TO: BOARD OF SUPERVISORS � FROM: t . t(�( William Walker, M.D. , Health Services Director Contra By: Ginger Marieiro, Contracts Administrator ©SSB DATE: December 19, 2001 County SUBJECT: Approval of Novation Contract #24-876-10 with Bi-Bett Corporation SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to execute on behalf of the County, Novation Contract #24--876-10 with Bi-Rett Corporation, for the period from July 1, 2001 through June 30, 2002, in an amount not to exceed $482, 081, for the provision of detoxification services at the Shennum Center. This Contract includes a six--month automatic contract extension through December 31, 2002 , in an amount not to exceed $241, 041. FISCAI, IMPACT: This Contract is 36% Federally funded, 28% State funded, and 36% County funded. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of the County' s population in that addicted residents, 18 years of age and older, are provided the opportunity to recover from the effects of alcohol and other drug use, become self sufficient, and to contribute to their families and communities as clean and sober individuals. On August 15, 2000, the Board of Supervisors approved Novation Contract #24-876--8 (as amended by Administrative Amendment Agreement #24-876-9) with Bi=-Bett Corporation for the period from July 1, 2000 through June 30, 2001 (which included a six-month automatic extension through December 31, 2001) , for the provision of Substance Abuse Program Detoxification services at the Shennum Center in Concord. Approval of Novation Contract #24-876-10 will replace the six-month automatic extension under the prior Contract and allow the Contractor to continue providing services through June 30, 2002 . FISCAL IMPACT: This Contract is 66t by Federally funded, 16k State funded, and 18sk County funded. CHILDREN'S IMPACT STATEMENT: This Alcohol and Drug Abuse prevention and treatment program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing„ and "Communities that are Safe and Provide a High Quality of Life for Children and Families" community outcomes by providing individual, group, and family counseling; substance abuse education; rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery. On August 15, 2000, the Board of Supervisors approved Novation Contract #24-806-10 (as amended by Administrative Amendment Agreement #24-806-11) with New Connections, for the period from July 1, 2000 through June 30, 2001 (which included a six-month automatic extension through December 31, 2001) for the provision of substance abuse prevention, intervention and treatment services. Approval of Novation Contract #24-806-12 will replace the six-month automatic extension under the prior Contract, and allows the Contractor to continue providing services through June 30, 2002. FISCAL IMPACT: This Contract is funded 97.31 by Federal funds and 2.7%- by State funds. Peters, for the period from August 1, 2001 through January 31, 2002, to assist in providing overall direction and operation of the Facilities Maintenance Unit for Contra Costa Regional Medical Center and other County health care facilities, as the Assistant Facilities Manager, including, but not limited to, developing a comprehensive maintenance program, assisting in implementing Departmental policies and procedures, conducting, collecting, and reviewing documentation on all inspections, analyzing maintenance repair budgets, and resolving operational, maintenance, and repair service problems . Approval of Contract #26-419-1 will allow Contractor to continue providing services through December 31, 2002, while the Department continues the recruitment process . SPECIFIC REQUEST(S)OR RECOMMENDATiON(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and authorize the Health Services Director, or his designee (Milt Camhi) , to execute on behalf of the County, Contract #27-277-2 with Kaiser Foundation Health Plan., Inc . , in an amount not to exceed $5, 500, 000 for the period from January 1, 2002 through December 31, 2002 , for the provision of professional health care services for Medi- Cal recipients enrolled in Kaisers Foundation Health Plan. FISCAL IMPACT: This Contract is funded by Contra Costa Health Plan member premiums. Costs depend upon utilization. As appropriate, patients and/or third party payors will be billed for services . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On May 23 , 2000, the Board of Supervisors approved Contract #27-277-1 with Kaiser Foundation Health Plan, Inc . , for the period from January 1, 2000through December 31, 2001, for the provision of health care services for Medi-Cal recipients enrolled in Kaiser Foundation Health Plan. Kaiser Foundation Health Plan has been a traditional provider of health care services to Medi-Cal beneficiaries in Contra Costa County. With the implementation of the Local Initiative for Medi-Cal managed care, Kaiser, in order to continue to enroll Medi-Cal members, must affiliate with the Local Initiative. The affiliation arrangement allows Medi-Cal recipients to choose Contra Costa Health Plan as their managed care plan, and designate Kaiser as their provider. Approval of Contract #27-277-2 will allow the Contractor to continue providing services, through December 31, 2002 .
