SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
(Milt Camhi) , to execute on behalf of the County, Contract #27-087-8
with Pharmaceutical Care Network (PCN) in an amount not to exceed
$15, 000, 000, for the period. from February 1, 2002 through January 31,
2003, for the provision of pharmacy administration services for Contra
Costa Health Plan.
FISCAL 1XPACT:
This Contract is funded in the Departments' s budget by Health Plan
Member Premiums .
BACKGRQjW I REAS 0 jS) FOR RECOMMEN17A.T I ON(S) :
The Health Plan has an obligation to provide certain specialized
professional health care services for its members under the terms of
their Individual and Group Health Plan membership contracts with the
County. Pharmaceutical Care Network (PCN) provides cost effective and
efficient distribution of needed pharmaceutical supplies to support the
health care needs of Health Plan members .
On January 18, 2000, the Board of Supervisors approved Contract #27-
087-5 (as amended by Contract Amendment Agreements #27-087-6 and #27-
087-7) with Pharmaceutical Care Network (PCN) , for the period from
February 1, 2000 through January 31, 2002 , for the provision of
pharmacy administration services for the Contra Costa Health Plan.
Approval of this Contract #27-087-8 will allow the Contractor to
continue to provide services through January 31, 2003 .

Approve and authorize the Health Services Director or his designee
(Donna. Wigand, L.C.S.W. ) to execute on behalf of the County,
Contract Amendment Agreement #74-129-1 with Sonya Bridgmon,
effective January 1, 2002, to amend Contract #74-129, to increase
the payment limit by $13 , 380 from $19, 280 to a new Contract Payment
Limit of $32, 660 and extend the term of the agreement through June
30, 2002 .
FISCAL IMPACT:
This Contract is 50% Federal and 50% State funded.

In August 2001, the County Administrator approved and the Purchasing
Services Manager executed Contract #74-129 with Sonya Bridgeton, for
the period from June 1, 2001 through April 30, 2002 for the
provision of consultation and technical assistance with regard to
family support counseling services for the Mental Health. Division' s
Children' s System of Care .
Approval of Contract Amendment Agreement #74-129-1 will allow the
Contractor to provide additional hours of service, through June 30,
2002 .

SUBJECT: Approval of Novation Contract 424-794-7 (4) with
St . Helena Hospital and its California Specialty Hospital
SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS):
Approve and authorize the Health Services Director or his designee
(Donna Wigand) to execute on behalf of the County, Novation Contract
424-794-7 (4) with St . Helena Hospital and its California Specialty
Hospital, in an amount not to exceed $250, 000 to provide Fee-for-
Service (FFS) /Medi-Cal acute psychiatric inpatient services for the
period from July 1, 2041 through June 30, 2002 . This Novation
Contract includes a six-month automatic extension through December
31, 2002 in an amount not to exceed $125, 000 .
FISCAL, IMPACT:
This Contract is funded by Mental Health inpatient consolidation
funds and Federal Medi-Cal funds .
BACKGROUND/REASON(S) FOR RECOMMENDATION(5) :
Chapter 633, Statutes of 1994, AB 757, authorized the transfer of
state funding for Fee-For-Service/Medi-Cal (FFS/MC) acute
psychiatric inpatient hospital services from the Department of
Health Services to the Department of Mental Health (DMH) . On
January 1, 1995, the DMH transferred these funds and the
responsibility for authorization and funding of Medi-Cal acute
psychiatric inpatient hospital services to counties that chose to
participate in this program.
On June 26, 2001, the Board of Supervisors approved Novation
Contract 424-794-7 (3) with St . Helena Hospital and its California
Specialty Hospital, for the period from July 1, 2000 through June
30 , 2401 (which included a six-month automatic extension through
December 31, 2001) for the provision of acute psychiatric inpatient
hospital services.
Approval of Novation Contract 424-7947 (4) will replace the six-
month automatic extension under the prior Contract, and will allow
the Contractor to continue providing psychiatric inpatient hospital
servicer through June 30, 2002 .

Yellowstone Boys and Girls Ranch

RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Donna.
Wigand, LCSW) to execute on behalf of the County, Contract #74-119-1 with
Yellowstone Bays and Girls Ranch, in an amount not to exceed $24, 500 to
provide Intensive Day Treatment Program for Individualized Education Plan
(IEP) required services under AB3632 for the period from July 1, 2001
through June 30 , 2002 . This Contract includes a six-month automatic
extension through December 31, 2002 in an amount not to exceed $12 , 250 .
FISCAL IMPACT
This Contract is funded 100% by Mental Health Realignment (partially offset
by SB 90) .
Approval of this agreement will result in a cumulative total in excess of
$25, 000 , and therefore, Board of Supervisors approval is required.
CHILDREN'S IMPACT STATEMENT:
This Mental Health program supports the following Board of Supervisors ,
community outcomes : "Children Ready For and Succeeding in School" ;
"Families that are Safe, Stable, and Nurturing" ; and "Communities that are
Safe and Provide a High Quality of Life for Children and Families" .
Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) .
BACKGROI7NL/REASON(S) POR RECOMMENDATION:
In May 2001, the County Administrator approved and the Purchasing Services
Manager executed Contract #74-119 with Yellowstone Boys and Girls Ranch, for
the period from October 11, 2000 through June 30, 2001 (which included a
six.-month automatic extension through December 31, 2001) to provide legally-
mandated mental health services to County-referred clients, including
individual, family, and group therapy, medical assessment and monitoring;
medication ' support; and crisis intervention services.
Approval of Contract #74-119-1 will replace the six.-month automatic
extension under the prior Contract and will allow the Contractor to continue
providing services through June 30, 2002 .

RECOMMENDATION{S.) :
Approve and authorize the Health Services Director or his designee (Donna
Wigand) to execute on behalf of the County, Novation Contract #74-106-1 with
Adolescent Treatment Centers, Inc. , in an amount not to exceed $365, 010, to
provide intensive day treatment and mental health servicer for Seriously
Emotionally Disturbed (SED) dually-diagnosed adolescents at its Thunder Road
Facility, for the period from July 1, 2001 through June 30, 2002 . This
Contract includes a six-month automatic extension through December 31, 2002,
in an amount not to exceed $182, 505 .
FISCAL IMPACT:
This Contract is funded 51 . 35% by Federal Medi-Cal Revenue (FFP) and 48 . 655
by State EPSDT funds .
CHILDREN'S IMPACT ,STATEMENT:
This Mental Health Program will support the following Board of Supervisors'
community outcomes: "Children Ready For and Succeeding in School" ;
"Families that are Safe, Stable, and Nurturing" ; and "Communities that are
Safe and Provide a High Quality of Life for Children and Families" .
Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) and Youth Self Report (YSR) .
BACKGROUND/REASONJS) FOR RECOMMENDATION{S) :
This Contract meets the social needs of County' s population in that it
provides intensive day treatment and mental health services to adolescents
with emotional and behavioral problems to improve school performance, reduce
unsafe behavioral practices, and reduce the need for out-of-home placements .
Can February 6, 2001, the Board of Supervisors approved Contract #74-106 with
Adolescent Treatment Centers, Inc. for the period from January 1., 2001
through June 30, 2001 (which included a six-month automatic extension
through December 31, 2001) for the provision of services at its Thunder Road
Facility.
Approval of Novation Contract #74-106-1 will replace the six-month automatic
extension under the prier contract and allow the Contractor to continue
providing services through June 30, 2002 .
