments for their viewing of existing
and new housing units as they became available.

SUBJECT: Affordable Housing Finance Committee Applicants Recommendation
The Nomination Subcommittee of the Affordable Housing Finance Committee,
consisting of Calvin S Robbie, Alejandro Krell and Irene Alonzo-Perez, met to interview
the applicants for the current opening on the Committee. There were three applicants;
Laurie Breier, Jennifer Mora Hernandez and Janet Bruce. In spite of several attempts,
we were unable make contact with Laurie Breier for the phone interview that was
scheduled. Laurie Breler's name has been eliminated from the applicants being
considered. The remaining two candidates were interviewed, using a six part interview
questionnaire as a guide, providing the Subcommittee with a better understanding of
each of the two applicant's familiarity with affordable housing programs, and their ability
to make a commitment of time.
Both expressed a genuine interest to serve the Contra Costa County in promoting
affordable housing. As such, both applicants were considered for the position. As a
determining factor, the Subcommittee used the following criteria for making a final
determination:
• Familiarity and understanding of affordable housing issues. As the designated
Subcommittee, we felt that it was very important for the applicant to understand the
affordable housing issues in order to effectively review and provide input in the
Committee meetings.
• Complement the existing Committee skills and knowledge. The Subcommittee
looked to the knowledge and experience of the applicants and how they would
compliment the current Committee's varied experience and expertise.
• Broad understanding and sensitivity to the wide range of diverse affordable
housing issues and needs reviewed by the Committee. It was important to the
Subcommittee that the applicant have a good understanding of the various facets
and needs of affordable housing.
• diversity. As part of the guidelines provided by the Internal Operations Committee,
we were asked to also consider the diversity of our Committee's composition in
terms of ethnicity, gender and geographical representation in formulation of our
recommendations.
Based on the above, and after much discussion, the Subcommittee's recommendations
for the Committee are as follows:

The Law Library Beard of Trustees was established pursuant to State law and County Ordinance
to maintain a law library in Martinez and a branch library in Richmond. The Internal Operations
Committee annually reviews the appointment to the Member of the Bar seat, which term expires
each December 31.
The Internal Operations Committee approved the reappointment of Mr. Del Simone at its
December 171 2001 meeting and now proffers its recommendation to the Board.

BACKGROUND:
The Workforce Development Board (WDB) was created pursuant to the federal Workforce
Investment Act of 1998 to replace the Contra Costa County Interim Workforce Investment Board
and its predecessor, the Contra Costa County Private Industry Council, by June 30, 2000. The
WDB has responsibility for Overall workforce investment policy, a workforce development plan
and oversight of the One-Stop Career Center system. Under the Workforce Investment Act, the
"Chief Elected Official" (County Board of Supervisors) is designated as the appointing authority
for membership on the WDB. The WDB has 39 seats and 37 members (two members serve in a
dual-capacity). The Internal Operations (IO) Committee screens all WDB nominations.
The IO Committee, at its December 17, 2001 meeting, reviewed and approved the nomination
to appoint Mark Tinsley to a Business seat, and now proffers this recommendation to the Board of
Supervisors.

This memorandum requests that Mr, Mark Tinsley of Kaiser Permanente, Richmond, be appointed to
the Workforce Development Board of Contra Costa County (Board) by the County Board of
Supervisors. The Board approved Mr. Tinsley's nomination for the Board of Supervisors'

Investment Act.

This staff`report presents to the Workforce Development Board for its consideration and action one
business application for appointment to the Board.
Recommendation:
The Executive Committee recommends the appointment of Mr. Mark Tinsley to the Workforce
Development Board to fill a vacant business seat. If approved by the Board,the nomination would be
forwarded to the Internal Operations Committee of the County Board of Supervisors (Supervisors John
Gioia and Mark DeSaulnier) and the County Board of Supervisors for their actions.
Fiscal Impact:
This action will have no fiscal impact.
Impact an Customers:
Customers would benefit from this appointment because the Board would obtain additional workforce
development experience and perspective on healthcare occupations and skill demands.
Background:
Under the Workforce Investment Act of 1995, a majority of the Board's members must be from the
business community. Currently, 17 of the Board's 33 members are from the business community. The
Board currently has three business vacancies and two impending business vacancies (John Doung and
Ed Thorpe). (The Internal Operations Committee of the Board of Supervisors approved Mr. Jack
Welsh of MSC Pinole Point Steel for appointment to the Board on November 5. It is anticipated that
he will be appointed to the Board by the County Board of Supervisors in December.)
The Workforce Investment Act mandates the general composition of the Workforce Development
Board. Can March 7, 2000 the County Board of Supervisors appointed a 35-member Board, comprised
of 20 business representatives and 15 non-business representatives. In mid-20100, two additional
mandated partners were added to the Board, increasing the size of the Board to 37 members.
Mr. Tinsley's nomination was considered and approved by the Board's Executive Committee on
October 15, 2001.
Discussion:
Mr. Tinsley is a Hospital Administrator nominated by the Contra Costa Council, Mr. Tinsley would
provide the Board with excellent workforce development perspective on the provision of health care
services within the East Bay. Mr. Tinsley's appointment will also help improve the overall balance of
business representation on the Board.

nominations voted on by the Board must be forwarded to the County Board of Supervisors for appointment.
The Board of Supervisors makes the appointments in December of each year.
