with The Results Group
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
Approve and authorize the Health Services Director to execute on
behalf of the County, Contract Amendment Agreement #23-245-6 with
The Results Group, effective December 31, 2001, to amend Contract
#23-245-2 (as amended by subsequent Amendments #23-245-3 , #23-2454,
and #23-245-5) to increase the Contract Payment Limit by $24 , 000,
from $100, 000 to a new Contract Payment Limit of $124 , 000 and to
extend the term of the agreement through June 30, 2003 .
FISCAL IMPACT:
Funding for this Contract is included in the Department ' s Enterprise
-jr budget .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
On June 22 , 1999, the Board of Supervisors approved Contract
#23-245-2 (as amended by subsequent Amendments #23-2453, #23-245-4,
and #23-245-5) with The Results Group, for the period from July 1,
1999 through December 31, 2001, to provide consultation and
technical assistance to the Health Services Director and Senior
Staff with regard to organizational development issues .
Approval. of Contract Amendment Agreement #23--245--6 will allow the
Contractor to provide additional hours of service through June 30,
2003 .

S)_:Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to
execute on behalf of the County, Novation Contract #24-618-14 with The Perinatal Council
(formerly: East Bay Perinatal Council) in an amount not to exceed $218,293, to provide
intensive case management services for "Options for Recovery Project" clients in West
Contra Costa County, for the period from July 1, 2001 through June 30, 2002 .
FISCAL IMPACT:
Funding is provided through the Federal Perinatal Set-Aside. No County match is required.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse program supports the Board of Supervisors' "Families that are
Safe, Stable, and Nurturing" community outcome by providing parenting education, stability,
and safety for mothers (and their children) and pregnant women who are alcohol and drug
dependent, while they are in perinatal Case Management program. Expected outcomes include
delivery of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction
in the number of relapses, and creation of a sober social network.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) -
This
ECOMMENDATION(S) :'Phis Contract meets the social needs of County's population in that it provides case
management services to pregnant and parenting women, in order to prevent perinatal
substance abuse and improve birth outcomes.
On October 17, 2000, the Board of Supervisors approved Novation Contract #24-616-12 (as
amended by Administrative Amendment Agreement #24-618-13) with East Bay Perinatal Council
for the period from July 1, 2000 through June 30, 2001 (which included a six-month
automatic extension through December 31, 2001) for the provision of perinatal case
management services for pregnant and postpartum substance abusing women and their children.
The Contractor has officially changed its name to The Perinatal Council.
Approval of Novation Contract #24-618-14 replaces the six-month automatic extension under
the prior Contract and allows the Contractor to continue providing services through June
30, 2002 .

RECOMMENDATION(SY:
Approve and authorize the Health Services Director, or his designee
(Donna Wigand, L.C.S.W. ) to execute on behalf of the County,
Novation Contract #24-31.2-26 with Asian Community Mental Health
Services, Inc. , in an amount not to exceed $85, 638, to provide
translation, medication support and mental health program services
for mentally disturbed Southeast Asian refugees in West County, for
the period from July 1, 2001 through June 30, 2002 . This Contract
includes a six-month automatic extension through December 31, 2002,
in an amount not to exceed $42, 819 .
FISCAL IMPACT:
This Contract is funded 12 . 8% by Federal Medi-Cal Revenue and 87 .2%
Mental Health Realignment . This Contract includes the Fiscal Year
2001-2002 Cost of Living Adjustment .
BACKGROUND,/REASON(S) FOR RECOMMENDATIONS)
This Contract meets the social needs of County' s population in that
it provides trained mental health workers to provide bilingual/
bicultural interpretation and language translation services; non-
therapeutic counseling; and information, referral, and advocacy
services for Southeast Asian refugees to assist the County' s Mental
Health staff in providing services to this client population at the
West County Community Mental Health Center.
On December 12, 2000, the Board of Supervisors approved Novation
Contract #24-312-24 (as amended by Contract Amendment Agreement
#24-312-25) with Asian Community Mental Health Services, Inc . for
the period from July 1, 2000 through June 30, 2001 (which included
a six-month automatic extension through December 31, 2001) .
Approval of Novation Contract #24-312-26 replaces the six-month
automatic extension under the prior Contract, and allows the
Contractor to continue providing services through June 30, 2002 .

(Chuck Deutschman) to execute on behalf of the County, Novation
Contract #24-873-10 with Bi-Rett Corporation, in an amount not to
exceed $207, 447, to provide detoxification services at the East
County Community Detoxification Center, for the period from July 1,
2001 through June 30, 2002 . This Contract includes a six-month
automatic extension through December 31, 2002, in an amount not to
exceed $103 , 724 .
FISCAL IMPACT:
This Contract is 7% Federally funded, 69a State funded, and 24%
County funded.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S)_:
This Contract meets the social needs of the County' s population in
that addicted individuals are provided the opportunity to recover
from the effects of alcohol and other drug use and become self
sufficient individuals who can contribute to their families and
communities as clean and sober individuals .
On August 15, 2000, the Board of Supervisors approved Novation
Contract #24-873-8 (as amended by Administrative Amendment Agreement
#24-873-9) with Bi-Kett Corporation, for the period from July 1,
2000 through June 30, 2001 (which included a six-month automatic
extension through December 31, 2001) for the provision of
detoxification services at its East County Community Detoxication
Center.
Approval of Novation Contract #24--873-10 replaces the six-month
automatic extension under the prior Contract, and allows the
Contractor to continue providing services through June 30, 2002 .

Approve and authorize the Health Services Director or his designee (Chuck Deutschman) to
execute on behalf of the County, Novation Contract #24-443--17 with Adolescent Treatment
Centers, Inc. , for the period from July 1, 2001 through June 30, 2002, in an amount not
to exceed $102,150, to provide an adolescent residential chemical dependency treatment
program at its Thunder Road facility in Oakland. This Contract includes a six-month
automatic extension through December 31, 2002, in an amount not to exceed $51,075.
FISCAL IMPACT:
This Contract is 100* Federally funded.
CHILDREN'S 'IMPACT STATEMENT:
This Alcohol and Drug Abuse treatment program supports the Board of Supervisors' "Families
that are Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a Nigh
Quality of Life for Children and Families" community outcomes by providing individual,
group, and family counseling; substance abuse education; rehabilitation support services;
and substance abuse prevention services. Expected outcomes include increased knowledge
about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased
use of community-based resources; and increased school and community support for youth and'
parents in recovery.
BACKGROUND/REASON(S)- FOR RECOMMENDATIONS)
This Contract meets the social needs of County's population in that it provides a
specialized Substance Abuse Treatment (SAT) program so that addicted youth are provided
an opportunity to recover from the effects of alcohol and other drug use, become self-
sufficient, and return to their families and communities as productive individuals.
On July 18, 2000, the Beard of Supervisors approved Contract #24-443-16 with Adolescent
Treatment Centers, Inc. , for the period from July 1, 2000 through June 30, 2001 (which
included a six--month automatic extension through December 31, 20101) , for the provision of
an adolescent residential chemical dependency treatment program at its Thunder Road
facility in Oakland.
Approval of Novation Contract #24-443-17 will replace the six-month automatic extension
under the prior Contract and allow the Contractor to continue providing services through
June 30, 2002.
