SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND
contract #21-304-14 with Center for Human Development, increasing the contract amount by $134,000 from
$145,000 to a new amount of $279,000 for Family Preservation and Support (FPSP) services for the period
from September 1, 2001 through August 31, 2002.
FIN -NI CIAL IMPACT:
100%TANF Incentive Funds: Zero County cost.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five community outcomes: 1) „Children Ready for and Succeeding in School";
2)"Children and Youth Healthy and Preparing for Productive Adulthood"; 3)"Families that are Economically
Self-Sufficient"; 4)"Families that are Safe, Stable and Nurturing"; and S) "Communities that are Safe and
Provide a High Quality of Life for Children and Families." The Family Preservation and Support Program
provides low-income families with training, resources, skills and safe, enriched environments within four
targeted communities, benefiting both youth and adults while helping to strengthen families.
BACKGROUND-
The Board of Supervisors approved five Family Preservation and Support Program contracts on September 21,
2001 (c.39). At that time, EHSD entered into a $145,000 contract with Center For Human Development that
included no TANF funds, given the uncertain level of TANF funding EHSD would receive from the California
Department of Social Services.
This amendment will add recently confirmed TANF funding to support continuation of the family ties program
and to help develop a teen center in North Richmond.

No County costs. Contract is funded from State and Federal Workforce Development Board funds.

IntraLinux, Inc. was selected through a competitive procurement in the Fall of 2000 (RFI #112) to design
and develop the Workforce Development Board's (WDB) Internet website. The website provides a WDB
homepage, event calendar, library including a search engine, resource links, job bank, and other information
to employers and job seekers in Contra Costa County. Additional website developments will include hosting,
support and maintenance, and programming of new website features.

This contract directly supports two community outcomes established in the Contra Costa County Children's
Report Card: 1) "Children Ready for and Succeeding in School"; and 2) "Children and Youth Healthy and
Preparing for Productive Adulthood."
BACKGROUND!
tNO:
The Independent Living Skills Program (ILSP) provides emancipation services to youth in foster care
preparing them for responsible adulthood as well as supportive services for youth ages 18-21 who have
emancipated from foster care. ILSP enables the young adults to achieve self-sufficiency before leaving the
foster care system and provides support services upon emancipation. The Assistant Coordinator will work
with the Coordinator in the development of programs for ILSP eligible youth focusing specifically on those
youth ages 1821.
Mr. Timothy Hamp was selected to fill the Assistant Coordinator position through a competitive procurement
(RFI #153).

BACKGROUND:
On September 22, 1998, the Board of Supervisors approved executing a contract with Bl,
Incorporated (now CorrLogic, Inc) to provide an upgrade to the Office of the Sheriffs Jail
Management System - now known as the Institutional Management System. Installation of the
Institutional Management System is complete. To ensure proper operations of this system, a
contract for maintenance services is required.

SUBJECT: Approval to Contract with CPA 2000 Subcontractor County
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the County Probation Officer to execute a contract with New
Connections in the amount of $50,000, to provide family and juvenile therapeutic treatment
services as a component of the CPA 2000 project for the period of January 1, 2002 through
June 30, 2002.
BACKGROUND:
Pursuant to the Schiff-Cardenas Crime Prevention Act of 2000 (CPA 2000), the State of
California Board of Corrections allocated $3,285,543 to Contra Costa County to develop and
implement a Comprehensive Multi-agency Juvenile Justice Plan.
On March 9, 2001, the Board of Corrections approved Contra Costa's plan and application
and authorized the release of funds. Funding from CPA 2000 will allow Contra Costa County
Probation Department to maintain funding for significant children's services. The following is a
list of the programs funded under CPA 2000:
1. Sustain High School Challenge Grant Team Program
II. Sustain SafeFutures Program
111. Expand the High School Challenge Team Program to Middle Schools
IV. Create a Community Probation Program
V. Establish a Family Intervention and Substance Abuse Program
VI. Fee for Service Funding: To more effectively respond to the true needs of clients,
$300,000 of the CPA 2000 funds have been designated for the purchase of services on
an as needed basis. The goal of this approach is to effectively address the service
needs of youth on an individual basis in order to provide meaningful services for youth.
FISCAL IMPACT:
$3,285,543 is available to Contra Costa County through the Schiff-Cardenas Crime Prevention
Act of 2000 for expenses incurred through June 30, 2002. While there are no match
requirements for the award, the Probation Department will be able to claim additional Title IV-
E revenue for eligible services.
