HomeMy WebLinkAboutMINUTES - 01082002 - C28-C32 TO., BOARD OF SUPERVISORS <'ROM: William Walker, M.D. , Health Services Director -' Centra By: Ginger Marieiro, Contracts Administrator Costa DATE: December 21, 2001 County SUBJECT: Approval of Standard Agreement ##28-305 with the State Emergency Medical Services Authority SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director, or his designee (Art Lathrop) , to execute on behalf of the County, Standard Agreement ##28-305 (State ##EMS-1073) with the State Emergency Medical Services Authority, in an amount not to exceed $520, 141, for the period from July 1, 2001 through June 30, 2002 , for the Trauma Care Fund. FISCAL IMPACT: Approval of this Agreement will result in $620, 141 for the Trauma Care Fund, $613 , 939 of these funds will be passed through to Jahn Muir Medical Center, which is the only designated trauma center in Contra Costa. County and $6, 202 will be retained by the County for administrative costs. No County funds are required. BACKGRODM/RBASON(S) FOR RECOMMENDATION(S): Assembly Bill 430 approved by the Governor in August 2001, established the State Trauma Care Fund to fund trauma services provided by designated trauma centers and for trauma planning in those counties without established trauma centers . A total of $30 million has been appropriated for the Trauma Care Fund for FY 2001-2002 , including $25 million for trauma care services and $5 million for trauma planning. The Trauma Care Funds are to be distributed to counties with approved trauma systems proportionately based upon the number of trauma center patients contained in those counties trauma registries (not included patients released from the Emergency Department) . Contra Costa County' s proportionate share is $620, 141. . AB 430 further provides that the funds must be distributed to designated trauma centers within the County except that the County may retain one percent (1%) for administrative costs . Approval of Standard Agreement #28-305 will allow the County to provide administrative structure for distribution of the State' s Trauma Care Fund, through June 30, 2002 . FINANCIAL IMPACT: Approval of this amendment will increase the original contract payment limit by $40, 000, from $80, 000 to a new total payment limit of $120, 000 . No County funds are required. REASONS FOR RECOMMENDATIONS/BACKGROUND: On September 11, 2001, the .Beard of Supervisors approved Standard Agreement ##29-392-16, for the period from July 1, 2001 through June 30, 2002, for the Regional Medical Disaster Planning Project . This agreement allows staff to enhance the County' s disaster preparedness by improving coordination between counties, cities, hospitals, Emergency Medical ' Services and State Emergency Medical Services Authority in the event of an earthquake or other disaster. Approval of Standard Agreement (Amendment) #29-392-17 will provide additional hours of project coordinator time, communications equipment and support services, through June 30, 2002 . S . Department of Health and Human Services (Health Resources & Services Administration) for the Community Access Program (CAP) Collab- oration of Care Program, in an amount not to exceed $811, 976, for the period from March 1, 2001 through February 28, 2002 . BACKGR0UND/REAS{71T(S) FOR RECOMMENDATI {S) : Contra Costa Safety Net Partners include Contra Costa Regional Medical Center, Contra Costa Health Centers, Contra Costa Public Health, Contra Costa Health Plan, two federally funded community health centers, Brookside Community Health Center, and La Clinica de La Raza. The goal of this program is to increase capacity of Contra Costa Safety Net Partners to provide care for more people without insurance, by creating an information system which links all Safety Net Partners ' sites; reducing financial and cultural barriers to care; identifying and implementing cost savings through efficiencies in purchasing; increasing care management services for uninsured patients with chronic disease, especially asthma and diabetes; and strengthening collaboration among safety Net Partners. Acceptance of Grant Award #28-304 (1-G92-OA-00037-01) will provide the Department with $811, 976 in funding for the Community Access Program (CAP) Collaboration of Care Program to increase access to care for uninsured children and adults, for the period. from March 1, 2001 through February 28, 2002 . RECOMMENDED ACTION: APPROVE and AUTHORIZE the Sheriff, or his designee, to sign a contract with Kenneth Sandy in the capacity of Background Investigation Manager for the period between January 1, 2002 to June 30, 2002, in an amount not to exceed $39,312. 11. FINANCIAL IMPACT: NONE. Funding for the Background Investigation Manager is included in the Office of the Sheriff's budget. III. BACKGROUNDIREASON(S) FOR RECOMMENDATION{S). The Office of the Sheriff is required to conduct background investigations for all candidates for safety positions as well as for many sensitive civilian positions. Annually, there are hundreds of applicants who seek employment and require a background investigation. Current recruitment efforts and the need to ensure that the applicants meet the high standards of the Office of the Sheriff have resulted in a higher number of pre-employment investigations. The management of the various aspects of the lengthy investigation process is critical to the proper screening of prospective employees. IV. CONSEQUENCES OF NEGATIVE ACTION: In the current competitive job market, if the applicant screening process is not managed properly and performed in a timely manner, the Office of the Sheriff risks nosing qualified applicants to other agencies.
