SUBJECT: Contract for Background Investigation Manager
SPECIFIC REQUEST{S}OR RECOMMENDATIC"S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Sheriff, or his designee, to sign a contract with Kenneth Sandy
in the capacity of Background Investigation Manager for the period between January 1, 2002 to
June 30, 2002, in an amount not to exceed $39,312.
11. FINANCIAL IMPACT:
NONE. Funding for the Background Investigation Manager is included in the Office of the
Sheriff's budget.
III. BACKGROUNDIREASON(S) FOR RECOMMENDATION{S).
The Office of the Sheriff is required to conduct background investigations for all candidates for
safety positions as well as for many sensitive civilian positions. Annually, there are hundreds of
applicants who seek employment and require a background investigation. Current recruitment
efforts and the need to ensure that the applicants meet the high standards of the Office of the
Sheriff have resulted in a higher number of pre-employment investigations. The management of
the various aspects of the lengthy investigation process is critical to the proper screening of
prospective employees.
IV. CONSEQUENCES OF NEGATIVE ACTION:
In the current competitive job market, if the applicant screening process is not managed properly
and performed in a timely manner, the Office of the Sheriff risks nosing qualified applicants to
other agencies.
